Circular 29/2024, effective from February 14, tightens regulations on teachers' extra-curricular activities inside and outside schools.
Extra teaching and learning are not unfamiliar issues to parents and students, but in reality there are still many negative aspects that make public opinion angry. The Ministry of Education and Training's issuance of Circular 29/2024 replacing Circular 17/2012 is expected to help extra teaching and learning activities return to their true nature.
One of the notable points in Circular 29/2024 is that teachers who want to teach extra classes must fully meet the conditions in Article 3 of this Circular. Specifically, extra classes can only be organized when students have the need to study extra classes, voluntarily study extra classes, and have the consent of their parents or guardians. Schools, organizations, and individuals organizing extra classes must not use any form of forcing students to study extra classes.

The content of extra teaching and learning must not be contrary to the provisions of Vietnamese law and must not contain prejudices about ethnicity, religion, occupation, gender, or social status. The content of teaching according to the school's educational plan must not be reduced to include extra teaching.
Extra teaching and learning must contribute to developing students' qualities and abilities; must not affect the organization and implementation of the school's educational program and the implementation of teachers' subject programs.
At the same time, schools need to implement the prescribed study hours to ensure that students have enough knowledge and meet the requirements of the educational program. In addition to the study hours according to the program, schools also need to organize many fun activities, sports training, drawing, music, etc. for students to participate enthusiastically.
Comply with legal regulations on working hours, overtime hours and legal regulations on security, order, safety, environmental sanitation, fire prevention and fighting in areas with extra classes.
In case schools, tutoring facilities, organizations or individuals violate regulations on tutoring and learning, depending on the nature and severity of the violation, they will be handled according to the provisions of law.
Tuition fees on and off school
Circular 29/2024 on extra teaching and learning issued by the Ministry of Education and Training stipulates the following tuition fees:
- Funding for organizing extra teaching and learning in schools uses the State budget and other legal funding sources according to the provisions of law.
- The level of tuition for extra-curricular classes is agreed upon between the student's parents, the student and the tutoring facility.
- The collection, management and use of tuition fees shall comply with the provisions of the law on finance, budget, assets, accounting, taxes and other relevant regulations.
Based on the above regulations, the fee for extra-curricular tutoring outside of school is collected based on the agreement between parents, students and tutoring facilities and there are no regulations on the maximum or minimum fee for extra-curricular tutoring outside of school.
At the same time, students participating in extra classes at school do not have to pay fees as previously stipulated in Circular 17/2012.
