Circular 24/2023/TT-BCA stipulates many important new policies on license plates and vehicle registration, taking effect from August 15, 2023.

Issuing and managing license plates according to vehicle owner identification codes
From August 15, 2023, vehicle license plates will be issued and managed according to the vehicle owner's identification code (hereinafter referred to as identification license plates). Identification license plates are license plates with symbols, license plate series, size of letters and numbers, and license plate color according to regulations. In which:
- For vehicle owners who are Vietnamese citizens, the license plate is managed according to the personal identification number.
- For foreign vehicle owners, the license plate is managed according to the foreigner's identification number established by the electronic identification and authentication system or the permanent residence card number, temporary residence card number or other identity card number issued by the competent authority.
- For vehicle owners who are organizations, the license plate is managed according to the organization's electronic identification code established by the electronic identification and authentication system; in case there is no organization's electronic identification code, it is managed according to the tax code or establishment decision.
In case the vehicle expires, is damaged or ownership is transferred, the vehicle owner's identification plate will be revoked by the vehicle registration authority and reissued when the vehicle owner registers another vehicle under his/her ownership.
The identification number of the license plate is retained for the vehicle owner for a period of 05 years from the date of revocation; after the above period, if the vehicle owner has not registered, the identification number of the license plate will be transferred to the license plate warehouse for registration and issuance to organizations and individuals according to regulations.
Instructions for transferring ownership of motorbikes and cars through multiple owners
Pursuant to Article 31 of Circular 24/2023/TT-BCA, organizations and individuals using vehicles must go to the agency managing the vehicle registration records to carry out the recall procedure and register the vehicle name change at the vehicle registration agency where they are headquartered or reside as prescribed in Article 4 of Circular 24/2023/TT-BCA; in case the agency managing the records is also the agency handling the vehicle name change registration, they do not have to carry out the recall procedure.
The auction winning license plate can be replaced on a vehicle that already has a license plate.
Pursuant to Article 27 of Circular 24/2023/TT-BCA, organizations and individuals who win the auction for car license plates can use the auctioned license plates for cars that have been previously registered and issued license plates.
Accordingly, in this case, the organization or individual who wins the auction for the car license plate needs to prepare a vehicle registration file including the following documents to complete the vehicle registration procedure:
(1) Vehicle registration certificate;
(2) Vehicle registration certificate and license plate;
In case the agency that registers and issues license plates for auction-winning cars is different from the agency that manages the registered vehicle records of the auction-winning organization or individual, the vehicle owner must carry out the revocation procedure for that registered vehicle;
(3) Certificate of vehicle license plate number winning the auction issued by the Traffic Police Department, still valid; if expired, there must be an additional certificate of extension issued by the Traffic Police Department.
Only the license plate of the auctioned car can be transferred together with the transfer of vehicle ownership.
Pursuant to Article 28 of Circular 24/2023/TT-BCA, organizations and individuals are only allowed to transfer the license plate of an auction-winning car along with the transfer of ownership of the vehicle registered with that auction-winning license plate.
Organizations and individuals who have received the transfer of vehicle ownership and the winning auction license plate are not allowed to continue transferring the vehicle ownership and the winning auction license plate to other organizations and individuals; they are allowed to transfer vehicle ownership according to the provisions of law.
Failure to pay traffic fines will result in vehicle registration failure.
Pursuant to Article 3 of Circular 24/2023/TT-BCA, organizations and individuals who violate traffic order and safety without complying with the decision on administrative sanctions in the field of traffic will not have their vehicle registration processed; after complying with the decision on administrative sanctions in the field of traffic, they will be allowed to register their vehicles according to the provisions of Circular 24/2023/TT-BCA.
When selling a car, the owner will have to return the car registration and license plate to complete the repossession procedure.
Pursuant to Point a and Point b Clause 4 Article 6 Circular 24/2023/TT-BCA, when selling, donating, inheriting, exchanging, contributing capital, allocating, or transferring a vehicle, the vehicle owner must return the vehicle registration certificate and license plate to the vehicle registration authority to carry out the revocation procedure, except in the case of selling a vehicle with the auction winning license plate, the vehicle owner must submit the vehicle registration certificate to the vehicle registration authority to carry out the revocation procedure.
This means that from August 15, 2023, the purchase and sale of motorbikes and cars will not include license plates, except in cases where the purchase and sale of vehicles includes the license plates of vehicles that won the auction.
Vehicle registration at temporary residence
From August 15, 2023, organizations and individuals will be allowed to register their vehicles at their temporary residence. Accordingly, vehicle owners who are organizations or individuals with headquarters or residence (permanent or temporary residence) in a locality will register their vehicles at the vehicle registration agency in that locality; except for the case specified in Clause 14, Article 3 of Circular 24/2023/TT-BCA.
