At the regular press conference of the Ministry of Information and Communications (MIC) on the afternoon of April 8, Mr. Nguyen Phong Nha - Deputy Director of the Department of Telecommunications (MIC) informed about solutions to prevent and limit calls/text messages from pre-activated junk SIMs.

According to Mr. Nha, in addition to implementing synchronous measures to limit junk SIMs, the management agency also developed a new tool to help look up how many SIMs you own.

Accordingly, people can check subscriber standardization information by texting to the number 1414. Subscribers will have to provide their citizen identification number. This subscriber information check is completely confidential, so people can rest assured when using it.

After a period of implementation, reports from network operators showed that there were 6 million text messages sent to the 1414 switchboard, along with documents to check subscriber information. At the same time, in March 2024, the Telecommunications Department said that there were about 1.62 million documents, corresponding to 7.9 million SIMs belonging to subscribers with 4 to 9 SIMs.

"Many people, when checking their subscriber information via text message 1414, discovered that they had many active SIMs, but they were not using them," said Mr. Nha.

Thanks to checking subscriber information, about 1,200 customers have reported to telecommunication service providers to get answers as to why they have many SIM cards even though they have not registered or used them. Network operators have also guided people to carry out procedures to block SIM cards that customers do not own or do not have the correct name on their documents.

Mr. Nha added: "Up to now, about 200 unregistered subscribers have been locked after customers reported it to the network operator."

In addition, in order to implement the roadmap to standardize subscriber information and limit junk SIMs, network operators have built a strict and clear process to help users find information or request to remove their information from incorrect documents.

This helps ensure the rights of users and avoid mistakenly locking the main subscribers that people own.

TikTok livestream scams on the rise

According to press reports, there are many livestream accounts on TikTok with links luring users to other platforms, groups on Facebook, Zalo... to commit fraud.

Ms. Nguyen Thi Thanh Huyen - Deputy Director of the Department of Radio, Television and Electronic Information said that after checking, TikTok Vietnam said that the platform discovered 2 accounts organizing livestreams and attaching links leading users to Telegram and Zalo applications. After that, these organizations invited users to play games, create accounts to transfer money, showing signs of fraud.

For acts showing signs of fraud, in addition to the TikTok platform preventing them by locking accounts, the Ministry of Information and Communications also requires clarification of responsibilities when there is sufficient information and related data.

The Ministry of Information and Communications is coordinating with TikTok Vietnam, requesting the platform to provide relevant data and information to transfer to the Ministry of Public Security to coordinate handling of related people showing signs of fraud.

Through working with TikTok, Ms. Huyen also stated the regulations that users need to meet when livestreaming on TikTok such as: Must be 18 years old; account created at least 7 days old; pass BRIC (Business Risk Integrated Control) internal test and account must have at least 500 followers.

If there are violations of platform policies, signs of fraud through livestream, TikTok will delete the content or even delete the account depending on the level of violation. During the process of participating in TikTok, users can also report livestream content, livestream room owners or viewers with signs of violations.

Also according to the representative of the Department of Radio, Television and Electronic Information, in recent times, the Ministry has implemented many measures to manage cross-border platforms operating in Vietnam.

Previously, the Ministry of Information and Communications coordinated with relevant agencies to comprehensively inspect TikTok's operations, and the platform committed to complying with Vietnamese laws when doing business.

The Ministry requested TikTok to deploy solutions to build a safe and positive cyberspace, take strong actions to combat false information and limit online fraud on its platform.

In particular, preventing and removing harmful content in a timely manner and closely managing advertising activities on your platform are of utmost importance .
