Lao Cai reports to the Prime Minister the case of 'cutting meals for boarding students'

According to information from the Lao Cai Provincial People's Committee, Ms. Giang Thi Dung, Vice Chairwoman of the Lao Cai Provincial People's Committee, signed a report to the Prime Minister on the incident of the boarding meals of students at Hoang Thu Pho 1 Primary Boarding School for Ethnic Minorities not meeting quality standards and showing signs of being cut.

According to the report of Lao Cai Provincial People's Committee, immediately after the program Chuyen Dong 24h broadcast on VTV1 channel on December 16 reported on the Abnormality of boarding meals in the highlands reflecting the situation of meals for students at Hoang Thu Pho 1 Primary Boarding School for Ethnic Minorities not ensuring the quantity according to the prescribed quota, the food was of poor quality, Lao Cai Provincial People's Committee directed the People's Committee of Bac Ha District to urgently clarify.

According to the report of the People's Committee of Bac Ha District, the preliminary inspection and verification results show that the information about signs of cutting meals for boarding students is well-founded. Hoang Thu Pho 1 Primary Boarding School for Ethnic Minorities does not have a list of payment for leftover meals for students. The process of purchasing and delivering food is not carried out in accordance with the prescribed order. The actual quantity of food delivered and the actual payment amount is different.

In addition, the inspection team also confirmed that information about parents not receiving leftover food money from students has a basis; through verifying accounting documents, this amount is currently in the fund and has not been paid.

However, Lao Cai Provincial People's Committee said that in this case, due to some contents that need to be verified involving many people, at different times and having complex content, Bac Ha District People's Committee has transferred the above information to the police agency for further investigation and verification.

In the report sent to the Prime Minister, the representative of Lao Cai province affirmed that the locality will strictly handle individuals and units that violate the law. When the police investigation results are available, the locality will report to the relevant authorities, the press and clearly inform the people.

In this case, the Lao Cai Provincial Party Committee, People's Committee, and Department of Education and Training will continue to issue directive documents to promptly investigate, verify, clarify, and strictly handle groups and individuals who violate legal regulations, violate teachers' ethics, cause public discontent, and affect the reputation of the education sector as well as the locality...

Lao Cai Provincial People's Committee also affirmed that this incident shows that it is necessary to further strengthen state management of education at all levels, especially at the grassroots level; strengthen inspection and supervision of the implementation of regulations on support policies of the Government and localities; publicly disclose and make transparent finance, assets, equipment, and daily meals of boarding and semi-boarding students.

Previously, on December 21, the People's Committee of Bac Ha District received a resignation letter from Mr. Tran Ngoc Ha, Principal of Hoang Thu Pho 1 Primary Boarding School for Ethnic Minorities. In the resignation letter, Mr. Ha stated that he took personal responsibility for his leadership and direction, leading to negative public opinion in society.
