On the morning of December 25, in Hanoi, the Advisory Council for Democracy and Law of the Central Committee of the Vietnam Fatherland Front held a conference to summarize the work of the 2019-2024 term. Attending the conference were Ms. Nguyen Quynh Lien, member of the Presidium, Head of the Committee for Democracy, Supervision and Social Criticism of the Central Committee of the Vietnam Fatherland Front; Prof. Dr. Tran Ngoc Duong, Head of the Advisory Council for Democracy and Law.
During the 2019-2024 term, the Advisory Council for Democracy and Law has participated in developing and implementing the annual work plan with a positive, enthusiastic and highly responsible spirit. The members of the Council are always enthusiastic and dedicated, participating in activities proposed by the Standing Committee of the Vietnam Fatherland Front Central Committee. The opinions and social criticisms of the Council members are of high quality, effective, and have a theoretical and practical basis. Many opinions of the Council have been selected by the Standing Committee of the Vietnam Fatherland Front Central Committee to be included in the proposal document of the Vietnam Fatherland Front and have been seriously accepted and highly appreciated by the drafting agency.
Typically, in the past term, the Council chaired the social feedback and criticism of 38 draft legal documents and project programs. Many of the Council's comments were compiled by the Standing Committee of the Vietnam Fatherland Front Central Committee into recommendations, which were accepted and explained by the presiding agencies. In 2023, the Council organized 3 feedback conferences for the second draft of the Land Law (amended), the Law on Real Estate Business (amended), and the Housing Law (amended); in 2024, the Council organized 2 feedback conferences for the draft of the Law on Cultural Heritage (amended), and the Law on Urban and Rural Planning. The organization of social feedback conferences has become routine, and the preparation work for the feedback conferences has been carefully, thoughtfully, and scientifically prepared by the Council.
During the complicated developments of the Covid-19 pandemic, the Council's Executive Committee sent members to participate in 7/9 inspection and supervision delegations for the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term at the request of the Standing Committee of the Vietnam Fatherland Front Central Committee in a number of provinces and cities. The participating Council members were proactive and actively studied legal regulations and reports of the inspected and supervised localities to have objective and comprehensive comments and assessments, helping to identify and remove obstacles in the preparation and organization of local elections.
At the Conference, Council members discussed and contributed opinions on the content of the summary of the work of the Advisory Council for Democracy and Law for the 2019-2024 term; proposed solutions to improve the quality of the Council's work in the 2024-2029 term.
Speaking at the Conference, Ms. Nguyen Quynh Lien, Head of the Democracy, Supervision and Social Criticism Committee of the Vietnam Fatherland Front Central Committee acknowledged and highly appreciated the achievements of the Advisory Council for Democracy and Law during the 2019-2024 term.
Ms. Nguyen Quynh Lien hopes that in the coming term, the Advisory Council for Democracy and Law will continue to do a good job of advising and consulting the Standing Committee of the Vietnam Fatherland Front Central Committee, supervising the implementation of democracy at the grassroots level; at the same time, closely coordinate with the Committee for Democracy, Supervision and Social Criticism and other advisory councils of the Vietnam Fatherland Front Central Committee in providing opinions and social criticism, continuing to make more contributions to the cause of national construction and development.
