In addition to detecting and strictly handling violations, through inspection work, loopholes in mechanisms and policies must be discovered, thereby advising on amending, supplementing and perfecting policies.
The Government Inspectorate held a conference to review the work in 2024 and deploy tasks for 2025 this morning (December 28). The conference was connected online to 63 provincial and municipal bridges nationwide. Permanent Deputy Prime Minister Nguyen Hoa Binh attended and directed the conference.
Emphasizing that the Conference had heard many enthusiastic and responsible speeches, especially on important contents on inspection work such as: Post-inspection handling; corruption prevention and control; handling complaints and denunciations; digital transformation, application of science and technology, promoting administrative reform; implementing key tasks of the inspection sector in 2025, Permanent Deputy Prime Minister Nguyen Hoa Binh stated that these are core issues, of great significance for the inspection sector together with the whole country to strive to successfully complete the goals set in this term, implementing the directions of General Secretary To Lam and the entire political system, ready for the new era, the era of the nation's rise to prosperity and wealth.
Contribute significantly to maintaining discipline and order in the country
According to the Permanent Deputy Prime Minister, in 2024, we took drastic actions, overcame many difficulties, overcame many challenges, the socio-economy recovered positively, and gradually improved; 15/15 basic targets set by the National Assembly were completed; GDP growth rate was high in the region and the world, estimated at about 7%.
Along with that, strategic breakthroughs continue to be promoted; many key national projects are completed and put into use. Digital transformation and e-Government construction have made great strides. People's lives are constantly improving...
Affirming that "These are great achievements of the country, including great contributions from the inspection system", Deputy Prime Minister Nguyen Hoa Binh highlighted the bright spots of the inspection sector in 2024, emphasizing that the inspection sector has discovered many violations, proposed handling and recovering a large amount of assets for the State, both in terms of financial value and land; transferred more than 200 cases to the investigation agency. This is a good result, contributing significantly to maintaining discipline and order in the country.
In addition, the inspection sector has also well implemented the direction of the Central Steering Committee on preventing and combating corruption, waste and negativity; focused on doing well the work of building institutions, especially specialized institutions, contributing to creating a legal corridor for the work of preventing and combating corruption, waste and negativity. We identify institution building as "the breakthrough of breakthroughs"; building a rule-of-law state and managing and governing the country must be through the legal system. Strengthening inspection work must be based on a complete legal system to be effective.
Another major issue emphasized by the First Deputy Prime Minister is that waste is still very serious. The Party's policy is to strengthen waste prevention in addition to preventing negativity and corruption; stating that "waste causes very serious consequences. We waste a lot of resources, human resources, and time. This situation is very serious". Therefore, after taking office, General Secretary To Lam set the task of fighting waste.
The First Deputy Prime Minister highly appreciated the Inspectorate and ministries and branches, under the direction of the Government, for carrying out two tasks. One is to implement the direction of the Politburo on removing difficulties and obstacles related to projects and land in the inspection, examination and judgment conclusions in a number of provinces and cities. The second is to remove difficulties for hundreds of renewable energy projects... This removal will unlock resources and promote strong growth; he said that our way of doing things is completely new, after the Government's resolution, it was publicly announced that this is the policy of the Party and the State, not for any individual or project, so there is no "lobbying".
Another bright spot is the work of receiving people and resolving complaints and denunciations with many innovations. The inspection sector has strengthened inspection and supervision, so the number of prolonged complaints has decreased by 23%, and most complicated cases have been resolved.
In addition to the achievements, the First Deputy Prime Minister agreed with the limitations and shortcomings clearly stated in the report, such as the low rate of handling and recovering assets after inspection, and the situation of mass complaints. Some inspection conclusions are still "not convincing", "not reasonable" and not feasible; the effectiveness of the inspection system is still "uneven", especially inspection at the district level, which is also a problem.
Do not become an obstacle to development
Agreeing with the directions and tasks set out by the inspection sector in the coming time, Deputy Prime Minister Nguyen Hoa Binh emphasized a number of key tasks that the inspection sector needs to focus on implementing, clearly stating the need to strongly innovate thinking and more clearly define the functions and tasks of the inspection sector.
In addition to detecting and strictly handling violations, through inspection work, loopholes in mechanisms and policies must be discovered, thereby advising on amending, supplementing and perfecting policies.
"To do this, inspectors must be very good, and at the same time, thoroughly understand the spirit of inspection to serve socio-economic development, not become an obstacle to the development process. Very strict but very close to reality, supporting the development process," the First Deputy Prime Minister stated.
At the same time, the inspectorate must play an important role in evaluating cadres throughout the system, helping the Party have a more correct view of the cadre team, pointing out, "Is this person worthy of praise, worthy of appointment, and the highest goal of the inspectorate is to maintain discipline, the law, and maintain legal order".
From there, the Permanent Deputy Prime Minister requested to improve the quality of inspection activities; inspection conclusions must be reasonable and sympathetic. In addition to preventing corruption and negativity, we must prevent and combat waste; clarifying that this is not just adding to the report to make it interesting, but life is waiting for the inspector to guide the facility to identify what is waste and how to focus on preventing, combating and handling waste; in the 2025 inspection program, we should choose to inspect one case to summarize it and make it a general guideline.
"The year 2025 marks many important milestones and is a pivotal year for us to implement the next 5-year Socio-Economic Development Plan in the 10-year Socio-Economic Development Strategy for the period 2021 - 2030 set forth by the 13th National Congress. I believe that with the rich tradition and the efforts, endeavors and dedication of all comrades, in 2025 and the coming time, the entire inspection sector will continue to promote and better fulfill the tasks that the Party, State, Government and people have trusted and assigned, making worthy contributions to the cause of national construction and development, actively contributing to bringing our country firmly into a new era, an era of national growth, strong development and prosperity", said Deputy Prime Minister Nguyen Hoa Binh./.
