On the evening of October 16, the People's Committee of Thanh Oai District held an urgent meeting with Thanh Ha Clean Water Joint Stock Company (Thanh Ha Company), related units, representatives of residential groups and residents to find solutions to the shortage of clean water in Thanh Ha urban area.
Scene of the meeting on the afternoon of October 16
At the meeting, representatives of many residential groups in Thanh Ha urban area presented the suffering of having clean water suddenly cut off without prior notice; at the same time, they requested that departments, branches and Thanh Ha Company soon find a solution to provide enough clean water for residents. If in the near future there is no clean water, Thanh Ha Company should spend money to buy clean water trucks to deliver to the residents.
However, Mr. Duong Dinh Trinh, Deputy Director of Thanh Ha Company, said "up to this point there is no solution".
Because the supply from Ha Dong Clean Water Company Limited (Ha Dong Clean Water Company) is lacking, this company is only providing about 900 m3 /day and night to Thanh Ha Company. At the same time, the supply from the water supply station in the urban area is no longer available because the factory is not operating. Meanwhile, the clean water demand of residents in Thanh Ha urban area is 3,000 m3 /day and night.
"If the water supply station with a capacity of 1,500 m3 is operational again, the water quality will still be guaranteed for residents to use according to QCVN 01:2009/BYT standards. Otherwise, with a water source of less than 1,000 m3 /day and night, I can confirm that some places may lose water for 5 days," said Mr. Trinh.
Residents in Thanh Ha urban area jostle to collect buckets and basins of clean water from tankers.
Consider restarting the groundwater system
After listening to opinions, Mr. Nguyen Trong Khien, Vice Chairman of Thanh Oai District People's Committee, said that tomorrow, October 17, he will work with Ha Dong Clean Water Company to see if it is possible to increase the clean water supply to Thanh Ha urban area. If this company cannot supply, Thanh Oai District will send a document to the investor to restart the underground water production plant in a short time.
"We sympathize with the people because food and water are daily necessities. Being without water for a few hours is already very difficult, let alone a few days. In the immediate future, we must have a water source soon, whether the water source is clean or not. Temporarily, in the short term, if the Ha Dong Clean Water Company cannot supply enough, we need to restart the underground water system," said Mr. Khien.
Regarding the fundamental solution, Mr. Khien said he will propose that the Hanoi Department of Construction report to the city to connect the clean water pipeline from Xa La intersection (Ha Dong District, Hanoi) to Thanh Ha urban area.
In particular, in the coming time, if the clean water supply for Thanh Ha urban area is not guaranteed, Thanh Oai District will request the Hanoi Department of Construction to inspect, review and evaluate the capacity and responsibility of the water supply unit when this situation occurs. Regarding the quality of clean water, Thanh Oai District will assign the specialized sector to establish a regular inspection team, and at the same time, send members from the urban area to supervise the process of collecting water samples for testing.
As reported, earlier, on the morning of October 9, hundreds of people representing thousands of residents living in Thanh Ha urban area together complained that the clean water provided by Thanh Ha Company was not of guaranteed quality, causing eye irritation, difficulty breathing, and itching when used.
On October 13, the Hanoi Department of Construction requested relevant units to coordinate in regulating and supplementing a stable clean water supply for Thanh Ha urban area. At the same time, it requested Thanh Ha Company to coordinate with the investor to improve the quality and complete the on-site groundwater treatment process to ensure the standards QCVN 01-1:2018/BYT of the Ministry of Health , thereby ensuring a stable water supply for residents.
However, since October 14, more than 3,000 residents in Thanh Ha urban area have been continuously without clean water, completely disrupting their lives.
