Attending the meeting were comrades: Trinh Viet Hung, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee; Pham Hoang Son, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Huy Dung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Provincial Party Committee Standing Committee; leaders of the Provincial People's Council - People's Committee - Fatherland Front Committee; relevant departments, branches, localities, units and 63 delegates of the Provincial People's Council.

At the meeting, delegates listened to reports and proposals on the following contents: Draft Resolution on the establishment and reorganization of specialized agencies under the People's Committee of Thai Nguyen province; Draft Resolution on adjusting the allocation of administrative civil servant and career staff in 2025 of Thai Nguyen province; Verification report of the Legal Committee of the Provincial People's Council.
After listening and discussing the reports in the Hall, the delegates passed the Resolution on the establishment and reorganization of specialized agencies under the People's Committee of Thai Nguyen province; Resolution on adjusting the allocation of administrative civil servant and career staff in 2025 of Thai Nguyen province.
Comrade Dang Xuan Truong, Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee presented the Proposals of the Provincial People's Committee.
The meeting also announced decisions on the organizational structure of the specialized agencies of the Provincial People's Committee. Accordingly, the Department of Planning and Investment and the Department of Finance were merged into the Department of Finance; the Department of Transport and the Department of Construction were merged into the Department of Construction; the Department of Science and Technology and the Department of Information and Communications were merged into the Department of Science and Technology; the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment were merged into the Department of Agriculture and Environment; the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs were merged into the Department of Home Affairs; the Department of Foreign Affairs was merged into the Provincial People's Committee Office; the Department of Ethnic Minorities and Religions was established on the basis of the Provincial Ethnic Minorities Committee receiving additional functions, tasks, and organizational structure for state management of religion from the Department of Home Affairs. Thus, after the arrangement, the Thai Nguyen Provincial People's Committee has 13 specialized agencies.
Delegates vote to pass the Resolution
In addition, the Provincial People's Council also passed a resolution on confirming the election results of the Head of the Legal Committee of the Provincial People's Council, term XIV, 2021 - 2026 for Mr. Ngo The Hoan, Chairman of the Farmers' Association of Thai Nguyen province; Resolution on confirming the results of the dismissal of members of the Provincial People's Committee for the term 2021 - 2026 from February 19, 2025 and March 1, 2025 for 7 men and women:
1. Mr. Phan Duc Cuong, Head of the Provincial Ethnic Minorities Committee, has been assigned other work by the competent authority;
2. Mr. Ha Van Duong, Director of the Department of Planning and Investment, has been assigned other work by the competent authority;
3. Mr. Do Xuan Hoa, Director of the Department of Information and Communications, has been assigned other work by the competent authority;
4. Ms. Nguyen Thi Quynh Huong, Director of the Department of Labor - Invalids and Social Affairs, has been decided by the competent authority to retire;
5. Mr. Hoang Duc Khanh, Director of the Department of Construction, has been decided by the competent authority to retire;
6. Mr. Nguyen Minh Quang, former Director of the Department of Finance, has been assigned other work by the competent authority;
7. Mr. Pham Van Sy, Director of the Department of Agriculture and Rural Development, has been assigned other work by the competent authority.
The Standing Committee of the Provincial Party Committee presented flowers to congratulate the Head of the Legal Committee of the Provincial People's Council and said goodbye to the dismissed members of the Thai Nguyen Provincial People's Committee.

Speaking at the meeting, Chairman of the Provincial People's Council Pham Hoang Son requested the agencies of the Provincial People's Council, the Provincial People's Committee, departments, branches and localities to continue to closely follow the resolutions and conclusions of the Central Committee, the National Assembly, the Government and the Provincial Party Committee to complete the reorganization of the internal apparatus of agencies and units in the province. In addition, it is necessary to do a good job of political and ideological work, promptly resolve the regimes and policies for cadres, civil servants, public employees, workers and other subjects, ensuring the good performance of assigned tasks; focus on training and fostering to improve the quality of human resources and the moral qualities of cadres and civil servants to meet the requirements after the reorganization and streamlining of the organization and apparatus. At the same time, review and arrange headquarters, finance, assets, equipment and necessary conditions to ensure savings, efficiency and avoid waste.
