With the spirit of urgent, scientific and effective work, the 22nd Session (thematic session in 2024) of the 14th Provincial People's Council was a great success. The 11 resolutions unanimously passed by the Provincial People's Council delegates are all urgent issues, directly serving the leadership, direction and management of socio-economic development in 2024 and the following years of Quang Ninh.
Removing "bottlenecks" in socio-economic management
Despite the many difficulties and challenges, especially the severe impact caused by storm No. 3 (Yagi), with the efforts of the entire political system, the solidarity of the business community and the people in the area, Quang Ninh has promptly overcome the consequences of the storm, quickly stabilized the situation, promoted the recovery of production and business, and actively promoted economic growth. The province's GRDP growth in the first 9 months of 2024 reached 8.02%, total state budget revenue reached 40,479 billion VND, equal to 73% of the estimate, FDI attraction reached 1,817 million USD, ranking third in the country.
There is not much time left in 2024. In order to complete the socio-economic development goals of the year, at the 22nd Session, with a high sense of responsibility to voters and people, the Provincial People's Council delegates focused their intelligence, studied documents, participated in discussions, debates, and passed resolutions with high feasibility, in order to ensure timely and complete institutionalization of the Party's guidelines and resolutions, and the State's policies and laws. Thereby, contributing to promoting the comprehensive completion of the province's socio-economic development goals, targets, and tasks in 2024.
Delegates agreed that the effectiveness of state management in a number of areas, especially land management, public investment, finance, budget... of a number of localities, departments and branches is currently limited; the work of allocating sea areas according to planning is still slow. Up to now, 5/16 domestic budget revenues are expected to not reach the average speed, of which land use fee collection only reached 23% of the annual plan, greatly affecting the resources allocated to public investment projects. The rate of public investment capital disbursement is very low, only reaching 32.2% of the capital plan, the prolonged capital disbursement only reached 20%; investment preparation, site clearance, progress of public investment projects, including a number of key projects in a number of localities are still slow, not meeting requirements...
Explaining this issue further, delegate Hoang Ba Nam, Secretary of Mong Cai City Party Committee, Head of Mong Cai City Delegation, said: The main reason for the low disbursement rate of public investment capital is the difficulties related to legal procedures on land, licensing of mines, exploitation of stone, sand, and soil materials for public investment projects. This is a big challenge for the province in the remaining months of the year, when Quang Ninh identifies public investment as a field to compensate for a number of industries and sectors that were severely damaged by storm No. 3 to ensure the target of economic growth above double digits.
With high consensus, the delegates of the Provincial People's Council voted to pass the resolution on adjusting the provincial budget expenditure estimate for 2024; adjusting and supplementing the public investment plan for 2024; adjusting the medium-term public investment plan for the period 2021-2025. These are urgent matters that need to be decided immediately, arising between the two regular sessions of the Provincial People's Council, in order to manage and use the State budget capital economically and effectively; ensuring the completion of budget targets according to the estimates assigned by the Provincial People's Council. At the same time, continue to strictly control the goals and effectiveness of the use of investment capital at all budget levels, practice thrift, prevent loss and waste in public investment; strictly control the support capital from the provincial budget for localities and agencies in the period 2021-2025, ensure the use of resources for the right purposes, procedures according to the Law on Public Investment and project completion progress.
Delegate To Van Hai, Standing Deputy Secretary of the District Party Committee, Chairman of the People's Council of Van Don District (Van Don - Co To Delegate Group), said: Promoting the role and responsibility of elected representatives, the Provincial People's Council delegates have spent a lot of time researching and discussing solutions to strive to complete the state budget collection according to the assigned estimate at the highest level by December 31, 2024 and maintain the 2024 budget collection target of no less than VND 55,600 billion. At the same time, discuss and agree on ways to support localities with budget imbalances to ensure compliance with regulations.
For example, Van Don is a locality assigned to balance its own budget. The district has been very active in directing and operating budget collection, but due to many objective reasons, the budget collection in the district has only reached 28% of the estimate. Currently, the district is proactively reviewing and cutting unnecessary and urgent regular expenditure tasks, using budget surplus and legal sources to compensate for revenue shortfalls according to regulations. However, it is still very difficult to spend the budget, including regular expenditures. Therefore, it is extremely necessary to support regular expenditures from the provincial budget based on accurately determining the budget shortfall as assessed by specialized agencies.
To ensure the goal of disbursing all allocated capital in 2024, delegate Nguyen Tien Dung, Chairman of the People's Committee of Ha Long City, said: The content of adjusting and supplementing the public investment plan for 2024 at this meeting is very necessary to avoid wasting resources, including considering adjusting the capital plan down by nearly VND 1,200 billion of 26 projects that are not able to disburse in 2024 for projects that are able to disburse in 2024. This capital source will be adjusted to allocate the capital plan for 17 projects with demand and commitment to disburse in 2024, as well as to compensate for the shortfall in land use fees of 6 projects and supplement the target of supporting 2 projects under the expenditure tasks of the district level. Among the 2 projects under the expenditure tasks of the district level, there is the An Tiem road project through Viet Hung Industrial Park to Van Yen intersection of Ha Long City. This is a very timely decision to create a synchronous urban traffic system for the city and for Viet Hung Industrial Park.
Towards sustainable development
At the 22nd session, the Provincial People's Council passed 11 resolutions with the consensus of 100% of the Provincial People's Council delegates. The policies proposed are all important mechanisms and measures directly related to the management of socio-economic development of the province in the last months of 2024 and the following years.
Based on a comprehensive, complete and accurate assessment of the situation and results of the implementation of the medium-term public investment plan for the 2021-2025 period, the Provincial People's Council has approved the first draft of the medium-term public investment plan of Quang Ninh province for the 2026-2030 period to identify the goals and tasks to be implemented in the medium-term public investment plan for the 2026-2030 period. In particular, the focus is to continue to pay attention to investing in the development of important socio-economic infrastructure, creating spillover effects and great impacts on economic development; using public investment to activate and lead all social resources to maximize potentials and advantages, creating new breakthroughs in socio-economic development for the 2026-2030 period and the following years.
In addition, in order to concretize the provisions of the law, in accordance with the local practical situation, at the 22nd Session, the Provincial People's Council passed a number of resolutions which are legal documents, such as: Resolution on giving gifts, visiting, encouraging people with meritorious services to the revolution, relatives of people with meritorious services to the revolution and people worshiping martyrs on the occasion of War Invalids and Martyrs Day (July 27), Lunar New Year every year; Resolution on regulations on areas within the inner city of cities, towns, residential areas where livestock farming is not allowed and policies to support the relocation of livestock farms out of areas where livestock farming is not allowed in the province, which also received high approval and consensus from the Provincial People's Council delegates. These are all major policies and guidelines of important significance, having a profound influence and impact on people's lives and social security in the area.
Delegate Nguyen Minh Son, Director of the Department of Agriculture and Rural Development (Tien Yen - Binh Lieu - Ba Che Delegation) affirmed: The resolutions passed at this thematic session are important contents, the basis for creating favorable mechanisms and policies for mobilizing all resources, effectively exploiting the potentials and strengths of the province. In particular, the resolution on regulations on areas within the inner city of cities, towns, and residential areas where livestock farming is not allowed and the policy to support the relocation of livestock farms out of areas where livestock farming is not allowed in the province is very important. The policy will contribute to overcoming the situation of small-scale, scattered, and low-efficiency livestock farming; reducing environmental pollution in livestock farming, protecting public health, as well as the urban landscape. From there, there will be strategies and plans for the development of concentrated, disease-free livestock farming in the province. Therefore, after the resolution is issued, the Department of Agriculture and Rural Development will coordinate with relevant units to disseminate it to livestock facilities. At the same time, review and prioritize the allocation of livestock land funds, investment resources for shared infrastructure... to meet the regulations under the Law on Livestock and ensure the goals and orientations for restructuring the livestock industry.
At this session, the Provincial People's Council discussed, Approving the investment policy for 2 projects: Upgrading and renovating provincial road 327 and provincial road 330, from Ba Che town to provincial road 342; approving the decentralization of authority to decide on the purchase of goods and services under the province's management; regulating the authority to decide on the management and use of public assets; decentralizing the authority to decide on the establishment of public ownership of assets and approving the plan to handle assets with established public ownership under the management of Quang Ninh province...
Emphasizing the tasks after the meeting, Standing Vice Chairman of the Provincial People's Council Vi Ngoc Bich suggested: The remaining time of 2024 is very short, while the disbursement pressure is very large in the last months of the year, promoting the disbursement of public investment capital, speeding up the project completion progress while ensuring the quality of the works; proactively preventing and combating waste and negativity is a very important task. To complete the goals and tasks of the year, especially the goal of maintaining a double-digit GRDP growth rate, requires all levels, sectors, localities, agencies, especially leaders and managers, heads to focus on carefully reviewing each target and task; upholding the sense of responsibility, setting an example and setting an example; firmly grasping the assigned areas and fields to remove difficulties and obstacles; Continue to closely follow the directions of the Central and the province, focus on leadership and direction, create strong changes, contribute to the comprehensive completion of goals and targets for the whole year 2024 and the entire term 2020-2025.
