Quang Tri leaders direct to "remove" difficulties in the Social Housing category in the 440 billion VND urban area project
Quang Tri provincial leaders assigned departments and branches to promptly determine land rental prices for infrastructure for the Social Housing project in Nam Dong Ha Commercial and Service Urban Area to speed up the issuance of land use right certificates to investors.
Acting Chairman of Quang Tri Provincial People's Committee Ha Sy Dong and local departments and agencies have just inspected the implementation of the Nam Dong Ha Commercial - Service Urban Area project and the Social Housing project.
The Nam Dong Ha Commercial and Service Urban Area Project was approved for investment in 2021 by the Quang Tri Provincial People's Committee. The project has a total investment of nearly 440 billion VND, Vincom Retail Operation Company Limited is the winning bidder for land use rights to implement the project.
The project scale is 13.69 hectares, including the following works: Low-rise housing areas; urban technical infrastructure; green parks; commercial centers and urban social service works ensuring full provision of utilities for residents in the urban area.

Up to now, the Nam Dong Ha Commercial - Service Urban Area project has put into operation the commercial center and Shophouses and residents have come to live and do business. However, during the project implementation, the investor still encountered some difficulties in legal procedures related to the adjustment of the detailed local planning of the CX-03 and DV-01 land plots to serve as the basis for applying for a construction permit for the 4-season swimming pool area.
For the Social Housing category, construction has been completed and the infrastructure outside the house is being completed. It is expected that the price proposal will be proposed in January 2025 and the sale will be opened in March 2025. However, up to this point, the investor has not yet been granted a land use right certificate because there has not been a decision approving the infrastructure rental price.
Representatives of Vincom Retail Operation Company Limited also reported on the progress of procedures related to the application for a permit to build sidewalks and left lanes at km1+121 0 km1+437, National Highway 9, the southern bypass of Quang Tri province; proposed to be assigned to manage, care for, and operate the green park project and requested relevant departments and branches to support investors in implementing walking streets (night markets) on some streets within the Vincom Shophouse area before the Lunar New Year of At Ty in 2025.
During the field inspection, regarding the investor's proposals and recommendations related to procedures, mechanisms and policies, Chairman of the Provincial People's Committee Ha Sy Dong assigned the People's Committee of Dong Ha City to preside over and coordinate with relevant departments and branches to study and develop a decision to adjust the detailed planning of the CX-03 and DV-01 land plots to support the project in completing all items according to the plan.
Assign the Department of Natural Resources and Environment and the Department of Finance to review, research, and determine land rental prices for infrastructure for the Social Housing project and submit them to the Provincial People's Committee for consideration and decision to support the acceleration of the process of granting land use right certificates to investors.
Acting Chairman Ha Sy Dong also assigned the Department of Culture, Sports and Tourism; Department of Planning and Investment to coordinate with the People's Committee of Dong Ha City and investors to urgently develop a plan and determine the location within the Vincom Shophouse area to soon form a walking street (night market), in order to create more destinations for entertainment, recreation and shopping at night to both meet the needs of the people and contribute to retaining tourists, promoting the development of trade, services and tourism in Dong Ha City in particular and the province in general.
