On January 11, 2021, the People's Committee of Quy Nhon City imposed an administrative penalty in the field of land against Mr. Phan Phi Ho, former Chairman of the Vietnam Fatherland Front Committee of Binh Dinh Province. Mr. Ho violated the law by converting production forest land from planted forest to non-agricultural land without permission from a competent state agency at Xuan Van Mountain (Area 2, Ghenh Rang Ward, Quy Nhon City). Including a house with a stone foundation, rough brick walls, tiled roof with an area of 48m2, a hexagonal hut of 12m2, and some 15m long steps.
In addition to paying the administrative fine, Quy Nhon City People's Committee also forced Mr. Ho to restore the land to its original condition before the violation. However, the violating construction still freely "welcomes the sun and welcomes the wind" in a beautiful location: with its back leaning against the mountain, facing the sea and halfway up Xuan Van mountain, located on the Quy Hoa coast, next to Quy Hoa Central Dermatology and Leprosy Hospital.

According to information from the People's Committee of Ghenh Rang Ward, the house of this director's family was built in 2010, and has records and minutes of violation handling. The homeowner has paid the fine but the house still exists to this day.
The above houses were built a long time ago but the authorities have not yet thoroughly handled them. "Currently, the People's Committee of Ghenh Rang Ward has drawn up a record and handled the case according to the procedure, and has sent a report to the People's Committee of Quy Nhon City for inspection and review," said Mr. Vo Chi Thien, Chairman of the People's Committee of Ghenh Rang Ward, Quy Nhon City.
In area 5, Quang Trung ward, Quy Nhon city, Binh Dinh province, among many illegal constructions on the hill is the construction of Mr. Nguyen Tan's family, former Director of Binh Dinh Department of Foreign Affairs.
Previously, in 2016, the People's Committee of Quang Trung Ward, Quy Nhon City inspected and suspended the construction of this illegal project. At that time, the project was under the name of Mr. Tan's wife.
The illegal house of Mr. Tan's family was built on a hilly area, including items such as a house, warehouse, water tank... Surrounded by a solid fence, located deep on the hill. Talking to the press, Mr. Tan admitted that building the house on the farmland was illegal. After buying the farmland, Mr. Tan built the house on an area of about 40 square meters with the purpose of making it a place to read books and recuperate.
Not far from Mr. Tan's house, also in area 5, Quang Trung ward, there is also the house of Mr. TTL (Doctor, in charge of a hospital in Binh Dinh province) which is built quite solidly on the farmland. Located on a high hill, the house is surrounded by a high stone wall.

On the morning of April 13, at a press conference on the socio-economic situation in the second quarter of 2023, Mr. Pham Anh Tuan, Chairman of the People's Committee of Binh Dinh province, said that in the coming time, the province will launch a general review of the illegal construction situation in Quy Nhon city. In particular, the first focus will be on the houses of officials and party members to set an example, and develop a plan for immediate enforcement.
" I and Provincial Party Secretary Ho Quoc Dung have just gone to the field to inspect this situation and requested Quy Nhon to review the encroaching households, to have a direction for handling. Officials and party members who participate in encroachment and illegal construction must be dealt with first to set an example, so that people can see the strictness of the law ," said Mr. Tuan.
Regarding the case of Mr. Nguyen Tan, former Director of Binh Dinh Department of Foreign Affairs, who illegally built a house in Area 5, Quang Trung Ward, Quy Nhon City, the Chairman of Binh Dinh Provincial People's Committee personally went to the scene to inspect and said that the press accurately reflected the incident.
" I criticized on the spot why such a situation happened, not just the house of the former Department Director but many other houses ," the Chairman of Binh Dinh province affirmed.
