Emulation bloc of districts and cities deploys tasks for the last 6 months of the year

On September 22, in Cuc Phuong commune (Nho Quan), the Emulation Bloc of districts and cities held a conference to review the emulation and reward work in the first 6 months of the year and deploy tasks for the last 6 months of 2023. Attending the conference were representatives of the Department of Home Affairs and leaders of the People's Committees of districts and cities.

In the first 6 months of the year, the emulation movement and the reward work of the Bloc had many innovations and achieved positive results. Leadership and direction were implemented promptly, closely following the instructions of superiors. Propaganda and replication of typical advanced examples, especially typical examples, good people, good deeds, and effective production models were promoted. Reward work was carried out in accordance with regulations.

Units in the Bloc continue to implement the Bloc's emulation theme associated with "Studying and following Ho Chi Minh's ideology, morality and lifestyle", anti-corruption; administrative reform; practicing thrift, anti-waste, contributing to the successful implementation of the province's key tasks. Units in the Bloc focus on discovering and nurturing typical advanced collectives and individuals, good people, good deeds; promptly rewarding organizations and individuals with outstanding achievements.

The emulation movement to carry out the tasks of economic development, agricultural production, natural disaster prevention, search and rescue and new rural construction has been well implemented. The emulation work in industrial production - construction has had positive changes. The value of industrial production in the first 6 months of the year reached 50,985.5 billion VND, up 5.8% over the same period last year. The emulation movement in the fields of finance, credit, trade and services was carried out under the direction of the province.

Total state budget revenue in the area in the first 6 months of 2023 reached 7,476.9 billion VND. Trade and service activities were vibrant and achieved high growth rates.

Tourism continues to recover and develop strongly, the quality of tourism services is increasingly improved. In the first 6 months of the year, the whole province welcomed 4.53 million visitors, reaching 84.7% of the plan. The emulation movement to attract investment and develop enterprises has been promoted. The province's PCI index in 2022 has improved in both score and ranking, ranking 44/63 provinces and cities, up 14 places compared to 2022.

The emulation movement in poverty reduction, job creation, and social security assurance has been strengthened by the districts and cities. Emulation in cultural, sports, information, radio and television activities has seen many changes. The work of building a cultural and civilized lifestyle at the grassroots level has been promoted; the movement "All people unite to build a cultural life" continues to be implemented, contributing to creating a healthy cultural environment.

Emulation movements in the Education and Training sector have been promoted. Emulation movements in government building, emulation and rewards, justice, ethnicity, administrative reform, citizen reception, complaint and denunciation settlement, and anti-corruption have been well implemented by units in the sector.

Administrative reform work has been directed with attention, improving the operational efficiency of state administrative agencies at all levels, strengthening inspection, examination of administrative reform, discipline, and administrative discipline. Focusing on reforming administrative procedures associated with digital transformation according to the motto "taking people as the center, reform playing a leading role, technology supporting and promoting". The results of the province's administrative reform indicators are all among the highest in the country: The 2022 Administrative Reform Index (PAR Index) of Ninh Binh province reached 86.64%, ranking 17th out of 63 provinces and cities nationwide, up 3 places compared to 2021; the Provincial Public Administration Performance Index (PAPI) reached 43.16 points, in the top 20 leading provinces and cities nationwide.

At the conference, the units in the Emulation Bloc exchanged and discussed the results, advantages, difficulties, and shared good practices in implementing emulation and reward tasks. At the same time, they agreed on the emulation scoring plan and criteria; the tasks for the last 6 months of the year are: Continue to promote propaganda work, thoroughly grasp the Party's guidelines and policies, the State's policies and laws, and President Ho Chi Minh's thoughts on patriotic emulation to the masses.

Regularly and continuously launch emulation movements for economic development, effectively implement the Project on restructuring the agricultural sector towards increasing value and sustainable development.
