Strengthen close coordination between agencies

In our country today, the mainstream press is still the main channel in supporting the propaganda of policies, with the revolutionary press force including 6 key national multimedia media agencies, 127 newspaper agencies, 670 magazine agencies and 64 radio and television stations of provinces and cities.

Strengthening the coordination relationship between state administrative agencies and press agencies is one of the important solutions identified in Decision No. 407/QD-TTg approving the Project "Organizing policy communication with great impact on society in the process of building legal documents for the period 2022 - 2027" .

Most recently, in Directive No. 07-CT/TTg of the Prime Minister on strengthening policy communication, it was also affirmed: "Policy communication is an important task and function of state administrative agencies at all levels. The press and other forms of media are information channels and are the basic and important methods for implementing policy communication" .

Hanoi capital is a large urban area with a large population, playing the role of the national political and administrative center, the heart of the whole country, a major center of culture, science, education, economy...

Sharing with reporters about policy communication work in the capital, Ms. Nguyen Thi Mai Huong - Deputy Director of Hanoi Department of Information and Communications affirmed that policy communication work plays a particularly important role, because policies when implemented in Hanoi not only affect citizens of the capital but also have influence and spread to other provinces, cities and localities.

In performing its assigned functions and tasks, in recent years, the Hanoi Department of Information and Communications has guided the city's press agencies; coordinated with central and local press agencies to actively propagate the Party's guidelines and policies, the State's laws, especially mechanisms and policies to promote economic development, ensure social security, and restore and develop the economy after the COVID-19 pandemic...

According to the leader of the Hanoi Department of Information and Communications, many draft policies with great impacts on society were widely consulted on the Hanoi City Electronic Communication Portal. For issues and policies of public and press interest, the Department of Information and Communications has promptly coordinated with relevant units to proactively provide information to the press, ensuring publicity and transparency; detecting and handling false information, helping the press to reflect, inform truthfully, fully, promptly and create consensus among people in the process of policy implementation (contents on the Capital Planning, Ring Road 4 Project - Capital Region; issues on adjusting domestic water prices, tuition fees, etc.).

From 2020 to present, the Hanoi Department of Information and Communications has coordinated with businesses operating general electronic information sites to disseminate over 25,800 articles on general electronic information sites with a large number of readers such as baomoi, soha, tintuc, tinmoi...; posted nearly 6,700 news articles on the zalo account "Hanoi Department of Information and Communications" corresponding to 1.16 billion accesses to zalo user accounts in the city; posted 6,300 news articles on the Lotus social network.

In times when widespread information is needed (tracing in the fight against COVID-19, reminding of the National Assembly and People's Council election schedule, etc.), with the support of the service provider, the Department of Information and Communications has sent 73 notification messages to about 8 million Zalo accounts in Hanoi, corresponding to nearly 590 million user accesses.

In addition, the Hanoi Department of Information and Communications also coordinates with press agencies and related units to refute false arguments; promptly detect signs of violations for coordination in handling; prevent, expose, and remove bad and toxic information on the internet environment.

In particular, the city has also established the Hanoi Capital Press Center with the function of organizing press information provision activities of the City People's Committee and Departments, branches, districts/towns/cities on pressing social issues of public concern.

The center will be an information and communication document warehouse, helping city government agencies and reporters and press agencies share and exploit information; promote the application of technology in journalism, synthesize, analyze, process and store data, from which there will be evaluation reports and propose communication solutions for the city. This is the basis and also the condition to improve the effectiveness of propaganda work on the city's political tasks, including policy communication.

Mr. Nguyen Cao Thang - Director of the Department of Information and Communications of Hai Duong province said that the People's Committee of Hai Duong province has directed the Department of Information and Communications to conduct training on policy communication for the communication staff at the Department. For the Departments, Boards, Branches, People's Committees of districts and cities in the province, the Department of Information and Communications of Hai Duong has signed the Regulations on coordination in policy communication work, and at the same time requested the above agencies to arrange 1-2 specialized staff who are knowledgeable about policies, and have received additional training in communication skills to closely coordinate with the Department of Information and Communications in policy communication work.

According to the Director of the Department of Information and Communications of Hai Duong province, in recent times, press and media agencies have also increased the dissemination of policies, plans, and strategies to the general public, contributing to bringing policies and laws into life, thereby unifying awareness, will and action in implementation, creating high consensus in society; Proactively fighting and refuting wrong views and bad and toxic information "taking the good, eliminating the bad, taking the positive, pushing back the negative" contributing to social stability, people's psychology, increasing trust in the Party and State, orienting public opinion, and providing criticism in policy and law making; Proactively coordinating with agencies, units, and localities in policy communication activities.

After nearly 1 year of implementation, the Project "Organizing policy communication with great impact on society in the process of building legal documents, period 2022 - 2027" has brought practical results, contributing to bringing policies into life, serving the business environment, business community and people in the province.

Ms. Tran Thi Loc - Head of the Propaganda Department of Bac Kan Provincial Party Committee shared that, with the functions and tasks assigned by the Standing Committee and the Standing Committee of the Provincial Party Committee, the Propaganda Department of Bac Kan Provincial Party Committee has proactively advised the Party Committee to direct the implementation of press planning work in the area; thoroughly grasp and strictly implement the Central's direction related to the activities of press agencies and journalists; regularly orient and organize press meetings to evaluate, review and deploy tasks, including policy communication work according to Directive No. 7/CT-TTg, dated March 21, 2023 of the Prime Minister.

On that basis, agencies, units, and localities have periodically or suddenly signed plans and programs to coordinate propaganda with the provincial press agencies. In addition, Bac Kan province also signed a program to coordinate propaganda with 08 central press agencies. Through these coordination activities, the leadership and direction of the provincial leaders, policies, and image promotion have been promptly conveyed to attract investment in areas where Bac Kan province has potential and advantages...

In recent times, Bac Kan province has also paid attention to building professional, humane and modern press agencies, especially applying information technology and implementing multimedia communication methods.

Currently, in addition to publishing printed newspapers, Bac Kan Newspaper has an electronic Bac Kan Newspaper, built a Zalo Official Account "BBK" ; the Provincial Radio - Television Station and the Provincial Literature and Arts Association have both built a comprehensive electronic information page. From the practical implementation, the work of communicating policies through the application of information technology and multimedia communication methods has shown very positive results.

The press ordering mechanism is a civilized and effective form of cooperation!

A report on policy communication work pointed out that the mainstream press is still the main channel in supporting policy propaganda, but is facing many challenges and difficulties. Currently, ordering policy communication using the state budget has not yet met the requirements due to limited budget, while many ministries, branches and localities have not yet formed a team of professional and specialized policy communication staff... causing policy communication work to not meet the requirements and effectiveness set out.

Previously, speaking at the conference on policy communication, Prime Minister Pham Minh Chinh also affirmed that it is necessary to raise awareness about policy communication, the position and role of policy communication. Communication work is not only the responsibility of press agencies but also the responsibility of agencies, ministries and branches. It is necessary to innovate thinking, ways of doing, ways of thinking, ways of approaching, close to reality, close to the conditions, capabilities and context of the country and people of Vietnam.

Regarding strengthening the media team in ministries and branches, the Prime Minister requested the Ministry of Home Affairs to study legal documents. Ministries and branches also need to pay attention to restructuring job positions and improving staff capacity.

In particular, the Prime Minister directed that funding for policy communication activities must be arranged for ministries, branches and localities based on regular expenditure budgets; and that press agencies should be encouraged to place orders for policy communication.

Faced with urgent requirements for policy communication work, Mr. Ha Ngoc Van - Editor-in-Chief of Yen Bai Newspaper said that the mainstream press in general are media agencies whose main task is to propagate the Party's policies and guidelines; the State's policies and laws; and to step up the fight against erroneous arguments to protect the Party's foundation and ideology. However, in the current context of difficult revenue sources, a strong enough "ordering mechanism" is needed as a solution to encourage press agencies to improve their autonomy as well as proactively carry out their political tasks.

Sharing the same view, Mr. Nguyen Cao Thang - Director of the Department of Information and Communications of Hai Duong province said that ordering for the press is a civilized and effective form of cooperation and should be widely applied, not just for policy communication. Ordering is a form of commitment, a type of contract with clear rights and responsibilities to achieve specific goals.

“By implementing the ordering mechanism, state management agencies have the right to organize bidding and select contractors, which are newspapers and radio stations. This will create conditions for press agencies to compete fairly, and also require the press to improve in terms of content quality, cost, efficiency... On the contrary, state management agencies must also make a clear “bid”, separating political tasks from professional and service tasks...” , Mr. Thang analyzed.

Sharing more about determining goals in policy communication, Mr. Nguyen Cao Thang affirmed that setting communication goals is very important. “It is not just about how many articles there are, but it is necessary to specifically determine: who is the target audience of the information? How many people are there? What percentage of the target audience has the press works “reached”? After receiving them, do they clearly understand the policies and guidelines, do they follow those policies and guidelines… Only by clearly defining the goals can we have a basis for evaluating the effectiveness of coordination and information provision,” Mr. Thang pointed out.

In addition, according to Mr. Thang, in order for the State and the press to be close partners, first of all, the State agencies must be proactive and active in providing information to be public, transparent, and have two-way interaction with policy subjects and people to build and implement policy mechanisms for the common good; Increase ordering and assigning tasks to press agencies to spread official and positive information in newspapers and online...

On the side of press agencies, it is necessary to closely coordinate with state agencies in policy communication work; constantly innovate communication content and methods in a practical and effective direction; pay special attention to communicating legal policies early and remotely right from the drafting stage and promote policy communication on new communication methods.

Meanwhile, sharing about the current training of staff for policy communication in the locality, according to Ms. Nguyen Thi Mai Huong - Deputy Director of the Hanoi Department of Information and Communications, currently in the agencies of Hanoi city, there is no team of staff for specialized and professional policy communication. Funding is mainly arranged in the annual regular budget, or on a case-by-case basis, mainly integrated into the tasks of each unit, there is no clearly defined budget "cap" for policy communication work.

To solve this problem, according to Ms. Nguyen Thi Mai Huong, the unit has proactively improved the quality of propaganda work. The Hanoi Department of Information and Communications regularly organizes conferences or training courses to improve professional skills in communication and crisis management.

It can be seen that policy communication is the responsibility and political task of administrative agencies and press agencies in formulating, organizing implementation and evaluating so that all policies reach the people in the spirit of "People are the root, people know - people understand - people believe - people follow - people do". To do this well, it is necessary to have the joint efforts of ministries, branches and localities.
