On January 11, 2021, the People's Committee of Quy Nhon City imposed an administrative penalty in the field of land against Mr. Phan Phi Ho, former Chairman of the Vietnam Fatherland Front Committee of Binh Dinh Province. In addition to paying the administrative fine, Quy Nhon City People's Committee also forced Mr. Ho to restore the land to its original condition before the violation. However, the violating construction still freely "welcomes the sun and welcomes the wind" in a beautiful location: with its back leaning against the mountain, facing the sea and halfway up Xuan Van mountain, located on the Quy Hoa coast, next to Quy Hoa Central Dermatology and Leprosy Hospital.
