Expectations from the Sustainable Development Project of 1 million hectares of high-quality and low-emission rice cultivation

DTO - With key orientations and plans, in recent times, the Mekong Delta (MD) has actively participated in implementing the Project "Sustainable development of 1 million hectares of high-quality and low-emission rice cultivation associated with green growth in the MD by 2030" (referred to as the Project). As one of the participating localities, Dong Thap implemented the Project with the expectation of increasing the added value of rice, increasing investment attraction, and creating value for the people and the agricultural sector of the province.


Farmers apply mechanization in sowing and planting according to the high-quality rice cultivation model, reducing emissions.

Towards sustainable production

According to the Ministry of Agriculture and Rural Development, the Mekong Delta has more than 2.5 million hectares of land for agricultural production. The region's rice output in recent years has been stable at 24-25 million tons, accounting for over 55% of the country's rice production and over 90% of the country's rice export output, creating jobs and income for millions of agricultural households in the region.

With such potential, the implementation of the Project is of particular importance in orienting the transformation of sustainable rice cultivation methods in the Mekong Delta and forming and developing large-scale, stable and long-term concentrated raw material areas, ensuring sustainable and effective cultivation quality. The Project sets a target of reducing input costs by 30%, contributing to reducing rice production costs for farming households by about VND 9,500 billion; increasing the profit margin of rice growers by 50%; contributing to reducing greenhouse gas emissions by 10%.

In addition, the Project is associated with reorganizing the production system according to the value chain, applying sustainable farming processes to increase value and sustainably develop the rice industry. At the same time, it improves production and business efficiency, income and life of rice growers, protects the environment, adapts to climate change and reduces greenhouse gas emissions, contributing to the implementation of Vietnam's commitments to the international community. During the implementation of the Project, new policies, in line with global trends, are piloted such as: paying carbon credits based on results for 1 million hectares of high-quality and low-emission rice associated with green growth and circular production; exploiting multiple values ​​in rice production with investment or credit policies and mechanisms with the aim of attracting businesses in the field of rice production and processing...

Be proactive in implementing the project

In the past time, the province has implemented a model of the Project at Thang Loi Agricultural Service Cooperative (Thap Muoi district), in which it strictly ensures the standards and criteria of the Project on infrastructure, cultivation process, production and consumption linkage, and emission reduction. The area participating in the pilot model of the Project at Thang Loi Agricultural Service Cooperative in the first crop is 50 hectares of adjacent rice of 24 households, starting from the autumn-winter crop of 2024 and lasting for 3 consecutive crops. When participating, farmers keep a production diary, fully participate in training sessions, comply with the guidance process and especially are not allowed to burn straw in the fields...

Mr. Nguyen Van Hung - Director of Thang Loi Agricultural Service Cooperative, said: "Implementing the Project, the Cooperative has applied 100% mechanization to all stages in the fields, reducing labor; farmers have reduced fertilizers and pesticides of chemical origin. In the coming time, after completing the pilot, the Cooperative will continue to mobilize members to produce rice according to the process and standards of the Project for all areas in the Cooperative with more than 440 hectares...".

Mr. Le Van Chan - Deputy Head of the Provincial Department of Crop Production and Treasures, said: "Dong Thap is implementing the Project in a number of localities with large rice-growing areas such as: Hong Ngu, Tan Hong, Cao Lanh, Tam Nong, Thanh Binh, Thap Muoi districts and Hong Ngu city. In particular, the goal is to have about 20,000 hectares of rice participating in the Project by the end of 2024, by 2025 the area will be expanded to 50,000 hectares and by 2030, 161,000 hectares of high-quality, low-emission rice...".

Mr. Le Duc Thinh - Director of the Department of Economic Cooperation and Rural Development, Ministry of Agriculture and Rural Development said that the implementation of the Project aims to form a specialized area for high-quality and low-emission rice cultivation associated with reorganizing the production system according to the value chain, applying sustainable farming processes. Thereby, reducing production costs, increasing value, sustainable development of the rice industry, improving production and business efficiency, income and life of rice growers, protecting the environment, adapting to climate change and reducing greenhouse gas emissions.

According to Mr. Tran Thanh Nam - Deputy Minister of Agriculture and Rural Development, in the coming time, the People's Committees of the Mekong Delta provinces will, based on the criteria of specialized areas, identify areas that meet the criteria, register and develop plans to implement the Project for 2024 and for each stage; consolidate and complete the organization and allocation of funds to complete the initial conditions for implementing the Project in 2024 and the following years. Localities will consolidate the infrastructure system for rice areas participating in the Project, especially irrigation infrastructure; issue local mechanisms and policies to attract investment from enterprises; support and develop cooperatives, train human resources to manage cooperatives, upgrade infrastructure to participate in the sustainable rice production value chain...
