Mr. D. (Mr. M.'s nephew) said that his uncle was in difficult circumstances, did not have a permanent house, worked as a bricklayer every day and also caught crabs to make a living.
"My uncle bought 10 lottery tickets with the number 916303 and gave 8 to his siblings and relatives, and kept the remaining 2. Then he put them in his pocket and went to catch crabs and pick coconuts. In the afternoon, when he heard the news of the jackpot, he looked for them and found that the 2 lottery tickets were torn to pieces," Mr. D. recounted.
The nephew added that his uncle went to Hau Giang Lottery Company to explain, but was rejected because the lottery ticket was torn and the stamp was missing. After the company explained clearly, his uncle left, mentally broken.
"After winning the lottery, my mother (who my uncle gave 2 lottery tickets to) took out more than 120 million to give back to my uncle. The other people who my uncle gave lottery tickets to also took out a little bit each, but I don't know exactly how much money to give back to my uncle.
These past few days I've seen him sad, not doing anything, drinking all the time and not wanting to interact with anyone," Mr. D. added.

The person who has the two winning but torn lottery tickets mentioned above is Mr. M..
The owner of Phu Vinh lottery agency said that the two winning lottery tickets were issued by Hau Giang Lottery One Member Co., Ltd. The winning number was 916303, drawn on February 1 (the 4th day of Tet).
"There were 15 lottery tickets that won the special prize with the number 916303 - the winners were mostly relatives of the man mentioned above with 10 tickets, the remaining 5 tickets were also bought by other neighbors," the owner of Phu Vinh lottery agency shared more.
On February 2, Mr. M. took two lottery tickets to the agent for guidance because both tickets were torn, missing the top and bottom, leaving only the middle part.
"The winning number on one ticket is only 9163, while the other ticket is 91630," the lottery agent said.
13 winning tickets have been paid out.
Speaking with Tuoi Tre Online, Mr. Le Van Thang - Director of Hau Giang Lottery One Member Co., Ltd. - said that he had paid out 13 lottery tickets that won the special prize, except for 2 torn tickets that were not eligible for payment.
The two special prize winning tickets were not claimed. As a state-owned enterprise, this amount will be added to the enterprise's revenue.
In case the lottery ticket is torn and wins, whether or not the prize will be paid depends on the case, according to Mr. Thang.
In the case of Mr. M.'s two lottery tickets in Tra Vinh province, they were torn and unrecognizable. The company also clearly explained the reason why they could not pay the prize.
"Life is not easy if you are lucky enough to win a special ticket, but we can only share it with you. It is a pity for them, there is no other way. They do not meet the conditions according to the company's reward regulations and according to Circular 75 of the Ministry of Finance, so it cannot be resolved," Mr. Thang shared and advised lottery ticket buyers to keep it carefully to avoid unfortunate incidents like Mr. M.
