7th Session: National Assembly discusses draft laws and resolutions submitted to the Session

On the morning of June 25, continuing the program of the 7th Session of the 15th National Assembly, under the chairmanship of National Assembly Chairman Tran Thanh Man, the National Assembly worked in the hall.

In the morning, the National Assembly voted to pass the Resolution approving the document of accession of the United Kingdom of Great Britain and Northern Ireland to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP); and discussed in the hall the draft Law on Notarization (amended).

Moderating the discussion, Vice Chairman of the National Assembly Nguyen Khac Dinh said that the draft Law on Notarization (amended) had been discussed by National Assembly deputies in groups and had 106 opinions from National Assembly deputies participating in the discussion. Immediately after the group discussion session, the Secretary General of the National Assembly had fully summarized the opinions discussed in groups and had a summary report sent to National Assembly deputies. The drafting agency had closely coordinated with the reviewing agency to organize research to explain the discussions in groups and had a report sent to National Assembly deputies.

At the discussion session in the hall, Vice Chairman of the National Assembly Nguyen Khac Dinh suggested that National Assembly deputies focus on discussing some major contents of the draft Law with different opinions and 8 specific groups of contents mentioned in the verification report along with other issues that National Assembly deputies are interested in.

Through the discussion, there were 28 opinions expressed, including 4 debated opinions; the majority of opinions of National Assembly deputies expressed high consensus on the necessity of comprehensively amending the Law on Notarization to promptly institutionalize the Party's guidelines and policies, the State's policies and laws on notarization activities; perfecting legal provisions on notarization, overcoming limitations, obstacles, and incompatibility with reality; ensuring consistency and synchronization with newly amended, supplemented or newly issued laws related to notarization activities and creating conditions for the development of notarization activities in the direction of socialization, stability, sustainability, and conformity with international practices.

In addition, delegates contributed many specific, frank, enthusiastic, practical opinions and proposed many amendments to specific contents such as: On prohibited acts; on training, internship in notary practice, appointment of notaries; on organization and operation of notary practice organizations; authority to notarize real estate transactions; procedures for notarizing transactions; on notarization database; activities of social-professional organizations of notaries;...

In the afternoon, the National Assembly worked in the hall to listen to the Government's report and the verification report on the contents of salary reform; adjustment of pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits from July 1, 2024; the submission and verification report on the plan to extend debt repayment for refinancing loans according to Resolution No. 135/2020/QH14 dated November 17, 2020 of the National Assembly.

Next, the National Assembly deputies discussed in groups the contents of salary reform; adjustment of pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits from July 1, 2024; debt repayment extension plan for refinancing loans according to Resolution No. 135/2020/QH14 dated November 17, 2020 of the National Assembly.

Participating in the discussion at group 10 were delegations of National Assembly deputies from Thai Binh, Tien Giang and Bac Lieu provinces. Comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly delegation of Thai Binh province, and National Assembly deputies of Thai Binh province attended the meeting.

Participating in the discussion, the delegates basically agreed with the necessity of extending the repayment period for the refinancing loan according to Resolution No. 135/2020/QH14 dated November 17, 2020 of the National Assembly on the 10th Session, 14th National Assembly and agreed with the content proposed by the Government to be included in a clause in Article 1 of the draft Resolution of the 7th Session, 15th National Assembly.

Regarding the contents of salary reform; adjustment of pensions, social insurance benefits, preferential benefits for meritorious people and social benefits from July 1, 2024, National Assembly deputies unanimously assessed that, in the past time, the Government has made efforts to institutionalize Resolution No. 27-NQ/TW dated May 21, 2018 of the 7th Conference of the 12th Party Central Committee on reforming salary policies for cadres, civil servants, public employees, armed forces and employees in enterprises and related Party resolutions.

However, based on the difficulties and shortcomings identified in fully and synchronously implementing the contents of public sector salary reform according to Resolution No. 27-NQ/TW, delegates agreed with the view that it is necessary to implement salary reform and related policies according to a suitable roadmap, step by step, cautiously, firmly, ensuring feasibility, efficiency, and conformity with the payment capacity of the state budget and other contents stated in the Government's report.

At the same time, opinions suggested that the Government continue to conduct comprehensive research, propose to competent authorities for policies to perfect salary tables, allowance regimes, salary increase regimes, bonus regimes, implementation resources, salary and income management mechanisms to ensure that salary policy reform is truly a driving force to promote socio-economic development. The Government needs to strengthen communication work so that meritorious people, pensioners, cadres, civil servants, public employees, workers and people understand the policy correctly and create social consensus when organizing implementation.
