Series of projects progressing well

In the last days of September, at the XL2 package of the North-South Expressway project, Van Phong - Nha Trang section, nearly 600 engineers, workers and more than 300 locomotives were still working hard, taking advantage of the sunny time at the construction site to race to meet the progress, ensuring the finish time on April 30, 2025.

"Since the Prime Minister launched the emulation campaign "500 days and nights to complete 3,000km of expressway", Son Hai Group has mobilized 1.3 times more machinery and equipment and doubled the number of human resources.

Along with maintaining the organization of 3 shifts and 4 crews, the average output of the contractor currently reaches 90 billion VND/month, 1.5 times higher than before the launch," said Mr. Tran Ba ​​Lam, Commander of the XL2 package of the Van Phong - Nha Trang expressway project.

Mr. Nguyen Anh Van, Deputy General Director of Thang Long Corporation, also shared that the unit's output has increased about 1.8 times compared to the time before the emulation movement was launched.

"We have mobilized 1.4 times more locomotives and equipment, and added more construction teams for each project. Currently, the output value has reached 420 billion VND, exceeding the plan by nearly 2%," Mr. Van informed.

Help investors increase disbursement rate

Speaking to Giao Thong Newspaper, Mr. Le Quoc Dung, Acting Director of Project Management Board 7, said that in 2024, the Chi Thanh - Van Phong project was supplemented with capital in 1 phase with a value of 568 billion VND. The Van Phong - Nha Trang project was supplemented with capital in 2 phases with a total value of nearly 900 billion VND. Currently, the disbursement result by the end of September 2024 of Project Management Board 7 reached about 5,125/8,235 billion VND, reaching more than 62% of the assigned capital plan.

Assigned by the Ministry of Transport a total capital plan of more than VND 6,630 billion in 2024, according to the representative of the Thang Long Project Management Board, as of September 20, the unit's disbursement output reached more than VND 3,500 billion, exceeding the registered plan by more than VND 746 billion.

As one of the project management boards assigned by the Ministry of Transport with a relatively large capital plan for 2024, up to VND 10,406 billion, Mr. Tran Huu Hai, Director of Project Management Board 6, said that by mid-September, the board's disbursement output reached VND 7,681 billion.

"The North-South Expressway project, Vung Ang - Bung section, and component 2 of the Khanh Hoa - Buon Ma Thuot Expressway are the two projects with the highest disbursement progress, with completion rates of over 81% and nearly 91.5%, respectively," said Mr. Hai.

The acceleration of the 8-month progress of the North-South expressway project, Quang Ngai - Hoai Nhon section, is also contributing greatly to the disbursement results of Project Management Board 2.

To date, the disbursement rate of projects of Project Management Board 2 has reached 53.5% of the total of more than 8,000 billion VND assigned. The Board has also proposed to add 815 billion VND for the Quang Ngai - Hoai Nhon expressway project.

Now just worry about materials

As one of the projects with the best progress among the North-South Expressway component projects in the East, the leaders of Project Management Board 7 are still worried that the construction and disbursement of the Van Phong - Nha Trang Expressway may be slowed down due to site clearance bottlenecks.

According to Mr. Le Quoc Dung, at this time, the project's site clearance work has basically completed the main highway section. However, there is still 1.44km that has not been constructed due to technical infrastructure problems, especially 12 high-voltage 110kV and 220kV power stations.

According to the leader of the Department of Construction Investment Management (Ministry of Transport), with the strong direction of the Prime Minister, the handover rate of the project site Component 2 of Khanh Hoa - Buon Ma Thuot Expressway through Dak Lak province increased by 7.3%; the project site Component 2 of Bien Hoa - Vung Tau Expressway through Dong Nai increased by 20%; the area of ​​land serving the construction of Hoa Lien - Tuy Loan Expressway increased by 4.4%; the project site of Ho Chi Minh Road section Rach Soi - Ben Nhat, Go Quao - Vinh Thuan increased by nearly 18%... These are favorable conditions for projects to speed up construction, increasing disbursement output.

However, the current difficulty is that the progress of material mine allocation in some localities has not met requirements, especially projects in the Mekong Delta region.

As of mid-September 2024, in addition to Vinh Long province, which has granted 1.1/3.4 million m3, Tien Giang and Ben Tre provinces are still implementing procedures for granting mines and adding mines.

"Localities need to proactively coordinate with ministries and branches to remove difficulties and complete mining licensing procedures in September 2024, ensuring sufficient volume and capacity to meet project progress," said a representative of the Department of Construction Investment Management.

The representative of the Department of Planning and Investment said that they have advised the leaders of the Ministry of Transport to direct investors to request contractors to speed up the construction progress of items that are less affected by the weather such as: Traffic safety system (casting median strips, producing guardrails, signs); gathering crushed stone materials, asphalt... to proactively construct as soon as the weather is favorable.

According to the Department of Planning and Investment, in 2024, the Ministry of Transport was assigned a public investment capital plan of VND 71,284 billion. To date, the Ministry's disbursement rate is estimated at more than VND 40,000 billion. Of which, the disbursed capital is mainly concentrated in North-South expressway projects.

The Ministry of Transport is proposing to add VND 2,954 billion to the 2024 plan for Group B projects that are lacking capital; add VND 1,240 billion to the 2022 central budget revenue increase source for projects that have completed investment procedures. The Ministry's total disbursement plan for 2024 is about VND 75,478 billion.

To ensure maximum disbursement of this year's capital plan, the Ministry of Transport has adjusted the plan in 4 phases for 35 projects with an adjusted capital value of nearly 2,900 billion VND.
