High-level delegations from Russia and the United States are set to hold talks aimed at improving relations in Riyadh, Saudi Arabia on February 18.

According to AFP news agency, on February 17, the Kremlin said that Russia had released American citizen Kalob Wayne Byers, who was detained at Moscow airport on charges of carrying gummy candies containing marijuana.
Regarding this information, Kremlin spokesman Dmitry Peskov stated: "Since on February 18 there will be discussions on restoring relations, these events can be considered in that context."
According to Mr. Peskov, a high-ranking Russian delegation including Foreign Minister Sergei Lavrov and Russian Presidential Assistant, Mr. Yuriy Usakov, has left for Riyadh at the request of President Vladimir Putin to conduct negotiations with US representatives.
On the US side, State Department spokeswoman Tammy Bruce announced that negotiations between US and Russian officials aimed to determine the possibility of ending the conflict in Ukraine.
According to Ms. Bruce, this meeting, with the participation of US officials including Secretary of State Marco Rubio, White House National Security Advisor Mike Waltz and Middle East Special Envoy Steve Witkoff, is a step to determine whether the Russian side is serious about the negotiation process towards peace.
“This is a follow-up meeting to the initial discussion between President Putin and President Trump about whether that first step is feasible, what the benefits are, and whether the current situation can be controlled,” the State Department official said.
Regarding this meeting, on the same day, the German Foreign Ministry announced that the US and Russia need to move towards “sustainable peace” in negotiations to end the conflict in Ukraine.
