Eliminate easy admission methods that do not guarantee input quality

In fact, in previous admission seasons, many admission methods did not ensure input quality. Experts believe that the Ministry of Education and Training needs to resolutely eliminate admission methods that do not ensure input quality and strange combinations in admission.

The Ministry of Education and Training has finalized the 2025 high school graduation exam plan with 4 subjects, including 2 compulsory subjects: Literature, Math and 2 elective subjects, 2 subjects less than the current high school graduation exam.

Therefore, the university admission plan from 2025 will also have many changes in accordance with the 2018 General Education Program. To prepare for the upcoming admission period, the Ministry of Education and Training has announced and solicited comments on the draft circular amending and supplementing a number of articles of the regulations on admission to university and college levels in preschool education, from now until January 22, 2025.

New points in the draft are receiving attention with many controversial opinions, notably the regulation that early admission quotas cannot exceed 20% of the quotas of each training industry and group of industries.

Universities say this regulation could make it difficult for schools to recruit students, and reduce candidates' chances of being admitted to university.

The Association of Vietnamese Universities and Colleges recommends that the Ministry of Education and Training should not intervene too deeply and control the quota ratio of the methods, because recruiting good students with good input quality is the responsibility of the heads of the schools.

Sharing the same view, Prof. Dr. Nguyen Dinh Duc, Chairman of the School Council - University of Technology, Vietnam National University, Hanoi, said that the Ministry of Education and Training should reconsider the scientific basis for proposing this rate because according to the Law, schools are autonomous in enrollment. The Ministry should only limit the easy enrollment methods, which do not properly assess the input quality, at all costs to "grab" students.

Resolutely eliminate strange combinations

In fact, university admissions in recent years have shown that high school graduation exam results are the method with the highest admission rate. The Ministry of Education and Training has asked universities to increase the quota for the graduation exam score method.

However, in recent admission seasons, universities have tended to reduce admission quotas based on high school graduation exam scores, causing candidates to worry.

Meanwhile, many other admission methods used by universities do not ensure input quality, leading to many students who do not meet the requirements of their major having to drop out of school, causing a waste of resources for students and society.

Even according to the assessment of the Association of Vietnamese Universities and Colleges, many universities have introduced many strange, non-traditional admission methods, not necessarily for career guidance but only for admission purposes.

The association also frankly assessed that university and college admissions are increasingly chaotic and ineffective, creating inequality in access to higher education for disadvantaged groups in society.

Faced with the above shortcomings, the Association of Vietnamese Universities and Colleges recommends that the Ministry of Education and Training should regulate the quality assessment of university admission methods based on students' learning outcomes during the training process and output standards according to admission methods to control quality.

“The Ministry of Education and Training needs to eliminate admission methods that do not ensure input quality for the training major, and at the same time require higher education institutions to explain the selection of subject combinations and competency assessment tests of separate exams used for admission, ensuring basic competency input standards for successful study at university level. At the same time, it is necessary to regulate reasonable admission combinations and resolutely eliminate strange combinations,” the Association of Vietnamese Universities and Colleges stated.

The Association of Vietnamese Universities and Colleges also recommended that the Ministry of Education and Training clarify the concept of "early admission" or change the concept to suit the nature of admission activities because most of these candidates have not graduated from high school in the school year when they participate in the admission process.

This candidate only meets the sufficient condition of reaching the threshold of ensuring the quality of the university's entrance exam, but does not meet the necessary condition of university admission, which is graduating from high school. Clarifying this concept will avoid confusion for candidates, society and universities.
