This morning, February 21, in Hanoi, the Standing Committee of the Central Committee of the Vietnam Fatherland Front (VFF) organized the Conference of Chairmen of the Vietnam Fatherland Front Committees of provinces and centrally-run cities in 2025 to disseminate and implement the contents of the Resolution of the 10th National Congress of the Vietnam Fatherland Front, term 2024-2029; some issues on the Charter of the Vietnam Fatherland Front and deploy the Front's work in 2025.

Continue to innovate content and methods of operation

At the Conference, Vice President-General Secretary of the Central Committee of the Vietnam Fatherland Front Nguyen Thi Thu Ha thoroughly implemented the basic contents of the Resolution of the 10th National Congress of Delegates of the Vietnam Fatherland Front, term 2024-2029.

Accordingly, regarding the direction for the 2024-2029 term, continue to strengthen the core political role and responsibility of the Vietnam Fatherland Front in building the great national unity bloc, promoting socialist democracy, exercising the people's mastery; meeting the requirements of the new situation and the legitimate aspirations of union members, association members and the people; promoting emulation in studying, working creatively, promoting all potentials and resources among the people, creating momentum for rapid and sustainable development of the country, improving the material and spiritual life of the people.

At the same time, continue to innovate the content and methods of operation so that the Vietnam Fatherland Front is truly a political alliance, a voluntary union; ensure consultation, coordination and unity of action with member organizations; play a good role as a bridge between the Party, the State and the People; build and consolidate the Vietnam Fatherland Front system with a strong focus on the grassroots, close to the people, and accompanying the people; promote the role of member organizations, advisory councils, experts and scientists to contribute to the country entering a new era - the era of national development.

The goals for the 2024-2029 term include: streamlining the organizational structure, innovating the content and methods of operation of the Vietnam Fatherland Front; diversifying the forms and methods of gathering and mobilizing the people, focusing on the grassroots and residential areas; performing well the function of being the political base of the People's government, representing and protecting the legitimate and legal rights and interests of the people; playing a core role for the people to be the masters and owners; promoting social supervision and criticism; proactively and actively participating in Party and State building, preventing corruption, waste and negativity; enhancing consensus, promoting campaigns and emulation movements; strongly promoting all resources, potentials and creativity of the people in the cause of building and defending the Fatherland.

Emphasizing the 6 action programs for the 2024-2029 term, Ms. Nguyen Thi Thu Ha said that Action Program No. 4 is a new point in the term, with political, legal and practical bases, including Resolution No. 43-NQ/TW dated November 24, 2023, the 8th Conference of the 13th Party Central Committee on "continuing to promote the tradition and strength of great national unity, building our country to be more and more prosperous and happy"...

Some specific targets to implement Action Program No. 4: every year, each residential area (KDC) has at least 1 specific project or task, strive for most KDCs to organize the National Great Unity Day, the KDC Front Work Committee gives comments to the Party cell committee and village chief, head of residential group; during the term, strive for 100% of KDCs to have self-governing models and activities; every year, at least 95% of the heads of the Front Work Committee are trained in knowledge and skills of Front work.

Also according to the Vice Chairman - General Secretary of the Central Committee of the Vietnam Fatherland Front, the Standing Committee of the Central Committee of the Vietnam Fatherland Front is currently drafting a Guide to implementing Program 4 in conjunction with the Campaign "Building cultural residential areas" in the direction of: building a united, prosperous, and happy residential area on the foundation of a cultural residential area with the role of the Front; a united, prosperous, and happy residential area is a residential area higher than a cultural residential area...

At the Conference, Vice President of the Central Committee of the Vietnam Fatherland Front To Thi Bich Chau thoroughly implemented a number of issues on the revised and supplemented Charter of the Vietnam Fatherland Front.

The conference also discussed, gave comments and reflected on the contents related to the implementation of Regulation No. 212-QD/TW dated December 30, 2019 of the Secretariat; the draft Guidelines for implementing the Action Program "Promoting the role of mastery and self-management of the People, building a united, prosperous and happy residential area"; the reception, allocation, management and use of funds to support people affected by storm No. 3; the implementation of the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025" in localities...

Receiving opinions at the Conference, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien suggested that, in implementing Action Program No. 4, it is necessary to closely follow the content of Decree 86/2023/ND-CP stipulating the framework of standards and procedures, procedures, and dossiers for considering and awarding the titles of "Cultural Family", "Cultural Village, Residential Group", "Typical Commune, Ward, and Town" to agree with the Ministry of Culture, Sports and Tourism on the approach of taking the basic criteria of cultural residential areas and adding criteria specific to the Vietnam Fatherland Front. From there, issue a set of criteria for recognizing "Unite, Prosperous, and Happy Residential Areas", and at the same time seek the Prime Minister's consensus so that this is the legal basis for implementation.

“The content and criteria of the residential area must ensure consistency, legality, practical value and the participation of local experts. After reaching agreement, the Party Committee of the Vietnam Fatherland Front and the Central mass organizations will issue documents to the Provincial Party Committee Standing Committee for implementation; the Standing Committee of the Vietnam Fatherland Front Central Committee will issue a framework guideline for localities to base on and implement in accordance with the actual situation in the area. At the same time, there should be forms of commendation, reward and honor at each level to encourage grassroots cadres to contribute to building “united, prosperous and happy residential areas”; by June 1, 2025, this framework of criteria will be completed for implementation throughout the system," Mr. Do Van Chien stated.

Regarding the program to eliminate temporary and dilapidated houses in 2025, the Chairman of the Central Committee of the Vietnam Fatherland Front noted that, based on the directive documents of the Prime Minister and the Conclusion of the Central Steering Committee on the elimination of temporary and dilapidated houses nationwide; based on the guidance of the Standing Committee of the Central Committee of the Vietnam Fatherland Front, the Vietnam Fatherland Front Committees of provinces and cities will focus on drastic implementation and speed up the implementation progress to complete the elimination of temporary and dilapidated houses nationwide by 2025.

Emphasizing that 2025 is the year to resolutely implement the Party's resolutions to contribute to bringing the country into a new era, Mr. Do Van Chien said that the Central Committee of the Vietnam Fatherland Front will implement projects on contents such as: national solidarity strategy; arranging mass socio-political organizations assigned by the Party and State to be directly under the Central Committee of the Vietnam Fatherland Front; reviewing the functions and tasks of affiliated agencies and organizations, especially press agencies, leaving only necessary places; piloting the organization of national solidarity days for overseas Vietnamese in places with conditions; innovating to improve the quality and effectiveness of the activities of Advisory Councils at all levels...

At the same time, implement the Plan to organize for people of all walks of life to contribute ideas to build documents for Party Congresses at all levels and the 14th National Congress of the Party.

Affirming the position of the Vietnam Fatherland Front that has been and is being expected and trusted by the Party, State and People in consolidating and promoting the great national unity bloc, the Chairman of the Central Committee of the Vietnam Fatherland Front requested that each Front cadre be quicker, more accurate and make more efforts in implementing tasks to complete the proposed action program.
