
The road connecting National Highway 14H to DT609C has a total length of 6km. Specifically, the section through Duy Xuyen is 5km long (with 0.9km using the existing road); through Dai Loc is 1km long. The total investment is 340 billion VND from the provincial budget. The project started construction in July 2022, the consortium including Thanh An 96 Construction Joint Stock Company, Construction Joint Stock Company 368 and Quang Dai Viet Construction Joint Stock Company won the construction bid. The contract progress is 840 days from the date of commencement.
Reporting to Vice Chairman of the Provincial People's Committee Tran Nam Hung at the recent site inspection, the investor said that Duy Xuyen's site clearance was basically 3.7/4.1km (90% achieved). The main problems were related to resettlement, land disputes, and people's disagreement with receiving money...
As for the section through Duy Phu commune, the intersection between the newly constructed road at the beginning of the route and the existing road, Nguyen Phuoc Long's household, which is subject to complete clearance, is still blocked because it is in the resettlement review stage, in the form of mixed residence. However, we must wait for approval to update the mixed residence plot into the new rural planning.

The section through Duy Tan commune, the biggest problem is the 3 households that have to be cleared, including Mr. Ho Van Minh (intersection with the road through the commune administrative center); households Thai Thuy Thuy and Thai Van Tai (behind the relic site of Lang Ba Thu Bon). The locality has not yet had a specific progress plan for resettlement for these households, and is still in the process of completing the procedures to approve the 1/500 residential area planning (after approving the planning, the resettlement area procedures will be implemented).
In addition, Mr. Huynh Tuan's household (behind Mr. Minh's house) is in dispute and suing in court, so the inheritance procedures have not been completed. Nguyen Thi Phuong's household has approved the compensation plan; invited to receive money 3 times but refused to accept, and requested to be granted resettlement land...

Dai Loc handed over 0.84/1km of land length. The remaining 160m section affected 12 households and 1 organization (3 households were cleared). To arrange new accommodation for the people, the district's functional unit issued an order to start construction of a resettlement area along the road on March 27, 2024; held a meeting to consider resettlement. However, regarding the 3 cases (Tran Ngoc Tam, Truong Van Vien, Tran Hoa) that encountered difficulties, the District People's Committee reported to the competent authority to request a resolution.
According to Mr. Dang Phuong - supervising consultant engineer of the Central Institute of Transport Science and Technology (the project's supervising consultant), relevant parties, especially localities, need to continue to strengthen propaganda and mobilization; speed up the resettlement and inter-residence progress. The scope of the branch road leading to Song Thu bridge from pier M1 to route DH10.DX is still stuck with Nguyen Thi Phuong's household and needs to be resolved so that the family agrees to receive money and hand over the site.

The investor (Provincial Traffic Works Management Board) proposed that the two districts promptly clear the congestion and hand over the site before August 30, 2024 (except for households that are cleared). Duy Xuyen speeds up the approval of the 1/500 planning of the residential area combined with resettlement and investment procedures for the construction of the resettlement area. Localities need to hand over all cleared sites in the first quarter of 2025, only then can the entire project be completed to celebrate the 23rd Quang Nam Provincial Party Congress.
The investor said that the estimated value of the project implementation by the end of 2024 is about 265 billion VND; the completed implementation value is about 370 billion VND. Currently, the capital allocated for the project is more than 174 billion VND, so it needs to be arranged for implementation. Accordingly, the additional capital demand for 2024 is 50 billion VND; the capital demand to complete the entire project (not including the more than 174 billion VND already arranged) is 195 billion VND. The investor has proposed that the Provincial People's Committee agree to allow the adjustment of the investment policy: Increase the total investment due to the increase in site clearance costs from more than 30 billion VND to more than 68.1 billion VND (total from 340 billion VND to more than 378 billion VND); extend the time from 2021 - 2024 to 2021 - 2026; Balance and supplement the 2024 capital plan by about 50 billion VND to pay off debt and speed up construction progress...
