Assessing the outstanding results achieved by the People's Public Security Forces in "turning the situation around, transforming the state", ensuring security, safety and security for the people, Prime Minister Pham Minh Chinh directed that it is necessary to continue to promote the pioneering role, set an example in accelerating breakthroughs in implementing the Party's policies and the State's laws, building a profound people's security foundation, a comprehensive people's security posture and a solid people's hearts posture, ensuring security and order must be associated with expanding development space.
On the morning of December 26, in Hanoi, Prime Minister Pham Minh Chinh attended and delivered a speech directing the 80th National Public Security Conference and summarizing 40 years of Public Security work serving the country's innovation cause.
General Luong Tam Quang, Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security chaired the conference. Also attending the conference were General Le Hong Anh, former Politburo member, former Standing member of the Secretariat, former Minister of Public Security; members of the Party Central Committee, leaders of the Ministry of Public Security, departments, ministries, branches, central and local agencies.
According to the program, the conference will take place from December 26 to 27 with many new and important contents on: Situation and results of public security work in 2024, key tasks in 2025; the 80th anniversary of the National Public Security Conference; summarizing 40 years of public security work serving the country's innovation cause; results of implementing Resolution No. 12 of the Politburo on promoting the building of a truly clean, strong, disciplined, elite, modern public security force, meeting the requirements and tasks in the new situation.
The conference will disseminate and solicit opinions from police units and localities on the "Project to continue to arrange and streamline the organization of the local police apparatus to operate effectively and efficiently to meet requirements and tasks in the new situation"; summarize the emulation movement "For National Security" in 2024, announce and award prizes, and launch the emulation movement "For National Security" in 2025 in the entire Public Security force.
Outstanding results 'turn the situation around, change the state'
Speaking at the conference, Prime Minister Pham Minh Chinh stated that this year's National Public Security Conference is of great significance, marking 80 years of building, fighting, maturing and glorious development of the Public Security Forces. The conference was held to immediately implement the contents set out at the recent Central Public Security Party Committee's summary conference, receiving instructions from key leaders, especially General Secretary To Lam.
In 2024, the regional and world situation will be more difficult, more challenging, and will evolve more rapidly and complicatedly. Meanwhile, our country is a developing country, with a transitional economy, modest in scale, large in openness, and limited in resilience, so external impacts will greatly affect the internal ones. Security and order issues pose many risks; the impacts of climate change, natural disasters, storms, floods, fires, subsidence, and landslides cause severe damage in many localities...
However, under the wise and timely leadership and direction of the Party, often the Politburo and the Secretariat, headed by the General Secretary; the solidarity and close coordination of all levels, sectors and localities; the drastic and responsible participation of the entire political system; the socio-economic situation in 2024 achieved many important results, better than in 2023 in most areas.
Notably, 15/15 key targets were achieved and exceeded, especially the growth target (GDP in 2024 is estimated to increase by about 7%, higher than the target assigned by the National Assembly of 6-6.5%); maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy, having a high surplus; controlling public debt, government debt, reducing deficit. National defense and security were maintained and strengthened; foreign affairs contributed to creating an environment of peace, cooperation and development; people's trust in the Party and State was consolidated and strengthened.
In that common achievement of the country, the Public Security force has upheld the spirit of "Forgetting oneself for the country, serving the people"; ready to be a pioneer "on every frontline, anywhere, doing anything, in any circumstance", working hard and silently to excellently complete assigned tasks with many outstanding marks, making very important contributions to the common achievements and results of the country in 2024.
Emphasizing the outstanding results, which have "turned the situation around and transformed the state" of the Public Security Forces, the Prime Minister stated that the Public Security Forces have grasped the situation well; performed well the strategic advisory function for the Party and State in planning many important policies, guidelines and strategies on politics, economics, culture, society, national defense, security and foreign affairs; and prevented the Party and State from being passive or surprised in terms of strategy, especially in terms of security and order, partners, subjects and areas.
Actively taking the lead in institutional development, proposing new issues to contribute to perfecting the Party and State's policies and guidelines and building a socialist rule-of-law state, creating favorable conditions for people and businesses (chairing, coordinating consultation, submitting for promulgation 8 laws, including difficult laws such as the Data Law; 17 decrees and many resolutions of the Government, directives and decisions of the Prime Minister; cutting 60 procedures and amending and supplementing 145 administrative procedures under the Ministry's authority, the Law on Fire Prevention and Fighting alone cut 27 procedures).
The Public Security Forces play a core and pioneering role, performing well in combat missions, protecting national security, ensuring social order and safety, and state management of security and order. Ensuring traffic order and safety has achieved many important results, especially strictly handling violators of alcohol concentration when driving vehicles.
Resolutely fought and advised on the consistent, strict, humane and effective handling of corruption, waste and negativity cases and incidents; synchronously implemented political, ideological, organizational, administrative, economic and criminal measures; created positive effects and received consensus within the Party and support from the people.
The movement "All people protect national security" has implemented many effective models, especially proactively closely linking with social security work (actively pioneering the emulation movement "Join hands to eliminate temporary and dilapidated houses nationwide" with nearly 3,000 shelters), which has been highly appreciated by authorities at all levels and people; contributing to building a solid people's hearts.
The police force is a pioneer, exemplary, leading force in national digital transformation, building e-government, reforming administrative procedures; promoting the construction, connection, and exploitation of databases; especially Project 06 has been strongly implemented and achieved many positive results; thereby, creating motivation and inspiration for ministries, branches, and localities in administrative reform and promoting national digital transformation.
Along with that, effectively implementing the foreign policies of the Party and State, the foreign affairs of the People's Public Security Forces contribute to maintaining a peaceful, stable, cooperative and developing environment in the region and the world. Establishing the Peacekeeping Police Unit No. 1, participating in the United Nations peacekeeping activities, affirming the new development of the People's Public Security Forces. Applying science and technology in immigration management; gradually perfecting E-Visa contributes to implementing the policy of deep international integration and tourism development.
Party building and force building have received attention, enhancing the fighting capacity of Party organizations and Party members in the People's Public Security Forces. In particular, the People's Public Security Forces have been exemplary and pioneered in implementing Resolution 18-NQ/TW of the Central Committee on streamlining the apparatus, leaving many important experiences for other departments and agencies in the political system.
Focus on improving logistics and technical potential, contributing to the transformation of status, meeting the actual goal of advancing to modernity of the forces in the People's Public Security. Proactively and resolutely speed up the progress of key investment and construction projects; especially projects bearing the mark of celebrating the 80th anniversary of the People's Public Security Forces' tradition day and the founding of the country.
In addition, aspects of judicial support, execution of judgments, strategic research, theory and other aspects of the entire force have all had positive changes, meeting the requirements of political tasks and practical situations.
The Prime Minister emphasized that in the extremely difficult and dangerous cause of protecting national security and ensuring social order and safety, police officers and soldiers have fought bravely and are ready to sacrifice themselves for the peace of life and the happiness of the people. These noble examples have further enhanced the noble symbol of the People's Public Security soldier, and the heroic and glorious tradition of the heroic Vietnamese People's Public Security force - "Forgetting oneself for the country, serving the people".

Ensuring security and order is associated with expanding development space.
Pointing out some important lessons and suggesting a more in-depth, comprehensive, and combative analysis of limitations, shortcomings, and weaknesses, the Prime Minister said that 2025 is forecast to bring more difficulties and heavier tasks.
In 2025, we must strive to successfully achieve the national defense and security and socio-economic goals of the entire term; at the same time, we must reorganize the apparatus; successfully organize party congresses at all levels, towards the 14th National Party Congress; organize important national holidays (95th anniversary of the Party's founding, 80th anniversary of National Day, 135th anniversary of Uncle Ho's birthday, 50th anniversary of the Liberation of the South and National Reunification, 80th anniversary of the Traditional Day of the Vietnam People's Public Security, 20th anniversary of the National Day for National Security Protection); create momentum and breakthrough force to accelerate the country's double-digit growth.
Therefore, it is necessary to review the goals and targets for leadership, direction and implementation according to the motto that Party building is the key; economic development is the center; ensuring national defense and security is a regular and important task; not sacrificing social security, social progress and equity, sacrificing the environment to pursue mere growth.
The Prime Minister basically agreed with the proposed policies and solutions with the slogan of action being: "Being exemplary in accelerating the implementation of the Party's policies and the State's laws, building a truly clean, strong, disciplined, elite, and modern public security force."
Emphasizing and clarifying a number of key contents, the Prime Minister requested the Public Security Forces to further promote their pioneering and exemplary role in implementing and concretizing resolutions, directives and conclusions of the Party, National Assembly and Government; closely coordinate with ministries, sectors and localities, promote the combined strength in ensuring security and order; build a profound people's security, a comprehensive people's security posture and a solid people's hearts posture.
Firmly grasp and closely follow strategic locations at home and abroad, important subjects and partners to perform well the advisory role with the Party and State in all fields; contribute to maintaining political stability, serving economic development, ensuring social order and safety, expanding foreign relations, creating a peaceful, secure, and stable environment for development, absolutely not letting the Party and State be passively surprised about strategy.
In the context of the 2025 Party Congresses at all levels, the Public Security Forces need to synchronously deploy all aspects of work to absolutely protect the security and safety of the Congress organization. The Public Security Forces must take the lead, proactively fight, prevent and repel four dangers and challenges to the survival of our Party (the danger of falling further behind economically; the danger of deviating from socialism; corruption and social evils; the plots and actions of "peaceful evolution" by hostile forces).
Improve the effectiveness and efficiency of law making and enforcement in the fields of security and order, in the spirit of the Party's policy of closely combining security and order protection with socio-economic development, ensuring security and order must be associated with expanding development space. Both strengthen state management of security and order; and create favorable conditions for agencies, organizations, businesses and people; promote economic growth to serve development. In addition, actively build institutions related to trending issues, newly arising issues in state management of security and order.
Carry out regular tasks well: proactively fight and suppress all types of crimes, especially economic, corruption, drug and financial crimes; environmental crimes and violations of law; high-tech crimes, crimes related to waste of State resources, waste of time, loss of people's trust. Synchronously deploy solutions to ensure traffic safety, fire prevention, fire fighting and rescue with the goal of putting people's lives and health first and foremost. Strongly promote the "Movement for the whole people to protect national security" associated with effectively implementing the work of ensuring social security in remote, isolated, border and island areas.
Continue to play the role of "pioneer, model, leader" in developing science and technology, innovation and national digital transformation. Build digital infrastructure in the People's Public Security, attract talent in new fields.
Continue to be exemplary and take the lead in Party building and rectification, building clean, strong, and exemplary People's Public Security Party organizations with sufficient leadership capacity and fighting strength. Continue to effectively implement Resolution No. 12-NQ/TW of the Politburo and Resolution No. 18-NQ/TW of the Central Committee to innovate and reorganize the public security apparatus of units and localities to be lean, compact, strong, and operate effectively and efficiently.
Continue to promote the pioneering role in foreign affairs to maintain national security early and from afar; deploy security and intelligence cooperation dialogue mechanisms with important partners, contributing to enhancing political trust and expanding relations with other countries; at the same time, enhance Vietnam's contribution to maintaining peace and stability in the world.
Enhance financial, logistical and technical potential with the motto of "proactive, leading the way". Focus on mobilizing all resources, have breakthrough solutions to complete the goal of bringing some forces straight to modernity. Do a good job of managing and disbursing public investment capital, implementing key construction investment projects, especially the National Data Center project and Gia Binh airport (Bac Ninh).
Successfully organize Party congresses at all levels in the People's Public Security Forces. Well organize activities to celebrate the 80th anniversary of the Vietnam People's Public Security Forces' Traditional Day and the 20th anniversary of the National Day for National Security Protection; in which, focus on propaganda, political and ideological education, education about the glorious 80-year history of the Vietnam People's Public Security Forces; on this occasion, it is necessary to pay more attention and do better in the work of gratitude and emulation and rewards.
The Prime Minister stated that our Party and State entrust the heroic Public Security Forces with the mission of firmly protecting security and order with the spirit of "Only knowing that as long as the Party exists, we exist", "Forgetting oneself for the country, serving the people", "Honor is the most sacred and noble thing". Our people expect the Public Security Forces to continue to promote the glorious tradition of nearly 80 years; continue to be a model of solidarity; be exemplary and take the lead in implementing the Party and State's guidelines, lines and policies; and wholeheartedly serve the Fatherland and the people.
Affirming that the People's Public Security force must have high determination, great efforts, drastic actions, focus, key points, do each job properly, finish each job; the assignment of work must be clear (clear people, clear work, clear responsibility, clear time, clear results) and easy to remember, easy to inspect, supervise, easy to evaluate, the Prime Minister expressed his expectation and belief that the People's Public Security force in 2025 will have higher and more outstanding achievements than in 2024, make more achievements and outstanding achievements, contribute more, bring our country into a new era, an era of rising to prosperity, civilization, and prosperity, as General Secretary To Lam stated.
