Providing capital for good farmers and businessmen in Nam Dinh

With the orchid growing model, Mr. Nguyen Van Hoan, Team 2, Hai Thanh Commune (Hai Hau) is a typical good farmer and business man in the locality. Mr. Hoan said that since 2019, he has owned an orchid garden with 1,800 roots with 15 types of orchids, mainly cinnamon and buffalo orchids, with a total value of about 1 billion VND, sold to serve the Tet market. Every year, after deducting expenses, he has an income of 200 million VND from growing orchids.

In January 2024, after receiving a loan of 100 million VND from the job creation program from the Social Policy Bank of Hai Hau district, Mr. Hoan continued to invest in expanding his orchid garden.

Mr. Le Van Thanh, Chairman of the Farmers' Association of Hai Thanh commune, informed that the Farmers' Association of the commune has 1,650 members, of which 400 members have accessed policy credit capital with outstanding debt of 8 billion 125 million VND...

Currently, the Farmers' Association of Nam Dinh province is receiving preferential loans from the Social Policy Bank with a total outstanding loan balance of VND 1,714 billion, through 1,112 savings and loan groups, lending to 38,730 households. The total source of the Farmers' Support Fund at all levels that the Farmers' Association of Nam Dinh province is currently managing is VND 37 billion 949 million, lending to 335 projects with a total of 1,523 households.

Mr. Nguyen Hung Manh - Chairman of the Farmers' Association of Nam Dinh province said: From loan sources, farmers in the province have enthusiastically competed in labor, production, innovated their thinking and working methods, strived to get rich; actively shifted the structure of crops, livestock, and crop seasons; exploited the potential and strengths of land and labor of each locality, boldly applied technical advances and new technologies to production. Many large-scale production models attracted hundreds of workers, generating incomes from several hundred million to billions of VND per year.

As a result, in 2024, through the launch of the movement "Farmers compete in good production and business, unite to help each other get rich and sustainably reduce poverty", 261,981 households registered for the title of good production and business at all levels.

Farmers' Associations at all levels also selected and nominated two outstanding farmer members to participate in the voting for the title "Outstanding Vietnamese Farmer in 2024", including Mr. Dinh Van Thuan, Hai Dong commune (Hai Hau) and Vu Dinh Kien, Truc Noi commune (Truc Ninh).

Social Policy Bank provides capital for farmers to do business

Along with creating conditions for farmers to borrow capital, in the first 6 months of the year, the Association at all levels directly and jointly organized over 100 training sessions, transferring science and technology to nearly 13,000 members and farmers. The Association also coordinated to organize 20 vocational training classes for 700 people; at the same time, coordinated to organize counseling and job introduction for over 1,000 people; guided and directly established 8 new cooperatives, bringing the total number of collective economic models in the province to 211 models with over 2,900 participating members.

Discussing the effectiveness of policy credit capital to support production development, contributing to accelerating the sustainable poverty reduction process in Nam Dinh, Mr. Tran Duy Hung, Director of the Social Policy Bank of Nam Dinh province affirmed that over the past 21 consecutive years, policy capital has supported more than 820,000 poor households and other policy beneficiaries in Nam Dinh to borrow capital with a turnover of nearly 15,000 billion VND.

In the first quarter of 2024 alone, up to 7,000 poor and near-poor households, including those that have just escaped poverty, have been able to borrow capital with an amount of approximately 300 billion VND. To date, the outstanding policy credit balance is estimated at 4,6002 billion VND, an increase of 20.3 times compared to the same period when the unit was established (2002). The average annual growth rate of outstanding loans is 16.6%.

Policy credit capital sources and appropriate organizational and management models such as the Social Policy Bank's transaction point system spread throughout the area down to communes, wards, and towns and the network of Savings and Loan Groups (TKVV) in villages, hamlets, and blocks.

Thanks to policy capital, many poor and near-poor households have favorable conditions to proactively invest in production and business, and many effective economic development models have emerged, many typical examples of good production, and legitimate enrichment right on their homeland.

To achieve effectiveness from policy credit lending programs, Nam Dinh Social Policy Bank has actively advised Party committees and authorities at all levels and closely coordinated with relevant departments, branches, and socio-political organizations to promptly and effectively implement preferential credit policies for the right subjects, supporting the poor and other policy subjects to overcome all difficulties, proactively develop production, and improve their lives.

Currently, 12 credit programs of the Social Policy Bank of Nam Dinh province have covered all vulnerable groups of society in the journey of "understanding the people's hearts - serving wholeheartedly", together with poor households and policy beneficiaries to create motivation to sustainably eliminate poverty and enrich the homeland.

In the next phase, Nam Dinh province is determined to continue to be an important pillar in sustainable poverty reduction and new rural construction. Deeply aware of that, the Bank for Social Policies continues to be the core in transferring policy capital to beneficiaries throughout the area, actively participating in assisting Party committees and authorities in implementing Directive 40 CT/TW and Conclusion No. 06-KL/TW of the Central Party Secretariat to continue to pay attention to supplementing local entrusted capital sources to achieve the goal of poverty reduction and ensure social security. Focus on lending programs according to the central planning targets.

At the same time, strengthen the inspection and supervision work of all levels and units, actively propagate the State's policies on policy credit; at the same time, organize professional training for officers participating in policy credit activities to ensure good performance of assigned tasks, thereby improving the quality of policy credit more and more effectively.
