
At the regular meeting last February, the Standing Committee of Nghe An Provincial Party Committee agreed to stop the project of "General urban planning of Con Cuong, Nghe An province to 2035" and switch to "Construction planning of Con Cuong district" to serve as a basis for implementing the next steps in accordance with regulations.
District construction planning is the organization of urban and rural systems, functional areas and technical infrastructure and social infrastructure systems within the administrative boundaries of a district in a province in accordance with the requirements of socio-economic development in each period.
The above decision was made to ensure compliance with the new development orientations of Nghe An province in the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister in Decision No. 1059/QD-TTg dated September 14, 2023.

Accordingly, Nghe An Provincial Planning determines to strive for 40-45 urban areas by 2030: "The whole province will have about 40-45 urban areas, including 1 type I urban area (Vinh city expansion), 2 type III urban areas (Hoang Mai city and Thai Hoa city), 2 type IV/III urban areas (Dien Chau town and Do Luong town), 15 district towns and 20-25 sub-regional towns in the district".
The provincial planning does not define Con Cuong urban area to become a town; at the same time, in Appendix XIV (urban development plan), it is determined that by 2030, Con Cuong district will develop 2 urban areas: Con Cuong town (type IV) and Khe Choang urban area (type V).
Therefore, stopping the general urban planning of Con Cuong on a district-wide scale (oriented to become a town) is consistent with the approved provincial planning scheme.

Previously, the Project "Building Con Cuong district into a town in the direction of an ecological urban area" was approved by the Standing Committee of the Provincial Party Committee in Notice No. 1443-TB/TU dated April 6, 2015; approved by the Provincial People's Committee in Decision No. 4798/QD-UBND dated October 21, 2015; in which, the key task to achieve the Project's goal is "to establish a general plan for building a town in the entire Con Cuong district in the direction of an ecological urban area".
