The Ministry of Finance did not agree to defer tax debt of more than VND 940 billion for the My Dinh National Sports Complex as proposed by the Ministry of Culture, Sports and Tourism.
This information was announced by the Ministry of Finance when sending it to the Government Office, regarding the debt settlement of the My Dinh National Sports Complex.
According to the Ministry of Finance, as of the end of November 2023, the land tax debt and late interest at the My Dinh National Sports Complex was nearly VND942 billion. Of which, land rent and corporate income tax accounted for over 51% (equivalent to VND482 billion). The remaining amount was late payment and administrative fines, more than VND458 billion.
This agency cited the provisions of the Law on Tax Administration as saying that the complex is not eligible for tax debt forgiveness and late payment fees are not charged.
"Therefore, the tax authority has no basis to freeze debt and not charge late payment penalties for unpaid taxes and land rents of the complex," the Ministry of Finance stated.
My Dinh National Sports Complex is being forced to pay tax debts by deducting money from its accounts and stopping the use of invoices, according to decisions of the Hanoi City Tax Department and the Nam Tu Liem District Tax Department.
Late last year, sports industry leaders asked for debt forgiveness, as the complex was unable to pay.
The My Dinh Complex began construction in the first quarter of 2002 and was inaugurated in September 2003. The project has two main components: My Dinh Stadium and the Aquatic Sports Palace, a sports facility worth 53 million USD.
In 2018, the Government Inspectorate pointed out many violations at this complex. According to the conclusion of the Government Inspectorate and the State Audit, the complex arbitrarily leased the premises without auctioning and publicizing the prices. This area also did not declare and pay land rent for short-term and long-term premises lease contracts.
For many years, the complex has leased land without written consent from the Ministry of Culture, Sports and Tourism and the Ministry of Finance. There are also signs of violating the principles of using public finance and public assets. In particular, the complex leased land at very cheap prices, much different from market prices, without consulting the Ministry of Finance, causing a loss of hundreds of billions of VND of state funds.
