Russia affirms its goodwill to dialogue with the US on an unfinished hot issue

Recently, Russia's Deputy Permanent Representative to the United Nations (UN) Dmitry Polyansky announced that Moscow is ready for comprehensive dialogue on arms control with the United States.

TASS news agency quoted Mr. Polyansky as emphasizing: "Arms control is one of the most urgent issues."

According to the diplomat, restoring the treaty's agreements will not be easy, "Russia is ready to do this as part of broader and more comprehensive negotiations, at which Moscow's concerns will be fully taken into account."

Russia's deputy representative to the UN affirmed that Moscow has never shied away from such negotiations, noting that such talks "should cover the entire range of the not-so-good Russia-US relations."

He also accused the US of narrowing the dialogue to only issues of concern to them.

On March 21, 2023, Russian President Vladimir Putin announced that Moscow had temporarily suspended its participation in the New Strategic Arms Reduction Treaty (New START) but did not withdraw from the treaty.

According to Mr. Putin, before continuing to discuss activities within the framework of the treaty, Moscow needs to clearly understand how to calculate the arsenals of other countries possessing nuclear weapons in the North Atlantic Treaty Organization (NATO), such as the UK and France, in addition to the number of weapons of the US.

The treaty stipulates that seven years after its entry into force, each party shall possess and deploy no more than 700 intercontinental ballistic missiles (ICBMs), submarine-launched ballistic missiles (SLBMs) ​​and strategic bombers, and no more than 1,550 nuclear warheads on ICBMs, SLBMs and strategic bombers.

In addition, the total number of ICBM launchers, SLBMs and strategic bombers, both deployed and non-deployed, is limited to 800.

The 10-year treaty was due to expire in February 2021, but Moscow and Washington have agreed to extend it for a maximum of five years. Russia calls it the "gold standard" for disarmament agreements.
