Strictly handle artists and KOLs who make deviant and untrue statements

At the regular press conference of the Ministry of Information and Communications (MIC) on the afternoon of March 6, Mr. Le Quang Tu Do - Director of the Department of Radio, Television and Electronic Information shared about the punishment of KOL artists, deviant and untrue statements on cyberspace but not enough to deter.

According to Mr. Tu Do, for artists and social media influencers (KOLs) who make deviant or untrue statements, currently, according to regulations, the penalty for this behavior is from 5 to 10 million VND, the Department of Information and Communications often chooses the middle penalty of 7.5 million VND.

“In general, for a segment of the population, the fine of 7.5 million has a huge impact. However, for some people, such as celebrities, artists, KOLs, etc., and even those who do business and make money on social networks, this fine is not enough of a deterrent,” Mr. Tu Do assessed.

“International research shows that in some cases, no matter how much the fine is increased, it is not enough of a deterrent, especially for artists with billions of dong in advertising or in the case of Ms. Phuong Hang. The current level of administrative fines is not enough of a deterrent,” emphasized the Director of the Department of Radio, Television and Electronic Information.

Mr. Do said that to overcome this situation, the Ministry of Information and Communications is currently submitting to the Government a decree to replace Decree 72, which includes regulations on speaking activities in cyberspace.

It is expected that this decree will be issued by the Government in mid-2024. At that time, the ministry will advise on increasing fines, as well as adding additional penalties higher than administrative penalties, for violations in cyberspace.

For artists and celebrities who receive attention and influence from the community, the Ministry of Information and Communications is still coordinating with the Ministry of Culture, Sports and Tourism to issue regulations on coordinating the restriction of broadcasting (social networks use the word "ban") for artists and celebrities who have violated the law.

“In addition to administrative penalties, restricting the broadcast is also a way to deter artists who make incorrect and substandard statements,” said Mr. Do.

Mr. Tu Do affirmed: For the Ministry of Information and Communications, there are no forbidden areas or exceptions when it comes to penalties.

“However, there are some cases where the identity cannot be determined because there are many virtual identities in cyberspace. Some cases are people residing abroad… Therefore, identifying the violators for handling is still difficult,” Mr. Tu Do explained.

“In the upcoming Decree 72, there will be regulations on identifying users by phone on social networks. This measure will help verify identity on social networks faster and more accurately,” he said.

Regarding the prevention of counterfeit and poor quality goods on social networks, the Director of the Department of Radio, Television and Electronic Information said that the Ministry of Information and Communications alone is not capable of handling the issue. Specialized management ministries and branches such as the Ministry of Industry and Trade, the Ministry of Public Security, etc. need to coordinate with the Ministry of Information and Communications to prevent, handle and eliminate counterfeit and poor quality goods on the internet.

The Ministry of Information and Communications will also have many propaganda measures to combat fraud and fraudulent advertising. Press agencies need to inform people about new fraudulent behaviors and tricks so that people can know and avoid them.
