Recognizing the important role of temporary residence registration and management in effectively preventing and stopping crimes and social evils, in 2016, the Duy Tien District Party Committee and People's Committee (now the Duy Tien Town Party Committee and People's Committee) directed the implementation of the "3 management, 3 knowledge" model in temporary residence management in some wards and communes in the area. After a period of implementation, the model has been actively contributing to the fight against and prevention of crimes, maintaining security and order right from the grassroots level.
Bach Thuong Ward borders many communes of Phu Xuyen District (Hanoi), has Dong Van I and Dong Van II Industrial Parks in operation, nearly 300 households providing lodging rental services (equivalent to over 2,000 rooms) and regularly has over 2,000 temporary residents. This is a favorable condition for local Party committees, authorities and people to promote socio-economic development, but at the same time, it also contains many potential risks of factors causing instability in security and order.
Implementing the direction of Duy Tien Town People's Committee, in 2016, Bach Thuong Ward Police advised the ward Party Committee and authorities to deploy the model of "3 management, 3 knowledge" in the management of temporary residence and accommodation. Accordingly, the ward established a steering committee (SC) to implement the model and temporary residence declaration and accommodation notification points at 7/7 residential groups (TDP). Each declaration point assigned and arranged staff to be on duty, receive temporary residence declaration information, and accommodation notification regularly (24/24h), guide and create favorable conditions for people when transacting and carrying out procedures right at the TDP.
Thanks to the good implementation of the management of temporary residence, Bach Thuong Ward Police has established many records to serve the fight against crime and social evils. From 2016 to now, the Ward Police have coordinated with the professional force of Duy Tien Town Police to summon and organize hundreds of criminal subjects to write a commitment not to violate the law; inspect and administratively handle hundreds of people related to registration, residence management, not declaring temporary residence, residence, actively contributing to the fight against crime, maintaining security and order at the grassroots level. Mr. Le Van Quang (TDP Van Phai, specializing in room rental services) said: Currently, my family has 12 rooms for rent, often with 15 to 20 temporary residents. Realizing that if the number of tenants in the boarding house business is not well managed, it will be easy for bad guys to infiltrate and take advantage of the room rental to commit illegal acts, negatively affecting local security and order, so family members always fully perform their responsibilities and obligations in coordinating to do a good job of managing temporary residence and accommodation for tenants.
Identifying the work of registration and management of temporary residence and temporary absence in the area as one of the key tasks to enhance the effectiveness of state management of social order and safety, contributing significantly to the work of preventing crimes, social evils, and ensuring security and order in the area, in 2015, Duy Tien Police directed Dong Van Town Police (now Dong Van Ward) to build a pilot model of "3 management, 3 knowledge". In which, "3 management" are the household head; village head, TDP management; local police management (management, grasping the number of people coming to temporarily reside, stay at households, business establishments in the management area, changes in temporary and stay population). "3 knowledge" is: the household head knows; village head, TDP management; local police management (knowing face, name, age, occupation, where, relationship). With the participation of the entire political system and the consensus of the people, the model has brought practical results in the work of preventing and combating crimes and social evils, contributing to ensuring security and order right from the grassroots level.
From the practical effectiveness of the model in Dong Van ward, in 2016, Duy Tien has expanded it to 9 key wards and communes on temporary residence and accommodation including Dong Van, Duy Minh, Hoang Dong, Bach Thuong, Yen Bac, Chau Giang, Hoa Mac, Chuyen Ngoai, Trac Van. The implementation of the model in the localities was carried out synchronously, clearly defining the responsibilities of each level, sector, and related force. The People's Committees of wards and communes established the Steering Committee for the "3 management, 3 knowledge" model headed by the Vice Chairman of the People's Committee of the ward or commune. The Steering Committee assigned specific tasks to members in charge of monitoring, guiding, inspecting, and urging the implementation in villages and residential areas; and issued regulations on coordination in implementing the model. As a result, the whole town has established 81 temporary residence and accommodation declaration points.
To raise awareness and self-awareness among people in participating in implementing the model, local Party committees, authorities and police forces focus on maintaining regular propaganda, mobilization and guidance for people to strictly comply with legal regulations in temporary residence and accommodation management. Along with that, direct the police force of wards, communes, village heads and residential groups to strengthen inspection of compliance with legal regulations in temporary residence and accommodation management, promptly remind, correct and strictly handle cases of intentional violations.
From the synchronous implementation of measures to implement the model of "3 management, 3 knowledge" in the management of temporary residence, the situation of violations of the provisions of the law on residence has decreased significantly every year. As a result, from 2025 to present, the police force of wards and communes in Duy Tien has processed temporary residence registration procedures for 13,645 people, received residence notifications from 93,033 people; organized inspections of 4,041 households renting accommodation, accommodation rental facilities, 12,281 temporary residents, detected 322 violations, and handled administrative violations with a fine of 69,800,000 VND. Through the good implementation of temporary residence management, 182 important household records on temporary residence and temporary absence have been established to serve the professional work of fighting and preventing crime. The active participation of departments, branches, organizations and the masses has also discovered and provided 195 pieces of information and documents related to security and order, helping the police investigate and solve 25 cases, arresting 43 subjects for illegal detention, illegal possession of drugs and theft of property.
In particular, in 2022, implementing the Government's Project 06 on "Developing the application of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030", Duy Tien Town Police advised the Town People's Committee to direct the maintenance of synchronous implementation of the tasks of the "3 management, 3 knowledge" model associated with the implementation of the tasks of Project 06 in the management of temporary residence and stay. Specifically: propagating, mobilizing, guiding people to install the VNeID application, activate electronic identification, issue chip-embedded ID cards, register for online public service accounts to declare temporary residence and stay through online public services through the VNeID application, national public service portal, and public service portal of the Ministry of Public Security; Deploying the construction of a pilot model of "notifying accommodation via ASM software at accommodation establishments, medical examination and treatment facilities"... contributing to reforming administrative procedures, creating favorable conditions for owners of accommodation establishments, landlords, and temporary residents to declare and register for temporary residence.
Comrade Ngo Van Lien, Chairman of Duy Tien Town People's Committee, said: Building and replicating the model of "3 management, 3 knowledge" is a very meaningful work, aiming to raise awareness for cadres, party members and people in promoting proactiveness and voluntary compliance with regulations on declaration, temporary residence registration and stay. At the same time, it actively contributes to the work of preventing, fighting and effectively stopping crimes, violations of the law, social evils and ensuring security and order in the area. From the practical effectiveness of the model, in 2023, the District Party Committee and the Town People's Committee directed the replication of the implementation to the remaining wards and communes in the entire town.
It can be affirmed that the model of "3 management, 3 knowledge" in the management of temporary residence in Duy Tien town has been promoting positive and clear effects in the fight against and prevention of crime, maintaining security and order at the grassroots level. Through the maintenance of the model, landlords, owners of accommodation rental establishments, heads of residential groups, and grassroots police forces closely coordinate in the management of temporary residence according to the functions, tasks, and powers of each participating force, strictly implementing the provisions of law and the direction of local Party committees and authorities on registration, temporary residence management, and notification of residence, contributing to ensuring security and order to serve the task of socio-economic development in the locality.
