On January 9, Comrade Le Minh Khai, Secretary of the Party Central Committee, Deputy Prime Minister attended and gave a speech at the Conference on Deploying Health Work in 2024.

Shortages of drugs, medical supplies and equipment still occur locally.

Speaking at the conference, Deputy Prime Minister Le Minh Khai assessed that despite many difficulties, the health sector still achieved many outstanding results in 2023. Specifically, it achieved and exceeded 3/3 of the main socio -economic targets assigned by the National Assembly and 7/9 specific health targets. Routine medical examination and treatment activities basically met the needs. Remote medical examination and treatment, and technology transfer to lower levels continued to be strengthened. Connections were made between 63 Departments of Health, 63 Social Insurance agencies, and 99.5% of medical examination and treatment facilities nationwide.

The health sector has advised the National Assembly to promulgate the Law on Medical Examination and Treatment (amended) and 2 Resolutions; the Secretariat issued 1 Directive; the Government issued 5 Decrees, 6 Resolutions; the Prime Minister issued 8 Decisions. The Ministry of Health issued 34 Circulars under its authority.

Thanks to that, the health sector has basically solved the shortage of drugs, supplies and medical equipment; ensured vaccines in the Expanded Immunization Program; removed "bottlenecks" in the payment mechanism for medical examination and treatment costs under health insurance such as: Abolishing regulations on the total payment level for medical examination and treatment costs under health insurance; adding subjects supported with health insurance premiums; increasing the benefit level from 80% to 100% of medical examination and treatment costs under health insurance...

Deputy Prime Minister Le Minh Khai emphasized that the health sector continues to promote the building and improvement of health institutions, mechanisms and policies.

In addition to the achievements, the health sector still has shortcomings and limitations that need to be focused on overcoming in the coming time. Specifically, the health sector's institutions and laws are still inadequate. Social resources invested in health care are limited, and the efficiency of resource use is not high. The capacity of the preventive health system and the grassroots health system is still weak. There is also a gap in the quality of health services between urban and rural areas, remote areas, border areas, islands, ethnic minority areas, mountainous areas, and between public and private services.

The overload situation at the end-line hospitals has not been completely resolved. The quality of management, operation and patient service at some medical facilities has not met requirements. The medical equipment and pharmaceutical raw material manufacturing industry is still not strong. The training of medical personnel has not met the demand. The shortage of drugs, medical supplies and equipment still occurs locally.

The Ministry of Health must thoroughly handle the problems and issues at Viet Duc Hospital and Bach Mai Hospital, Branch 2 in Ha Nam.

Regarding the direction and tasks for 2024 and the coming time, Deputy Prime Minister Le Minh Khai emphasized that the health sector focuses on the following key tasks: First of all, continue to promote the development and completion of health institutions, mechanisms and policies. In particular, focus on developing and promulgating documents guiding the Law on Medical Examination and Treatment (amended). Complete the submission to the National Assembly for amendments to the Law on Pharmacy and the Law on Health Insurance.

Innovate the health financing mechanism; implement a roadmap to correctly and fully calculate the price of health services. Complete the development of a mechanism for organizing the supply, storage, and special procurement of rare drugs and drugs for the treatment of rare diseases.

At the conference, comrade Le Minh Khai, Secretary of the Party Central Committee, Deputy Prime Minister awarded the Government's Emulation Flag to three groups under the Ministry of Health: Cho Ray Hospital, Thong Nhat Hospital, and Central Hospital of Odonto-Stomatology.

Next, the Deputy Prime Minister requested to continue focusing on solving the shortage of drugs, medical supplies and equipment. Provide adequate and timely vaccines, ensure the rate of full vaccination of all types of vaccines in the Expanded Immunization Program is maintained at over 90%. Along with that, focus on effectively controlling epidemics. Ensure food safety, especially during the upcoming Lunar New Year.

The Deputy Prime Minister emphasized the need to focus on improving the quality of healthcare services at all levels. Accelerate the implementation of satellite hospital projects, family doctors, remote medical examination and treatment, line-level guidance, and technology transfer. Improve the capacity to provide essential healthcare services to the people.

Expand health insurance coverage towards universal health insurance. Research and adjust health insurance premiums in line with the roadmap for adjusting health service prices, people's health care needs, and the level and conditions of socio-economic development of the country. Continue to promote administrative procedure reform associated with digital transformation.

Deputy Prime Minister Le Minh Khai requested that in 2024, the Ministry of Health must thoroughly handle existing problems and issues, complete equipment procurement, and prepare human resources to put into use Viet Duc and Bach Mai hospitals, branch 2 in Ha Nam. At the same time, build appropriate incentive mechanisms and policies for medical facilities to access capital sources, including preferential loans from the Government, commercial loans to invest in facilities, purchase equipment, etc.

Emphasizing that from July 1, 2024, we will implement the new salary policy according to Resolution No. 27-NQ/TW and the National Assembly's resolution, Deputy Prime Minister Le Minh Khai requested the Ministry of Health to closely coordinate with the Ministry of Home Affairs to complete the construction of job positions, consider promotions for health officials, and build a new salary table for the industry within the prescribed time limit...
