On February 10-11, the Action Summit on Artificial Intelligence (AI) took place in Paris (France) and adopted a statement agreeing to prioritize promoting “open, inclusive, transparent, ethical, safe, secure and trustworthy AI”.

According to the declaration signed by more than 60 countries, including China, France, Germany and India, the countries called for sustainable AI development for people and the planet, while ensuring human rights, gender equality, linguistic diversity, consumer protection and intellectual property rights.
However, The Guardian reported that the US and UK did not sign the conference statement. A spokesman for British Prime Minister Keir Starmer explained that the country did so in the "national interest".
Meanwhile, according to US Vice President JD Vance, European allies should not regulate AI too tightly because this risks blocking the strong development of the field. In addition, Mr. Vance pledged to ensure that US AI technology continues to be the “gold standard” worldwide.
Vice President Vance also emphasized that instead of only benefiting the "big guys" in the AI field, the US government will "fight for policies to ensure that AI will help workers work more effectively", with the expectation that workers will receive higher wages, benefits, as well as more safety and prosperity.
During the conference, President of the European Commission (EC) Ursula von der Leyen officially announced the InvestAI initiative, an important step to mobilize 200 billion Euros (more than 206 billion USD) in investment in AI, including a new European fund worth 20 billion Euros to develop large-scale AI factories.
InvestAI is expected to lay a solid foundation for the continent to become the world's leading AI development center, as it plans to fund four giant AI factories across the European Union (EU).
These factories will specialize in training the largest and most complex AI models, requiring advanced computing infrastructure to fuel breakthroughs in fields like medicine and science. Each factory will be equipped with about 100,000 of the latest generation of AI chips, four times more than today's AI factories.
These factories will be the world's largest public-private partnership in AI, aiming to ensure that Europe's AI development model remains open, collaborative and serves a wide range of stakeholders, not just large corporations.
The AI Action Summit is being co-hosted by India and France. French President Emmanuel Macron's office said New Delhi plans to host the next international summit on AI in the South Asian country.
