On the morning of June 9, at the headquarters of the Ministry of National Defense, the first meeting of the Steering Committee for the Proposal to Draft the Law on Participation in United Nations Peacekeeping Forces (UNPFA) took place. Senior Lieutenant General Hoang Xuan Chien, member of the Party Central Committee, Deputy Minister of National Defense, Head of the Inter-sectoral Working Group, Head of the Ministry of National Defense's Steering Committee for Participation in UNPFA, Head of the Steering Committee for the Proposal to Draft the Law on Participation in UNPFA, chaired the meeting.
Attending the meeting were representatives of the National Assembly's Committee on National Defense and Security, the Government Office, the National Assembly Office, the Ministry of Foreign Affairs, the Ministry of Justice, the Ministry of Finance, and functional agencies of the Ministry of National Defense. At the meeting, delegates listened to Major General Nguyen Van Chinh, Deputy Chief of the Central Military Commission Office, the Ministry of National Defense Office, announce the decision of the Minister of National Defense on the establishment of a Steering Committee to propose the development of the Law on participation in UN peacekeeping forces (referred to as the Steering Committee); Colonel Pham Manh Thang, Director of the Vietnam Peacekeeping Department - the standing agency of the Steering Committee, presented a draft summary report summarizing the implementation of the law on participation in UN peacekeeping activities and a report on the preparation of the dossier to propose the development of the Law on participation in UN peacekeeping forces.

In recent times, participation in UN peacekeeping activities has been basically implemented synchronously and effectively, achieving many important results, being recognized and highly appreciated by the leaders of the Party, State and Government, creating a positive effect on Vietnam's responsibility towards the international community and the United Nations. The system of legal documents on participation in UN peacekeeping activities has been built relatively completely. Resolution No. 130/2020/QH14 of the National Assembly on participation in UN peacekeeping forces is consistent and synchronous with the 2013 Constitution, the 2018 Law on National Defense and the 2018 Law on People's Public Security. Vietnam's forces participating in UN peacekeeping activities have focused on creating resources, building forces, improving capacity, and being trained and prepared carefully according to the contents and regulations of the United Nations. Propaganda, dissemination and legal education on participation in UN peacekeeping activities have received attention, investment and promotion in the mass media.
At the meeting, delegates contributed their opinions on the proposal to develop a Law on Participation in the UN Peacekeeping Force. Senior Lieutenant General Hoang Xuan Chien expressed his gratitude and shared the opinions of the delegates; at the same time, he praised the Vietnam Peacekeeping Department and relevant agencies and units for their proactive and active preparation for the meeting. Senior Lieutenant General Hoang Xuan Chien emphasized the political determination to develop a Law on Participation in the UN Peacekeeping Force, thereby continuing to demonstrate that Vietnam is a responsible member of the UN.
Senior Lieutenant General Hoang Xuan Chien requested the Vietnam Department of Peacekeeping Operations to coordinate with relevant agencies and units to fully absorb the opinions of the delegates, promptly revise and complete the draft report summarizing the implementation of the law on participation in UN peacekeeping operations, and send it to relevant ministries and branches for comments; emphasizing that this report is an important content in the dossier proposing the development of the Law on participation in UN peacekeeping operations. Senior Lieutenant General Hoang Xuan Chien requested to do a good job of preparing for the conference summarizing the implementation of the law on participation in UN peacekeeping operations scheduled to be held in the near future; at the same time, deploying the work of building the dossier proposing the development of the Law on participation in UN peacekeeping operations to ensure quality, on schedule, and meeting the set requirements.
