(Dan Tri) - According to a former leader of the Soc Trang Province Lottery Company, the winning lottery ticket must be intact and of the same size. In case the ticket is torn but the customer keeps the torn part, the lottery company can consider it.
Regarding the story of a torn lottery ticket that won the special prize but was not paid in Thua Thien Hue province, a former leader of the Kien Giang Province Lottery Company confirmed that in 2013, the provincial lottery council considered paying a prize to a player even though the lottery ticket was torn in two.
This person said, this case is DVT (from Long Xuyen city, An Giang province) won the consolation prize of 100 million VND.
According to this person, Mr. T.'s winning number was 359583, drawn on February 3, 2013, issued by Kien Giang Province Lottery Company. This lottery ticket won the consolation prize of 100 million VND, but was not awarded the prize because the lottery ticket was torn in two.

This person said, after many recommendations, the Kien Giang province lottery council met to consider and agreed to pay the prize to Mr. T..
"On April 29, 2013, Mr. T. went to the headquarters of Kien Giang Province Lottery Company to complete the procedure to receive the prize for the lottery ticket that was torn in half. After deducting taxes, he actually received 91 million VND," he added.
Commenting on the unclaimed torn lottery tickets in Thua Thien Hue province, a former leader of the Soc Trang Province Lottery Company said: The regulations of lottery companies on cutting corners for excess and unsold tickets are clearly stated. In the case where the company does not pay the prize for the ticket with the corner cut, it is in accordance with the regulations.
This person acknowledged that in the case where the ticket owner claimed that the corner was torn because it was wet, as reported in the press, if it had been wet with rain, the tear would have been different, even blurred, smudged... but on this ticket, the tear was quite straight.
According to this person, the regulations on the back of each lottery ticket when issued clearly state the requirement that when claiming the prize, the ticket must not be torn or patched.
"According to Circular 75/2013 of the Ministry of Finance, the lottery ticket must be intact, original size, not torn, not patched, not erased... so the Thua Thien Hue Provincial Lottery Company refused to pay the special prize winning lottery ticket worth 2 billion VND, which is reasonable because the lottery ticket was torn," he said.
However, according to this person, if the customer still has the torn ticket, the company can consider handling it appropriately.
As Dan Tri reported, Ms. NTN (born in 1971, residing in Thang Binh district, Quang Nam province), bought 2 lottery tickets from Thua Thien Hue Provincial Lottery Company, code H83-24 (price 10,000 VND/ticket), including one with the winning number 386552 and one with the number 486552, issued on October 14.
In the drawing on the same day, lottery ticket 386552 won the special prize of 2 billion VND, the remaining ticket won the special secondary prize worth 50 million VND.

Based on the regulations on lottery business, Thua Thien Hue Provincial Lottery Company only accepts to pay the lottery ticket winning the special consolation prize worth 50 million VND; the lottery ticket winning the special prize of 2 billion VND is refused to be paid.
