Series of construction works are operating illegally
According to the reporter of Nguoi Dua Tin , in Long An commune (Long Thanh district, Dong Nai province), many factory buildings of thousands of square meters have been completed and put into operation.
Specifically, at km 23 + 170, National Highway 51, Long An commune is a factory area named KCTC Logistics Center & Bonded Warehouse (Long Thanh Warehouse and Logistic Joint Stock Company) built on map sheet No. 21, belonging to map plots No. 89, 88, 69, 70, 94, 95, 96, 97, 112, 113, 115, 116, 118, 119, 117, 114, 108; sharing map sheet No. 31, map plots No. 7, 6, 5, 4, 17, 16, 15, 32, 31, 30, 29.
The purpose of all the above land lots is perennial crop land and rice land, with construction area up to several thousand square meters .
It is known that on April 15, 2020, Long Thanh District People's Committee issued Decision No. 286/QD-XPVPHC on administrative sanctions for violations in construction activities against KCTC Logistics Center & Bonded Warehouse Company (Long Thanh Warehouse and Logistic Joint Stock Company), whose legal representative is Mr. Tran Hoang Ha, with a total fine of 40 million VND.
This company must complete the procedures related to the issuance of a construction permit within 60 days from the date of the administrative record. If the company fails to provide the relevant documents after the deadline, it will be forced to remedy the consequences, dismantle the construction and restore the land to its original state.
To date, this company has not been granted a construction permit by the state agency.
Also at km 23 + 170, National Highway 51, Long An commune also built Long An concrete factory belonging to Long Thanh concrete LLC.
This station has an operating capacity of 120m3 /h, built on sheet number 32, map plots 16, 20, 15; on sheet number 22, map plots 93, 94, the land use purpose of the above sheet numbers and plots is all agricultural land.
In addition, along Ton Duc Thang Street, the section connecting from National Highway 51 to Cat Lai Ferry Terminal in Long An Commune, on both sides of the road there are many factories and assembly areas that have been built on agricultural land and have been operating for many years but have not been completely handled.
In particular, the project was built on land specialized in rice cultivation at map sheet number 57, map plot 65, with an area of 4265 m2 . It is known that this project was previously recorded and requested to stop construction.
At the same location as map sheet number 57, map plots number 60, 57, 61, 64, a factory of thousands of square meters was built and named Hung Hoang, all of which are specialized lands for growing wet rice.
At the same location as map sheet number 56, map plots number 883, 958, 882, is the operating factory of Hong Phuong Trang Company Limited specializing in trading all kinds of steel, also built on land specializing in rice cultivation.
On map sheet number 57, map plot number 72, with an area of 4173m2 , is the factory of Minh Duc Dung paper pressing station, operating on land specializing in wet rice cultivation.
On map sheet number 57, map plot number 881, with an area of 10,643 m2 , is the Tam Tri Hung Iron gathering site, the entire land above is specialized in growing wet rice.
Waiting for processing
The situation of construction without planning, construction permits, and permission is very complicated, affecting the organization of construction of technical infrastructure systems, social infrastructure, urban and rural spaces, making it difficult to meet socio-economic development goals, environmental protection factors, security, etc.
Mr. Nguyen Nam (residing in Xom Goc hamlet, Long An commune) said: “Previously, along Ton Duc Thang street in Long An commune, most of it was rice fields. Later, there was an industrial park and Cat Lai ferry, so factories, storage areas, etc. also sprung up. Investors hired trucks to transport soil to level the rice fields and then built factories, houses, storage areas for trucks, scrap, materials, etc. I see that they have been operating normally for many years, and many facilities have even expanded.”

Here, the Chairman of Long An commune received the feedback and added that the cases reported by the reporter had been handled by the Commune People's Committee before and had been reported to the Long Thanh District People's Committee for direction.
