The Provincial People's Council listened to the Provincial People's Committee report on the results of handling voters' opinions and recommendations at the 6th Session; listened to the summary report of voters' opinions and recommendations sent to the 7th Session, thematic supervision reports of the Standing Committee and the Provincial People's Council committees; and at the same time questioned leaders of the following sectors: Natural Resources and Environment, Management Board of Economic Zones and Industrial Parks of the province, Agriculture and Rural Development, Industry and Trade, Education and Training.

Questioning and answering activities at this session continue to be innovated, ensuring democracy, publicity, transparency, focusing on issues of concern to the majority of voters and people.

Also at the meeting, the Provincial People's Council conducted a vote of confidence for 26 people holding positions elected by the Provincial People's Council. The vote of confidence was carefully and thoroughly prepared and strictly implemented in accordance with the procedures and regulations of the Party and the State's laws, ensuring democracy, transparency, impartiality and objectivity. The results of the vote of confidence were publicly and widely announced and received the consensus and high appreciation of voters and people in the province.

On behalf of the Provincial People's Committee, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee respectfully thanked and seriously accepted the direction of the Provincial Party Committee Secretary and the Standing Committee of the Provincial People's Council; accepted the reports of the Provincial People's Council committees, the opinions of the Provincial People's Council delegates, invited delegates, recommendations and reflections of voters sent to the session; at the same time reported and clarified a number of issues that the Provincial People's Council, voters and people in the province were interested in; emphasized the outstanding results in the province's socio-economic development in 2023.

To successfully implement the goals and tasks of 2024, he requested the heads of departments, branches, and chairmen of the People's Committees of districts and cities to thoroughly and seriously implement the tasks and solutions according to the resolutions and directions of the Government, the Prime Minister, the ministries, branches, and central agencies, the Provincial Party Committee, and the Provincial People's Council on socio-economic development in 2024, especially the conclusions at the mid-term review conference of the Provincial Party Committee and the conclusions at the conference of the Provincial Party Committee on the results of implementing political tasks in 2023, the goals, tasks, and main solutions in 2024, and the guiding speech of the Provincial Party Committee Secretary. Based on the socio-economic development targets approved by the Provincial People's Council, departments, branches, units and localities proactively develop programs and work plans for 2024 to ensure that they are consistent with the targets and tasks of the province, with a specific implementation roadmap, ensuring feasibility and closeness to the practical situation. The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested each department, branch, and locality to review and evaluate the entire field under their management, continue to research, develop and promulgate new mechanisms and policies, creating momentum for the province's socio-economic development to implement the breakthrough of the Resolution of the 20th Provincial Party Congress. In particular, continue to strongly and synchronously implement solutions to restructure and develop the agricultural sector towards increasing added value and sustainable development. Promote the construction of new rural areas, attach importance to the construction of advanced new rural areas and model new rural areas. Pay attention to directing the resolution of issues raised by voters and people in the fields of agriculture and farmers. Direct the improvement of state management capacity in all fields, focusing on overcoming shortcomings and limitations in the management of waste collection, resource exploitation, rural clean water supply and state management of land, environment, investment and construction. Continue to focus on building and comprehensively developing Thai Binh Economic Zone to become a key point and driving force for economic development of the province, while accelerating the construction progress of key works and projects. Strengthen management, improve the quality of preparation and appraisal of construction planning projects, urban development, residential housing and management of construction quality and construction materials. Promote the development of trade and services in a civilized and modern direction; focus on developing tourism associated with promoting traditional cultural values, developing sustainable eco-tourism. Synchronously implement solutions, promptly remove barriers, difficulties and obstacles to accelerate the implementation progress, disbursement of public investment capital plans, strive to disburse all assigned public investment capital, contributing to completing the growth target at the highest level. Resolutely implement budget collection measures for the last month of 2023 and 2024, strive to complete and exceed the set budget collection tasks. Continue to improve the quality of cultural and social activities, ensure social security. Strengthen administrative reform, improve the effectiveness and efficiency of state management in all fields, promote digital transformation. Decentralize and delegate power associated with the responsibility of heads of agencies and units. Strengthen inspection, examination, and prevention of corruption, waste, and negativity in the entire political system, especially in fields and departments related to investment and investment attraction in the area. Improve the effectiveness of citizen reception, complaint and denunciation settlement; strictly implement the responsibility of the head to receive citizens. At the meeting, the Provincial People's Council democratically discussed and unanimously passed 19 important resolutions on socio-economic issues and activities of the Provincial People's Council.

4. Resolution approving the state budget revenue estimates in the area and the local budget revenue and expenditure estimates for 2024.

5. Resolution approving the plan for allocating public investment capital in 2024 of Thai Binh province.

6. Resolution promulgating regulations on a number of specific expenditure contents and levels for Preventive Medicine - Population work in Thai Binh province.

7.
