The highest salary of a teacher is currently over 12 million VND/month. From July 1, 2024, teacher salaries will change when implementing Resolution No. 27-NQ/TW on reforming salary policies for cadres, civil servants, public employees, armed forces and employees in enterprises. Accordingly, the current basic salary and coefficient will be abolished.
Hope to have official information soon
However, there is still no official information about the draft salary table as well as policies when implementing Resolution 27, making many teachers worried about whether after the reform, their actual salary will decrease compared to their current income level.
Ms. Vu Thi My Hanh, a teacher at a high school in Thuong Tin district, Hanoi, is concerned: “In the upcoming professional salary table, there will no longer be a salary coefficient, but only levels and groups. In my personal case, I am currently level 7 of level III with a salary of 11.9 million VND. When I am promoted to level II, level 2, my salary will only be 9.7 million VND, which means my salary will decrease by 2.2 million VND. There is no official document yet, so I am still waiting,” Ms. Hanh said.
This is also the concern of National Assembly delegate Duong Minh Anh (Hanoi National Assembly Delegation) recorded through contact with voters. Specifically, Ms. Anh said that after calculating, many voters in the education sector said that the way of calculating salaries like that is not commensurate with the work that teachers receive, and is even lower than the current salary of teachers. For the same rank of civil servants, the salary of a long-time employee and the salary of a new employee are calculated the same. This will not create motivation for dedication among teachers.
From there, Ms. Anh recommended to the Government and relevant ministries and branches that before issuing official salary tables, there should be information so that salary beneficiaries can clearly and accurately know the viewpoint, see that the salary policy reform is correct, and avoid confusion for beneficiaries who are not assured of their work.
Regarding this issue, Minister of Home Affairs Pham Thi Thanh Tra said that when implementing salary reform for civil servants, public employees, especially education and health officials, it will be higher than the general level. Because Vietnam is implementing salary policy reform in conjunction with the implementation of the resolution on fundamental and comprehensive development of education, training and health.
It is expected that the average salary of cadres, civil servants and public employees will increase by about 30% (including basic salary and allowances). From 2025, this salary will continue to be adjusted to increase by an average of about 7% per year.
Ranked highest teacher salary?
In the Draft Law on Teachers recently announced by the Ministry of Education and Training, the issue of teachers' salaries is also specifically mentioned with many new points. Accordingly, the Law on Teachers stipulates the training, fostering, treatment, honoring and protecting teachers in order to standardize and improve the quality of teachers, helping teachers develop their expertise to meet the requirements of educational innovation and international integration in the context of the 4.0 industrial revolution; creating conditions for teachers to have academic freedom and continuous professional development.
Regarding salary and benefits policies for teachers, the draft Law proposes sanctions to ensure that salaries and salary policies for teachers working at non-public, private, and autonomous educational institutions must be no less than those of teachers with the same training level, seniority, and title in public educational institutions receiving salaries from the state budget.
The above regulations, together with a number of other sanctions (prohibited acts against individuals and units related to teachers, regulations on handling organizations and individuals who violate regulations on teachers, etc.), aim to ensure fair treatment and protect teachers whether they work at public or non-public educational institutions.
Responding to the press about the draft Law on Teachers stipulating that teachers' salaries are ranked at the highest level in the administrative career salary scale as stipulated in Resolution 29 of the Party Central Committee in 2013, will it be applied immediately after the Law on Teachers is promulgated? Director of the Department of Teachers Vu Minh Duc said that this is beyond the capacity of the Ministry of Education and Training.
"However, I believe that when the Party Central Committee issued Resolution 27 on salary increase, there were calculations based on regulations on salary regimes," said Mr. Duc.
Need to calculate carefully
In recent years, the problem of teacher shortage, especially teachers of some subjects of the 2018 general education program, has been prioritized by the education sector in localities but is still very difficult to solve for many reasons. In addition to the lack of recruitment sources, many bachelors who meet recruitment requirements do not apply for these positions because of low salaries and unattractive benefits compared to many other job positions in enterprises. Schools are forced to sign contracts with teachers to ensure enough staff but also face many difficulties due to the lack of contract sources, low contract salaries and lack of long-term stability, so they cannot attract human resources. Minister of Education and Training Nguyen Kim Son, in many speeches at National Assembly sessions, also pointed out that the current salary and income, policies for contracted subjects are not really encouraging for workers.
Therefore, the salary reform policy is expected to change this situation, helping to attract new teachers as well as to make teachers who are currently working feel secure in their profession, without having to work extra hours outside of class. National Assembly member Duong Minh Anh also said that raising salaries for medical staff and teachers to improve the quality and effectiveness of medical examination and treatment, health care for people and improve the quality of education has been discussed for a long time. However, the question is whether the salary increase will come from the budget or from the autonomous revenue of public service units.
“If we take the revenue from the units, the health and education sectors will be a burden for these public service units and a burden for patients and students when calculating correctly and fully all costs, including salary increase costs, medical examination costs and tuition fees for students, leading to patients without health insurance not daring to go to the hospital, students will not have enough money to pay tuition fees” - Ms. Anh said. Therefore, it is necessary to carefully calculate when solving the problem of salary increase with the problem of granting autonomy to public service units, how to make the policy come into life and create social consensus.

New salary is not lower than old salary
According to the new salary regulations that will be applied from July 1, teachers are one of about 4-5 professions that are entitled to preferential allowances according to their profession. Of which, the preferential allowance according to the profession of teachers is at the highest level among the professions that are entitled to preferential allowances. The new salary mechanism is built on the principle that the new salary is not lower than the old salary. In case after the arrangement, the new salary is lower than the salary that teachers are receiving, the teachers will be retained until they meet the requirements of the new salary level. Therefore, teachers can rest assured that the new salary will definitely be higher than the current salary.
From July 1, 2024, 8 allowances that teachers can receive include: concurrent allowance, seniority allowance beyond the framework, regional allowance, job responsibility allowance, mobility allowance, preferential allowance according to profession, allowance for working in areas with particularly difficult socio-economic conditions and allowances according to administrative unit classification and according to public service unit classification are new allowances that have not been previously regulated. Before salary reform, allowances will be calculated based on the basic salary multiplied by the coefficient. From July 1, 2024, the basic salary will be abolished, and the teacher salary table will be regulated by a specific amount. Thus, when salary reform is implemented, the above allowances may also be converted into a specific amount.
