US, Japan, Russia share "secret" of industrial transformation with Ho Chi Minh City

Representatives of the US Department of State, the Japanese Ministry of Foreign Affairs and the city of Saint Petersburg (Russia) shared with The World and Vietnam Newspaper on the sidelines of the Ho Chi Minh City Economic Forum 2024 on September 25.

Optimistic about Vietnam-US cooperation

Assessing the role of international cooperation in promoting successful industrial transformation, Mr. Chad P. Bown, Chief Economist of the US Department of State, said that international cooperation is when countries work together to find effective solutions. For a country like Vietnam, with strong potential, international cooperation plays an extremely important role in the industrial transformation process.

Mr. Chad P. Bown expressed his belief that countries like Vietnam should take advantage of their fundamental strengths and look to the future with great aspirations. Vietnam has outstanding advantages, such as abundant human resources, favorable geographical location, diverse supply chains and a strong technology industry. " Starting from the strength of internal resources, we can together change and develop Vietnam's economy and workforce, " the US State Department's Chief Economist emphasized.

Regarding the US support for Vietnam in transforming into an innovative and high-tech economy, Mr. Chad P. Bown said that the US is implementing projects in Vietnam to develop a stronger supply chain and has specific initiatives. After the emergence of the virtual network computing (VNC) wave, Washington hopes to promote Vietnam's active participation, to help improve and enhance the skills of the workforce in Vietnam to serve complex jobs.

The US State Department's chief economist said: "We are working with universities, experts, students and local governments to build a similar and appropriate program for Vietnam. With the international cooperation that Vietnam is strongly promoting, I believe that will become a reality."

Mr. Chad P. Bown commented that Ho Chi Minh City is a city with very strong potential, with many foreign companies in diverse fields such as semiconductor components or autonomous transport vehicles (ATVs), making it an attractive investment area. The US wants to cooperate with Vietnam to develop its potential, improve the quality of labor and attract highly skilled talent. This will create opportunities for many companies and investors to come here to build factories.

"We also want to support Vietnam in improving its investment environment, addressing intellectual property issues, and supporting logistics and infrastructure to open up opportunities to diversify export products for both sides. There is still a lot of work to be done and we look forward to the upcoming cooperation between the two sides," the US State Department's Chief Economist shared.

Speaking about the successful industrial transformation journey of the land of the rising sun, Japanese Deputy Foreign Minister Komura Masahiro said that after the end of the war, Japan achieved high economic growth rates thanks to the benefits of free trade under the multilateral trading system. For Japan, which has developed its industry based on foreign trade and investment, maintaining and expanding a free, fair and rule-based economic order is extremely important.

To achieve this goal, Tokyo has made great efforts at the multilateral and bilateral diplomatic levels, especially playing a leading role in establishing the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), of which Vietnam is also participating as an important member.

According to the Japanese Deputy Foreign Minister, Tokyo has supported projects directly related to the lives of many people such as the construction of an international terminal at Tan Son Nhat airport and the construction of Cho Ray Hospital. Recently, Japan has been implementing large-scale projects in Ho Chi Minh City such as the construction of Metro Line 1 and improving the city's water environment.

In fact, Japan is the largest ODA donor to Vietnam and the second largest direct investor in Ho Chi Minh City (after Singapore). "We hope to continue to cooperate closely with Ho Chi Minh City at various levels, both public and private, to build a mutually beneficial partnership," Mr. Komura Masahiro emphasized.

Referring to the prospects of industrial transformation cooperation between the two countries' localities, Ms. Yulia Smirnova - Chairwoman of the Information and Communications Technology Committee of Saint Petersburg, Russia said that Saint Petersburg is leading among Russian localities cooperating with Vietnam. Saint Petersburg has a dynamic business community, ready to cooperate with Vietnamese partners.

Saint Petersburg has large retail chains, food suppliers and processing companies, and has strengths in the pharmaceutical, healthcare, industrial production, food and information technology sectors. "We have enough capabilities and human resources to promote cooperation with businesses in Ho Chi Minh City and Vietnam," Ms. Yulia Smirnova affirmed.

Regarding the policy to encourage businesses to invest in technology, innovation and sustainable development, the Chairman of the Committee for Information and Communications Technology of Saint Petersburg shared that industry is developing rapidly in Saint Petersburg. The locality is currently developing production sites with completely new technology levels, along with building roads and equipping technical infrastructure to attract businesses.

According to Yulia Smirnova, Saint Petersburg is developing a network of technology parks (currently 10) and industrial zones (currently 13). Over the past 15 years, the area of ​​special economic zones has doubled. As a result, 117 medium and large industrial enterprises have been established, along with 7,000 small and micro enterprises.

The city encourages businesses with more than 100 support measures, including tax benefits, financial subsidies, information support, property, labor and administrative support measures. Thanks to that, the local industry has produced modern, high-tech and necessary products, not only serving domestic needs but also exporting to foreign countries.
