Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien said that for the first time, the statement of the donation amount was made public, which was also a pressure but received great consensus from all walks of life.
On the morning of October 18, at the press conference after the 10th Congress of the Vietnam Fatherland Front closed, reporters asked about the public announcement of the amount of money donated to people affected by natural disasters.
Recently, the Vietnam Fatherland Front has publicly disclosed the amount of donations to support people affected by storms and floods. How much money has the Vietnam Fatherland Front received so far and how has it been distributed to localities? How effective has the disclosure and transparency of donations been in the past? How does the Front monitor the amount of money spent in localities?
Vice President of the Central Committee of the Vietnam Fatherland Front Hoang Cong Thuy said that Typhoon Yagi was the most terrible storm in the past 30 years, causing great damage.
With the approval of the Politburo and the Secretariat, the Vietnam Fatherland Front has launched a campaign to raise funds to support people in 26 provinces and cities affected by the storm.
Mr. Thuy reviewed the campaign timeline, up to now, after more than a month, the total amount of money received by the Central Relief Campaign Committee is more than 2,000 billion VND (not including the amount of money donated by provinces and cities).
The Central Relief Mobilization Committee has temporarily allocated 2 batches to 26 provinces and cities with more than 1,000 billion VND; the remaining funds will be allocated next week.
The Vice Chairman of the Central Committee of the Vietnam Fatherland Front said that the allocation principle is according to regulations with the number one priority being to stabilize people's lives...
The funds allocated to 26 provinces and cities have been made public in the media. The Central Relief Mobilization Committee also requested that the provinces report on the allocation of these funds.
Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien said that this is the first time the statement of the donation amount has been made public, "this is also pressure for the Standing Committee and the Chairman personally because it has never been done before", "the first time is always difficult".
However, when the statement was made public, it received great consensus and support from public opinion and all classes of people.
In response to concerns about whether the publication of statements ensures personal confidentiality, the Standing Committee consulted with lawyers for legal advice and found sufficient grounds for publication.
However, to respect the privacy of donors who donate large amounts of money, the Vietnam Fatherland Front will research and deploy separate donation accounts that only that person and a few others know about.
Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien shared that after the statement was made public, the number of supporters and the amount of money donated to the fund increased rapidly. As of October 10, the Central Committee of the Vietnam Fatherland Front had received more than VND2,091 billion, and has temporarily allocated VND1,035 billion to 26 provinces and cities.
The Chairman of the Central Committee of the Vietnam Fatherland Front requested that press agencies participate in monitoring. If press agencies discover that this money is used for the wrong purpose, ineffectively, or with negative signs, there will be a reward mechanism, because "this is very meaningful and sacred money".
To ensure that all donations and support money reach the right recipients, Mr. Do Van Chien said he has directed the implementing units not to use "a single penny" of the donations and support money.
In addition, the list of families and individuals receiving support is also publicly posted at the Commune People's Committee.
Mr. Do Van Chien emphasized that we strive to implement transparency and openness at both the receiving and allocating ends. The current allocation has been made public for the transfer to the provinces and will continue to be made public from the central level to the provinces, districts, communes, and people.
The Chairman of the Central Committee of the Vietnam Fatherland Front emphasized that doing so will minimize negative events.
Mr. Do Van Chien also said that in the year-end People's Council meeting, the local Vietnam Fatherland Front needs to have a specific report on how much it received and how it was used for the People's Council to supervise. In addition, the Vietnam Fatherland Front has a Front Work Committee so it can go to each village and hamlet to supervise.
The Fatherland Front has received 1,656 billion VND in support, and the allocation will be made public to each household.
