Planning is still "hanging"
Two contrasting images took place in the planning area of Da Nang University Village. In Hoa Quy (Da Nang), the ground was littered with soil, rocks, and debris from the demolished houses. People received compensation and prepared to move to a new place.
As for Dien Ngoc (Quang Nam), there is no sign of any relocation. Dien Ban town government cannot invest in building long-term civil works.
More than a few thousand households in Cau Ha, Tu Cau, and Ngoc Vinh in the project area cannot plan production or make long-term investments. They cannot divide their land plots or give it to their children, cannot sell, buy, mortgage, or pledge it... They live miserably on their own land because it is "planned land".
Some people could not stand being “stuck” in the planning area and left their hometown, leaving behind abandoned houses on the sand. Those who stayed behind lived in dilapidated houses, crowded together, with no plans for the future...
Mr. Le Tai (a resident of Cau Ha) was hired to demolish a house in Hoa Quy. He said that from his youth to his old age, he has not seen any change. Young people have to “drift” to other places to live and find a way to make a living. No one knows when this “suspended” planning will be removed!
The issue of Da Nang University Village being "suspended" for a quarter of a century has been a hot topic on forums and public opinion.
After monitoring planning in Quang Nam, Mr. Vuong Quoc Thang - Member of the National Assembly's Committee for Science, Technology and Environment, National Assembly delegate of Quang Nam province said, "a hundred flowers blooming" in terms of quantity and type of planning, leading to suspended planning will be a danger affecting the stability of households living in this area. We must take into account the interests of the people. We cannot make them wait in vain!
Mr. Nguyen Xuan Ha - Vice Chairman of Dien Ban Town People's Committee said that the town has requested the investor to transfer money. The locality committed to clearing and handing over the land when investing.
More than 25 years have passed, we cannot wait any longer, we cannot let people live in misery forever without any solution. However, the investor (Ministry of Education and Training) said they were having financial difficulties. They said they would report to the Prime Minister, but we have waited for a long time and still have not seen an answer.
Quang Nam authorities have proposed to the Prime Minister to remove difficulties in planning the Da Nang University Village. The Prime Minister's conclusion (Notice No. 135/TB-VPCP dated May 6, 2022) requires the Department of Planning and Investment to preside over and coordinate with the Ministry of Education and Training, the People's Committee of Da Nang City, the People's Committee of Quang Nam Province and relevant agencies to organize a working group to directly review and comprehensively assess the current situation, difficulties and problems of the university village, propose solutions, and report to the Prime Minister in April 2022.
Many working sessions of central ministries and branches took place afterwards. However, after nearly 2 years, the suspended Da Nang University Village project has only stopped at the stage of summarizing recommendations. The latest information in September 2023, Da Nang University has called for help regarding the university village project to the Ministry of Education and Training, but there has been no final answer yet.
Wait until when?
Mr. Tran Uc - Chairman of Dien Ban Town People's Committee said that a few months ago, the Ministry of Education and Training sent an official dispatch to the Ministry of Planning and Investment requesting to find capital to develop 50 hectares of the core area with the least land clearance to build functional areas and accommodation for staff and employees of the university village. However, there has been no movement on the construction and investment of the university village in Quang Nam.
The Party Committee of the Provincial People's Committee asked for the opinion of the Standing Committee of the Provincial Party Committee (and agreed), proposing to adjust the 1/2000 planning (approved by the Prime Minister, Decision No. 986 dated July 9, 2020), reducing the area of Da Nang University Village in Dien Ngoc ward to about 50 hectares (a convenient area for site clearance), investing from now until 2030. The remaining area (140 hectares) will be transferred to invest in Dien Tien, Dien Ban (adjacent to Hoa Tien commune, Hoa Vang, Da Nang).
Quang Nam authorities have proposed that the Prime Minister agree to assign the Ministry of Education and Training to work with the locality to review the 1/2000 planning of Da Nang University Village.
Determine the feasibility of the scope of investment potential on Quang Nam land, from now until 2030. This is the basis for proposing to the Prime Minister to adjust the boundary area and appropriate functional areas, re-approve at the end of 2024 and supplement the budget for complete implementation according to the approved detailed plan from 2025 to 2030. The adjusted and reduced area is supplemented and implemented in Dien Tien commune.
Adjustment of the general planning of Dien Ban town for the period up to 2030 and 2045 announced in April 2023 no longer has fragmented planning (university village is one of this type).
The Quang Nam master plan announced in March 2024 agreed that Dien Tien area has space to develop universities, which is reasonable. This area is located in a highland area, not flooded, and conveniently connected to Da Nang via the northern beltway system of Quang Nam and Da Nang.
Mr. Tran Uc said that Dien Tien area has all the elements to form a university in the future, in accordance with the general planning of Dien Ban town, and can be implemented.
As for the clearance related to Dien Ngoc area, it will not be feasible. Dien Ban town has prepared all the contents and documents for the provincial leaders to work with the Ministry of Education and Training when requested.
The proposal of Quang Nam authorities to adjust and reduce the planning area of Da Nang University Village in Hoa Quy - Dien Ngoc area has not yet been approved by the Prime Minister. The "suspended" University Village project is unknown when it will be removed?
The plan to clear 190 hectares of land planned for the Quang Nam side of the Da Nang University Village is impossible. According to the review of Quang Nam, the area that needs to be cleared is 170.28/190 hectares, related to 1,845 households. Of which, 1,375 households will have their residential land affected, requiring 3,155 resettlement plots on an area of more than 100 hectares.
According to Quang Nam’s calculations, the cost of building the resettlement area (estimated according to the investment rate of the Ministry of Construction) and compensation and site clearance for this area will need nearly 4,000 billion VND. This source of funding is very difficult to obtain at the present stage.
