On behalf of the Politburo, Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 126-KL/TW (dated February 14, 2025) "Conclusion of the Politburo and Secretariat on a number of contents and tasks to continue to arrange and streamline the organization and apparatus of the political system in 2025".
At the meeting on February 14, 2025, after listening to the Central Organizing Committee report on a number of contents and tasks to continue to arrange and streamline the organization and apparatus of the political system in 2025, the Politburo and the Secretariat had the following opinions:
Accordingly, in order to complete the reorganization of the apparatus from the Central to local levels in February 2025, the Politburo requested the Central Organizing Committee to continue to preside over and coordinate with the Party committees and Party committees directly under the Central Committee to focus on urging the implementation, guiding and removing difficulties, shortcomings and problems arising in the implementation, not to affect the activities of agencies and organizations in the political system, ensuring strict implementation of Directive No. 35-CT/TW, dated June 14, 2024 of the 13th Politburo on Party congresses at all levels towards the 14th National Congress of the Party and Conclusion No. 118-KL/TW, dated January 18, 2025 of the Politburo on adjusting and supplementing a number of contents of Directive No. 35-CT/TW. The Politburo and Secretariat require Party committees and organizations at all levels to focus on implementing well and ensuring progress of the following contents and tasks:
Implementing Conclusion No. 121-KL/TW of the Party Central Committee
Based on the conclusions of the Central Committee and the plan and roadmap for implementing tasks in 2025 of agencies, units and localities, the Party Committees directly under the Central Committee are required to focus on leading and directing the drastic implementation of the tasks and solutions stated in Conclusion No. 121-KL/TW, ensuring the correct roadmap and progress according to the Plan. Urgently complete the organization within the agencies and units associated with the activities of the Party Committees and Party cells (especially for the 4 Party Committees directly under the Central Committee and 2 Party Committees directly under the newly established Provincial Party Committees and City Party Committees directly under the Central Committee), ensuring the organization of Party Congresses at all levels according to the schedule and requirements stated in Directive No. 35-CT/TW and Conclusion No. 118-KL/TW of the Politburo.
The process of reorganizing the apparatus and assigning cadres must continue to do a good job of political, ideological, regime and policy work for cadres who are affected and influenced; the assignment of cadres must be fair and objective in the spirit of "from selecting people", retaining capable cadres, not allowing "brain drain", not allowing complicated internal problems to arise, not affecting the organization of party congresses at all levels, ensuring that in March 2025, grassroots congresses and model congresses at the level directly above the grassroots level will be held in the beginning of the second quarter of 2025.
The Party Committees directly under the Central Committee report to the Politburo, the Secretariat, and the Central Steering Committee on the summary of Resolution No. 18 (through the Central Organizing Committee) on: Results of the implementation of the organizational arrangement in their localities, agencies, and units (clearly stating the results of the organizational arrangement, streamlining internal focal points, reflecting the difficulties and problems that arise (if any); good experiences, new and effective ways of doing things; proposals and recommendations for timely direction to resolve and remove them). Plan to implement Conclusion No. 121-KL/TW (detailing the contents, tasks, time schedule and assignment of implementation). Complete before March 15, 2025.
The newly established Party Committees directly under the Central Committee, the provincial Party Committees, the municipal Party Committees and the two newly established Party Committees directly under the provincial Party Committees and the municipal Party Committees directly under the Central Committee urgently: Continue to coordinate with relevant agencies to submit to competent authorities the appointment of personnel for Party Committees and Inspection Committees; issue decisions on working regulations according to their authority. Appoint the executive committee, standing committee, secretary, deputy secretary, inspection committee, chairman, deputy chairman, and members of the inspection committee of the Party Committee for the 2020-2025 term of the subordinate Party Committees. Issue and guide the issuance according to their authority of decisions on the establishment, regulations on functions, tasks, organizational structure, and working regulations of the subordinate Party Committees, advisory and support agencies of the newly established Party Committees, and advisory and support agencies of the subordinate Party Committees and Party organizations; to be completed before February 28, 2025.
The Central Organizing Committee shall study and advise on amending and supplementing relevant regulations on personnel work to suit the practical situation, report to the Politburo and the Secretariat in June 2025; proactively guide and promptly remove difficulties and problems arising within its authority, report to the Politburo for consideration and direction (if necessary); monitor, synthesize and report to the Politburo on the results of the implementation of Conclusion No. 121-KL/TW by agencies, units and localities in the political system.
The Central Inspection Commission presided over and coordinated with the Central Organizing Committee to prepare content and advise on the organization of 19 inspection delegations of the Politburo and the Secretariat to work with 69 Party Committees, Provincial Party Committees, and City Party Committees directly under the Central Committee to grasp the situation, urge and inspect the implementation of 4 major topics of work, including the implementation of Conclusion No. 121-KL/TW, promptly provide guidance and remove difficulties and obstacles, and ensure synchronous and unified implementation nationwide.
Assignment and management of staffing of the political system
The Central Organizing Committee advises the Central Steering Committee on staffing management to direct a general review of the actual staffing needs after rearranging the organizational apparatus in conjunction with assessing the capacity of cadres, new functions and tasks, and reviewing and perfecting job positions; reporting to the Politburo on the plan for assigning, managing, allocating and arranging staffing of the political system for the period 2026 - 2031 by the end of the second quarter of 2025.
Continue to reorganize and perfect the political system's apparatus in 2025 and the 2025-2030 term.
The Politburo and the Secretariat assigned the National Assembly Party Committee, the Government Party Committee, the Fatherland Front Party Committee, central mass organizations, central party committees, party committees and party organizations at all levels to continue to urgently study and propose amendments and supplements to Party regulations, State laws, relevant mechanisms and policies to have a legal basis for implementing and perfecting the overall model of the political system in the coming time, ensuring synchronization in the process of streamlining the organizational apparatus.
The Government Party Committee directed the Government Inspectorate Party Committee and relevant agencies and units to urgently complete the Project on reorganizing the inspection system and report to the Politburo at the meeting on February 18, 2025.
The Government Party Committee leads, directs the review, assessment and reorganization of the activities of party organizations in corporations, general companies and state-owned commercial banks in the direction of transferring grassroots party committees (enterprises) under the party committees of corporations and general companies to be directly under the local party committees according to the production and business areas (report to the Secretariat by the end of the second quarter of 2025).
The Government Party Committee shall preside over and coordinate with the Central Organizing Committee, the National Assembly Party Committee, relevant Party committees and organizations to study the orientation to continue to reorganize and eliminate the intermediate administrative level (district level); develop a plan to continue to reorganize the commune level in accordance with the new organizational model, propose the organization of the apparatus, functions, tasks, powers and responsibilities of the commune level; orient the merger of a number of provincial-level administrative units; propose the policy to amend and supplement relevant legal provisions and Party regulations, and report to the Politburo in the third quarter of 2025.
The Politburo and the Secretariat assigned the Central Public Security Party Committee to preside over and coordinate with relevant agencies and provincial and municipal Party Committees to lead and direct the implementation of the Project on organizing the Public Security at 3 levels, without organizing the District-level Public Security, ensuring the correct goals, requirements, and progress set out.
The Party Committees of the Central Party agencies shall lead and direct the Party Committees of the Supreme People's Court and the Party Committees of the Supreme People's Procuracy to study and advise on the model of agencies (courts, procuracies) in the direction of eliminating the intermediate level (district level) and propose to supplement and amend relevant mechanisms and policies of the Party and laws of the State; continue to innovate the organization and improve the quality of operations of the people's courts and people's procuracies to meet the requirements of judicial reform in the new situation; report to the Politburo in the second quarter of 2025.
The Central Propaganda and Mass Mobilization Commission shall preside over and coordinate with the Central Organization Commission, the Government Party Committee, Party committees at all levels, and Party organizations to study and orient the arrangement of local press agencies in the direction of merging radio and television agencies under provincial-level People's Committees into press agencies of provincial and centrally-run city Party Committees.
The Central Military Commission shall preside over and coordinate with the Central Organizing Committee, the Government Party Committee, the National Assembly Party Committee, and relevant Party committees and organizations to study the orientation for continuing to reorganize the Army (including the organization of district-level military agencies); propose to supplement and amend relevant Party mechanisms and policies and State laws, and report to the Politburo in the third quarter of 2025.
The Party Committee of the Fatherland Front and Central mass organizations shall coordinate with the Central Organizing Committee, the Government Party Committee, the National Assembly Party Committee and the Party Committees of socio-political organizations and mass organizations at the Central level assigned by the Party and the State to: Lead and direct a general review of the functions, tasks, and organizational structure of affiliated agencies and organizations, especially press agencies, to ensure unified management and effective operations in the direction of maximum streamlining, maintaining only really necessary units, and report to the Politburo in the second quarter of 2025.
Research and orientate the continued rearrangement of socio-political organizations and mass organizations assigned by the Party and the State to be directly under the Central Committee of the Vietnam Fatherland Front (in sync with the current Party organizational structure) and propose policies to amend and supplement relevant legal regulations and Party regulations, and report to the Politburo in the third quarter of 2025.
Perfecting the model of the political system
The Politburo and the Secretariat assigned the Document Subcommittee and the subcommittees of the 14th Party Congress to absorb relevant contents on the arrangement of the organizational apparatus and orientations for perfecting the organizational model of the political system to include in the draft documents of the Congress, especially the Draft Political Report and the draft Resolution of the 14th Party Congress on the policy and orientation for amending and supplementing the Party Charter, Platform, and Constitution (if necessary) to have a basis for implementation in the next term.
The Politburo and the Secretariat assigned the Central Organizing Committee and the Central Party Office to monitor and urge Party committees, agencies, units and localities to implement this Conclusion to ensure the quality and progress set forth.
