Heartbreaking Tet bonus for teachers in mountainous areas 'not enough to buy their children new clothes'

For high-ranking teachers, success is often a distant dream, almost out of their minds.


The closer we get to Lunar New Year, the more attention is paid to the story of Tet bonuses. While teachers at many private schools in big cities like Hanoi and Ho Chi Minh City receive bonuses of up to tens of millions of VND, teachers in the highlands cannot help but wish for and feel heavy-hearted.

After nearly 30 years working in the education sector, Ms. Le Thi Quang, Vice Principal of Xa Luong Kindergarten, Tuong Duong District - a mountainous district of Nghe An Province, shared that Tet bonuses are too far-fetched. Since working in the highlands, she has never thought about it.

According to Ms. Quang, public schools currently do not have a separate budget for Lunar New Year bonuses. Most of the boards of directors and unions try to save money from the beginning of the school year so that teachers can have some encouragement gifts at the end of the year.

"Xa Luong Kindergarten has 26 teachers and 6 staff. If internal financial management is done well, each teacher is expected to receive about 200,000 VND/person, and each staff member will receive 100,000 VND/person. The school will spend about 6 million VND in Lunar New Year bonuses for all staff," Ms. Quang calculated.

Last school year, Xa Luong Kindergarten gave teachers Tet gifts in the form of essential items such as fish sauce, salt, and MSG to encourage their morale. Despite many shortages, the teaching staff always maintained an optimistic spirit and love for their profession.

"Being away from home all year round, everyone looks forward to Tet to reunite with their families and have a little gift to make their loved ones happy, but in reality, buying their children a new shirt for Tet is difficult for many teachers here," said Ms. Quang.

Teacher Quang Thi Xuan, Vice Principal of Muong Lan Primary Boarding School for Ethnic Minorities - a school located in a particularly difficult commune of Sop Cop border district, Son La province, said that she and the teachers here have no concept of Tet bonuses or 13th month salary.

According to Ms. Xuan, every year during the Lunar New Year, the school union will support each teacher with 100,000-200,000 VND. The school will also select 1-2 teachers with especially difficult circumstances and propose to the district to receive an additional bonus of 500,000 VND/person.

"That's already very precious. We often encourage each other that something is better than nothing and be content with ourselves," said Ms. Xuan.

Ms. Hoang Thi Ngan, a primary school teacher in Ha Giang, said that the feeling of receiving a bonus of even 100,000-200,000 VND during Tet is always a dream, not to mention millions of VND. The school sympathizes with poor teachers, so it tries to encourage them with a bottle of fish sauce, a bag of MSG, and half a kilo of dried fish.

"With just a few necessities like that, we feel very warm inside the teachers' hearts. As for the information about the Tet bonus for teachers, I have only heard about it online, but I have never heard about it in these thatched-roof, lime-walled classrooms," said Ms. Ngan.

The female teacher hopes that teachers in the highlands will receive more attention, so that Tet gifts will not only be a source of spiritual encouragement, but also give them strength to continue to overcome difficulties and stick with the work of spreading knowledge in remote highlands.

According to current legal documents, there are no specific regulations on Tet bonuses or 13th month salary for teachers who are civil servants working in public service units. Meanwhile, Clause 3, Article 12 of the 2010 Law on Civil Servants stipulates that civil servants are entitled to bonuses according to the provisions of law and regulations of public service units.

This means that teachers in mountainous areas often do not have their own Tet bonus mechanism. Whether or not they receive a bonus depends entirely on the budget conditions of their work unit.
