At the 4th Congress of Ethnic Minorities (EM) in Bac Giang Province in 2024, which took place this morning (November 29), delegates attending the Congress had many enthusiastic opinions to contribute to the socio-economic development of EM and mountainous areas. Ethnic work and implementation of ethnic policies for socio-economic development
Vice Chairwoman of Son Dong District People's Committee Tong Thi Huong Giang informed that Son Dong district has 12,642 out of 21,071 ethnic minority households, with 30 ethnic groups living together, accounting for 62.45% of the district's population. Deeply aware of the importance of ethnic work and implementation of ethnic policies, in recent years, Party committees and authorities at all levels have had many policies and guidelines to lead and direct ethnic work, properly and fully implementing policies for the people and ethnic minorities in the district.
The total resources for implementing programs and policies for ethnic minority and mountainous areas of Son Dong district in the period of 2019-2024 are 2,753.139 billion VND. From policies, programs, support projects, and investment, it has helped stabilize and promote the socio-economic development of the district in general and in the ethnic minority area in particular, with many remarkable developments. The district's infrastructure has been invested and upgraded; the material and spiritual life of ethnic minorities has been improved. The economic structure of the district has shifted in a positive direction; forest development and environmental protection have been given attention. Up to now, the poverty rate in the district has decreased by an average of 4-5% per year, the average income per capita is estimated at 37 million VND/year, an increase of 13.3 million VND compared to 2019.
However, ethnic work and implementation of ethnic policies for socio-economic development in the district still have some shortcomings and limitations. Programs and policies for ethnic minority areas are still scattered, not very effective, the economic development gap between regions is still large. Facilities and infrastructure are not synchronous, life is still difficult, the rate of poor ethnic minority households is still high. Concentrated commodity production is still facing difficulties, the income of a part of the people is still low, the implementation of new rural construction is facing many difficulties. The security and order situation in ethnic minority areas still has potential complications, the problem of accessing information is still facing difficulties...
In order for ethnic work and implementation of ethnic policies to continue to be effectively implemented, in the coming time, Vice Chairman of Son Dong District People's Committee Tong Thi Huong Giang proposed solutions to enhance the coordination role between agencies in the government system with the Vietnam Fatherland Front and socio-political organizations. Strengthen propaganda and mobilization work to encourage ethnic minorities to comply with the policies and laws of the Party and the State. Mobilize resources for investment in development, build synchronous and solid infrastructure. Plan production areas, develop crops and livestock appropriately in conjunction with community tourism development...

Planning, training, and arranging the use ofethnic minority cadres
Discussing this content, Deputy Head of the Department of Internal Affairs of Luc Ngan District Nguyen Van Hai said that currently, Luc Ngan has 8 ethnic groups living together distributed in all communes and towns in the district, accounting for about 52% of the district's population, including the following ethnic groups: Tay, Nung, San Diu, San Chi, Cao Lan, Dao and Hoa. As of September 30, 2024, the whole district has 16 communes in ethnic minority and mountainous areas that have met new rural standards.
In recent years, thanks to the policies of the Central and the province to care, invest and support communes in ethnic minority and mountainous areas, Luc Ngan district has made remarkable progress in all areas of social life. Identifying ethnic work as a strategic issue and a task of the entire political system, Luc Ngan district has regularly paid attention to leading and directing the synchronous implementation of solutions, prioritizing investment and support for mountainous and extremely disadvantaged communes. Thanks to that, the local socio-economic situation continues to develop, the number of well-off and wealthy households increases rapidly, the number of poor households decreases sharply; the cultural identity of ethnic minorities is preserved and promoted, security and order are ensured.
In addition, the district has also actively and effectively implemented the planning, training, fostering and arrangement of ethnic minority cadres, civil servants and public employees. Of the total of nearly 4,200 cadres, civil servants and public employees working in agencies and units in the district, 1,246 are ethnic minorities, accounting for 29.8%. Of which, 16 ethnic minority cadres, civil servants and public employees have master's degrees, accounting for 1.3%; 916 university degrees, accounting for 73.5%; 276 college degrees, accounting for 22.1%, and 39 intermediate degrees, accounting for 3.1%. The number of ethnic minority cadres, civil servants and public employees who are party members is 724/1,246, accounting for 58.1%.
In order to promote the capacity, role and responsibility of the ethnic minority cadres and civil servants, every year, the Standing Committee of the District Party Committee develops and implements a training plan to improve the qualifications, expertise and professional skills of the cadres and civil servants, meeting work requirements; actively contributing to creating a source of leaders and managers who are ethnic minorities in the area.
In order to gradually improve the professional qualifications, skills and sense of responsibility of the ethnic minority cadres and civil servants to meet the requirements of the tasks in the period of 2024-2029, Deputy Head of the Department of Internal Affairs of Luc Ngan District Nguyen Van Hai proposed that the competent authorities continue to pay attention to implementing well the regimes and policies for the ethnic minority cadres and civil servants. Promote the leadership role of the Party in personnel work in general and the ethnic minority cadres and civil servants.
Regularly pay attention to the training and development of cadres to meet the basic and long-term requirements of tasks. Closely combine the planning, training, development, arrangement and use of qualified and qualified ethnic minority cadres and civil servants. Have mechanisms and policies to pay attention to the recruitment of ethnic minority cadres and civil servants, creating a source of cadres for agencies, units and localities with a large population of ethnic minorities.

Preserving and promoting the cultural identity of ethnic minorities
According to Mr. Dam Xuan Tinh (San Chi ethnic group) - a prestigious person among ethnic minorities in Dong Bay village, An Lac commune, Son Dong district, ethnic minorities have very unique cultural beauty, each ethnic group has its own customs, cultural beauty, and its own language. Currently, the number of people who know how to sing ethnic songs is very small; the risk of ethnic languages being lost is increasing.
To preserve the cultural identity and language of the ethnic group, Mr. Dam Xuan Tinh organized classes, with the elderly as the core, teaching ethnic languages to the younger generation and was highly appreciated by the Party Committee and government. However, currently, teaching ethnic minority languages in localities still faces many difficulties.
Therefore, Mr. Dam Xuan Tinh proposed that local authorities continue to promote information, propaganda, mobilization, and raise awareness of Party committees, local authorities, and people about the need to preserve and promote the languages of ethnic minorities. Develop documents to teach and transmit ethnic languages of Bac Giang province to organize teaching in schools in ethnic minority and mountainous areas.
Encourage the establishment of ethnic minority language clubs, regularly organize activities, cultural exchanges, performances, and communication in ethnic minority languages. Annually, maintain well the activities of ethnic minority cultural days. Have policies to support funding to preserve and promote the values of national identity, especially ethnic minorities.../.
