On the morning of December 14, confirming with VietNamNet reporter, the leader of Hai An district (Hai Phong city) said: Local police are investigating to clarify the cause of the explosion at a resident's house in Trang Cat ward, which injured one young man and he died in the hospital.
Specifically, at around 4:00 p.m. on December 13, a loud explosion occurred at a house located on Tan Vu Street, Trang Cat Ward. After the explosion, part of the corrugated iron roof was blown off, and the furniture inside was broken.
Locals arrived at the scene and found Pham Manh C. with serious injuries to his face and hands and later died, next to many pieces of paper and firecrackers.
Previously, on December 8, Kim Son District Police (Ninh Binh Province) announced that they had detained Nguyen Van Linh (born in 1996, residing in Kim Son District, Ninh Binh) for investigation, after the explosion that killed two people on the afternoon of December 7.
According to Kim Son District Police, the initial cause of the explosion was that Linh hired someone to illegally manufacture fireworks.
Police determined that on December 7, Linh ordered fireworks on social media and brought them home. Linh then hired Ms. MTX (born in 1993) and Ms. LTG (born in 1995), both residing in Kim Son District (Ninh Binh), to come to his house to package fireworks for Linh to sell.
At around 5 p.m. the same day, an explosion occurred, killing Ms. X. and Ms. G. on the spot and injuring a child. Immediately after the incident, Nguyen Van Linh went to the Kim Son District Police to report.
Earlier, on December 3, people in Dong Coc commune (Luc Ngan district, Bac Giang province) heard a very loud explosion. Many people rushed to the scene and saw that a family's kitchen was devastated, the roof had collapsed, and there were holes everywhere.
At the scene of the explosion, people found a young man lying motionless and bleeding profusely. The initial cause was determined to be that the young man (born in 2007) learned how to make fireworks online and then bought the materials to make them.
Previously, an explosion caused by homemade fireworks that killed and injured two people also occurred in Hai Phong City on December 1. Accordingly, the deceased victim was NVĐ. (born in 1994, residing in Vinh Bao district, Hai Phong), and Mr. TQH (born in 1990) was seriously injured. At the time of the incident, Mr. TQH went to Mr. NVĐ's house to make fireworks, and while doing so, the accident occurred.
Prohibition of manufacturing and selling of fireworks
The Ministry of Public Security recommends that people need to raise awareness and ensure safety in managing and using fireworks in accordance with the law.
Accordingly, on November 27, 2020, the Government issued Decree No. 137/2020/ND-CP on the management and use of fireworks, effective from January 11, 2021. This Decree clearly distinguishes between firecrackers, explosive fireworks and fireworks. At the same time, it stipulates cases and subjects of criminal or administrative handling according to regulations.
Fireworks (including firecrackers and fireworks) are fireworks containing explosive powder that cause an explosion when used. Research, manufacture, production, sale, export, import, storage, transportation, use, or appropriation of these types of fireworks are strictly prohibited. Except for organizations and enterprises under the Ministry of National Defense assigned by the Prime Minister according to regulations.
Fireworks are products containing pyrotechnics, when used "burned" to produce sound, light, and color effects in space and do not cause noise. For this type of firework, agencies, organizations, and individuals with full civil capacity can purchase this type of firework from organizations and enterprises licensed to produce and trade fireworks (under the Ministry of National Defense) for use in the following cases: Festivals, New Year, birthdays, weddings, conferences, openings, anniversaries, and in cultural and artistic activities...
