In late October, from Meo Vac Town, we traveled over 40km of winding mountain passes to visit Thuong Phung Commune. Today, coming to this land, the concrete roads spread out to all the villages. Next to the traditional houses of the Mong ethnic people who have lived here for a long time, there are also spacious and majestic houses and high-rise buildings appearing in the early morning mist.
Mr. Chao Chin Chan, Chairman of the People's Committee of Thuong Phung Commune, said: Thuong Phung is a locality with low starting conditions and uneven educational level, but in recent years, thanks to support resources from the National Target Programs: New Rural Areas; Sustainable Poverty Reduction and especially the National Target Program on Socio -Economic Development in Ethnic Minority and Mountainous Areas for the period 2021 - 2030, Phase I: from 2021-2025 (National Target Program 1719), the cultural, spiritual and economic life of the ethnic minorities here has had many positive changes.
“The Party Committee of the commune has also issued a Resolution on economic, cultural and social development, ensuring national security and defense in line with the practical situation of the locality. During the implementation process, it has promoted the core and pioneering role of Party members and prestigious people in the community,” informed Mr. Chao Chin Chan, Chairman of the People's Council of Thuong Phung commune.
With the characteristics of a border area, with over 16km of border adjacent to China, Xin Cai Border Guard Station also regularly coordinates with the Party Committee, authorities and people of the villages in the commune to patrol, control, clear the border, protect border markers; launch a mass movement to participate in protecting the border, border markers, fight against and denounce crimes, and prevent illegal migration. For many years, Thuong Phung commune has no longer been a hot spot for social order and safety.
With the responsible participation of the government and the efforts of ethnic minorities in the area, the poverty rate has decreased by 5-6% or more each year; in 2023, the poverty rate of the commune will decrease to 60.25%. To achieve this result, the commune has focused on solutions and mobilized resources to promote sustainable poverty reduction. Through national target programs, the commune has supported more than 530 poor households with seeds, livestock, materials, tools for production, supported poor households to build houses; the program to solidify rural roads to 100% of villages...
In particular, implementing projects and sub-projects under the National Target Program 1719, in 2023 and 2024 alone, Thuong Phung commune has actively disbursed capital, including concreting 4 roads with a total capital of more than 5.5 billion VND, including: Hoa Ca road, Tong Quang Trai village to Then Pa village, Khai Hoang I village and Khai Hoang II village; repairing and maintaining the Then Pa village Cultural House; converting jobs for 6 households; supporting dispersed domestic water for 13 households; supporting housing for 8 households; supporting fattening cattle for 32 households...
Also from the capital of Project 8, National Target Program 1719, the Women's Union of Thuong Phung commune has actively propagated to the people, members, and women to raise awareness, change prejudices, care for material and spiritual life, protect and care for women and children, and implement gender equality goals in 13/13 villages, with more than 680 participants; established and consolidated 13 trusted addresses in the village community and purchased equipment for trusted addresses with an amount of 39 million VND; at the same time, organized the Contest "Finding creative and effective solutions in communication to eliminate gender prejudices, domestic violence, early marriage, and trafficking of women and children"...
Mr. Nong Van Ngay, Head of the Ethnic Affairs Department of Meo Vac district, said: Determining ethnic affairs and implementing policies for ethnic minorities in the district, especially in border communes, is a fundamental and long-term strategic issue. Therefore, in recent years, Meo Vac district has prioritized investment in production development; livestock, focusing on hunger eradication, poverty reduction, preserving and promoting the cultural identity of ethnic groups. Along with that, it is important to focus on propaganda work to raise awareness for the community in promoting the spirit of self-reliance, self-reliance, along with the State's investment to develop the economy.
Thuong Phung commune has a total area of 2,800 hectares, with more than 935 households, 5,459 people, of many ethnic groups living together. Of which, the Mong ethnic group accounts for more than 90% of the population. The whole Thuong Phung commune has 18 villages, of which 5 are border villages. Thuong Phung commune has complex and rugged terrain, strongly divided by high mountains and deep ravines; harsh climate, most of the year there is fog, cold, lack of water for daily life and production in the dry season. Therefore, people's lives face many difficulties.
