Many outstanding results in the Association's activities

On the morning of June 26, the Long Bien District Bar Association solemnly held the 4th Congress of Delegates of the Long Bien District Bar Association for the 2024-2029 term. The 4th Congress of Delegates of the Long Bien District Bar Association took the theme "Discipline - Creativity - Development" as its motto for action.

At the Congress, on behalf of the Presidium, Ms. Nguyen Thi Thu Huong - Vice President of the Long Bien District Lawyers Association presented a report summarizing the work of the Lawyers Association, term III, 2018-2024 and the direction of activities for the term 2024-2029.

According to the report, during the past term, the Long Bien District Bar Association has had many strong changes in both organization and operation. In addition to strengthening, consolidating and developing the Association's organization and members, the Association's activities have also had many positive, proactive and responsive innovations; increasingly responding to the development process of the City and District.

Tasks such as: Participation in policy and law making have been promoted and achieved many results by the Association at all levels. Legal consultancy, legal aid, complaint settlement consultancy and mediation at the grassroots level continue to be consolidated and have new developments, increasingly meeting the needs of society and people.

The work of propaganda, dissemination and legal education has been strengthened and achieved many good results, contributing positively to the implementation of the policy of socializing the work of dissemination and legal education, contributing positively to the successful implementation of the tasks of Party building, government building and political, economic, cultural and social tasks in the District.

Specifically, the Long Bien District Bar Association pays special attention to political and ideological education, organization and membership development.

The work of propagating and disseminating legal education at the District Association and branches has been implemented synchronously, with focus and key points and achieved many practical results.

The content of legal propaganda and dissemination focuses on documents serving the political tasks of districts and wards in each period, legal documents directly related to people's social life such as: Civil Code, Penal Code, Law on Legal Aid; Law on Military Service; Law on Marriage and Family, Law on Construction (amended), Decree 91 of the Government on administrative sanctions for violations in the field of land, Law on Mediation and Dialogue at Court, Law on Cyber ​​Security, Law on Access to Information, Law on Grassroots Democracy, Law on Environmental Protection, Law on Land (amended)...

The propaganda work of the Association at all levels from district to ward in the past 5 years has gradually brought legal regulations into life, contributing to raising awareness and sense of law compliance among members and people of all walks of life.

During the past term, the District Association and its grassroots branches organized and coordinated the organization of 272 conferences to disseminate and introduce legal documents to over 37,200 listeners; more than 950 news articles introducing new legal documents through various forms; and distributed more than 200,000 leaflets to disseminate legal documents related to people's lives.

The work of participating in the development and giving opinions on legal policies of the Association at all levels has been promoted and achieved many practical results; The Association at all levels has been proactive in grasping the National Assembly's annual and periodic law-making programs to make annual work plans and specialized plans for implementation.

The District Bar Association has proactively directed its branches to coordinate with relevant agencies and units to collect opinions from members on draft laws as required by the Central Government, the City, and the District, especially participating in giving opinions on the draft Penal Code (amended), the Land Law (amended), the Capital Law (amended)... In addition, members of the Bar Association at all levels working in the judiciary have given opinions and assessed legal documents issued by the People's Councils and People's Committees at all levels.

Over the past 5 years, members of the Bar Association have actively coordinated to successfully mediate 350/362 cases, reaching a rate of 96.7%....

Regarding the direction and tasks of the Long Bien District Bar Association for the 2024-2029 term, the District Bar Association continues to thoroughly grasp Directive No. 14, dated July 1, 2022 of the Politburo on continuing to strengthen the Party's leadership over the Bar Association in the new situation;

Plan No. 119, dated December 2, 2022 of the Hanoi Party Committee on implementing Directive No. 14; Action Program No. 187 dated November 28, 2019 of the Hanoi Bar Association on implementing Conclusion Notice No. 50 dated July 17, 2018 of the Central Party Secretariat; Plan No. 162 dated January 18, 2023 of the Long Bien District Party Committee on implementing Directive No. 14.

Actively and responsibly participate in giving opinions on draft legal documents of competent State agencies at the central and local levels. Actively and proactively advise authorities at all levels and agencies in developing, drafting and promulgating legal documents; participate and coordinate with professional work to review and appraise legal documents issued by all levels and sectors to promptly advise and propose amendments, supplements or cancellations in accordance with current laws.

Continue to improve the quality of legal education and dissemination; provide free legal advice and legal aid to the poor, policy beneficiaries and other vulnerable groups in society...

Building a strong and sustainable District Bar Association

Speaking at the Congress, Mr. Nguyen Hong Tuyen - Member of the Standing Committee of the Vietnam Bar Association, Chairman of the Hanoi Bar Association acknowledged and highly appreciated the results and achievements of the Long Bien District Bar Association at all levels during the past term. In particular, the dissemination of legal education, socialization of legal education; effective implementation of legal consultancy and legal support activities.

Regarding some key tasks, Mr. Tuyen also requested the new term executive committee to continue implementing Directive 14 of the Politburo; Plan 119 of the Hanoi Party Committee; Plan 132 of the Hanoi People's Committee on implementing Directive 14...

Along with that, disseminate and thoroughly develop a plan to implement the project to promote the role of the Lawyers' Association at all levels in the dissemination and education of law for the period 2024-2030.

Propose that all levels of Long Bien District Bar Association promote the results achieved in the past term, overcome shortcomings and limitations, effectively implement the key tasks set out, and build a strong and comprehensive Long Bien District Bar Association.

Also giving a speech at the Congress, Mr. Ngo Manh Diem - Permanent Deputy Secretary of Long Bien District Party Committee acknowledged and evaluated the results achieved by the Long Bien District Lawyers Association in the past term.

With the spirit of “Discipline - Creativity - Development”, Mr. Diem suggested that the Long Bien District Bar Association should further promote its role and responsibility, continue to perform its role and function well; proactively grasp difficulties and obstacles in the work to promptly resolve them.

Promote the role of members of the Bar Association - those who are qualified and knowledgeable about the law to improve the quality of propaganda, dissemination of legal education, mediation, legal aid, ensuring the supremacy of the law. Thereby, together with the Party Committee, government and people in the district, successfully implement the Resolution of the Long Bien District Party Congress.

The Executive Committee of the Long Bien District Bar Association for the 2024-2029 term was introduced to the Congress.

The Congress then announced the results of the election of the new Executive Committee of 11 members. Of which, Ms. Dao Thi Thanh - Head of the Long Bien District Justice Department was elected as President of the Long Bien District Lawyers Association for the 2024-2029 term. At the same time, the Congress elected 13 official delegates to attend the Congress of Delegates of the Hanoi City Lawyers Association for the 2024-2029 term .
