Implementing the Plan of the Central Steering Committee to celebrate the great holidays and important historical events of the country. Today, in the homeland of Thanh Hoa, rich in cultural, revolutionary and heroic traditions, the Central Committee of the Vietnam Fatherland Front together with Thanh Hoa province and other provinces in the region solemnly organized a meeting to pay tribute to the heroic martyrs, wounded and sick soldiers, Dien Bien soldiers, youth volunteers, frontline workers, those who directly participated in the fight, served the fight, and contributed to the historic Dien Bien Phu Victory, resounding throughout the five continents and shaking the world.
On behalf of the Central Committee of the Vietnam Fatherland Front, I would like to send to the veteran revolutionaries, heroic Vietnamese mothers, delegates, relatives of martyrs, wounded and sick soldiers, youth volunteers, frontline workers... my best regards, my respect and best wishes.
I would like to respectfully convey to the families of martyrs, wounded and sick soldiers, youth volunteers, and frontline workers the warm regards of General Secretary Nguyen Phu Trong and key leaders of the Party and State.

Looking back 70 years ago, with the iron will of a heroic nation, under the wise leadership of the Party Central Committee, our army and people were determined to implement the 1953-1954 Winter-Spring strategy. Grasping the enemy's situation, plots and tricks, in early December 1953, the Politburo decided to launch the Dien Bien Phu Campaign, concentrating the majority of the main, combat-ready forces for the campaign. General Vo Nguyen Giap, Politburo member, Minister of National Defense, Chief of the General Staff of the Vietnam People's Army, directly served as Party Secretary and commander of the front.
President Ho Chi Minh instructed: “This campaign is a very important campaign, not only militarily but also politically, not only domestically but also internationally. Therefore, the entire army, the entire people, the entire Party must concentrate on completing it successfully” . He instructed General Vo Nguyen Giap: “We must win, only fight if we are sure of victory, not fight if we are not sure of victory” . Along with deploying military tasks, the Government decided to establish the Front Supply Council chaired by comrade Pham Van Dong. The whole country focused its strength on the Dien Bien Phu front, with the slogan “All for the front, all for victory”.
After the preparations were completed, on March 13, 1954, our army opened fire to attack Dien Bien Phu. The campaign took place in 3 phases, over nearly 2 months. Under the skillful command of General Vo Nguyen Giap, with the steadfast will, intelligence, and courage of a heroic nation, our army and people fought tenaciously, "fighting firmly", "advancing firmly", smashing the defense lines in all directions, completely isolating the Dien Bien Phu stronghold. The French army collapsed completely, at exactly 5:30 p.m. on May 7, 1954, General De Castries and the entire General Staff of the Dien Bien Phu stronghold surrendered and were captured alive.
After 56 days and nights of “Digging mountains, sleeping in tunnels, pouring rain, eating rice balls/ Blood mixed with mud, unwavering courage, unwavering will” , our army and people completely destroyed the Dien Bien Phu stronghold. The Dien Bien Phu campaign was a complete victory. It was an immortal heroic epic of the indomitable Vietnamese people, a brilliant historical milestone, “famous in five continents, shaking the earth”.
The historic victory of Dien Bien Phu was the pinnacle of the resistance war against the French colonialists, creating the decisive basis for the signing of the Geneva Agreement on the cessation of hostilities in Vietnam; opening a new revolutionary period, bringing the North to socialism, creating a solid rear for the cause of struggle, liberation of the South, and national reunification. The historic victory of Dien Bien Phu affirmed the correct and creative resistance line of the Party and the growth and maturity of the Vietnam People's Army; at the same time, ending the French colonial rule in the three Indochinese countries, opening the way for the collapse of old colonialism all over the world. It can be affirmed that the historic victory of Dien Bien Phu was a victory of justice, of a heroic Vietnamese nation, a victory of the solidarity of "the army and the people with one will" . That victory was crystallized by the tradition of patriotism, the strength of great national unity of all classes, strata, ethnicities, religions, and patriotic Vietnamese people carrying within them "red blood, yellow skin" and the two sacred words "Fatherland" Vietnam.

In the solemn and emotional moment of today's meeting, we express our respect and infinite gratitude to the great President Ho Chi Minh, the genius leader, national liberation hero, world cultural celebrity who devoted his whole life to the independence and freedom of the Fatherland, and to the happiness of the people.
We commemorate the great contributions of General Vo Nguyen Giap, an excellent student of President Ho Chi Minh, the eldest brother of the Vietnam People's Army, a talented commander, and commander of the Dien Bien Phu campaign.
The Fatherland and the People will forever remember the heroes, martyrs, the outstanding sons of the nation who devoted their youth to the Fatherland. To Vinh Dien used his body to block artillery, Be Van Dan used his body to mount guns, Phan Dinh Giot used his body to fill loopholes, hero Ta Van Luat and tens of thousands of other heroes and martyrs devoted their whole lives to the eternal survival of the Fatherland. After 70 years of victory, many people still have not been identified. The blood and bones of you have been transformed into the sacred land of the Northwest, Dien Bien, so that today the country can blossom with independence, bear the fruit of freedom; the people can live in peace, prosperity and happiness.
Please engrave in your heart the contributions of the wounded and sick comrades, youth volunteers, and frontline workers who did not fear difficulties and hardships, rushing into the smoke and fire of the battle front.
"Pha Din slope, you carry, I carry"
Lung Lo Pass, the man sings and the woman sings
Though bombs and bullets destroy bones and flesh
"Never give up, never regret your youth"
On the day of victory, a part of your body was left on the fierce battlefield, many of you still carry lifelong injuries, which ache every time the weather changes; some of you devoted all your youth to serving the battlefield, not caring about your own happiness, but now at an old age you are still single. It can be figuratively summarized that our ancestors used bones to make bricks, blood to make mortar, to build the wall of the Vietnamese Fatherland. Generations of Vietnamese people must not forget that for a single moment. We must unite, be loyal, and protect the Fatherland forever. Having completed the mission of fighting and serving the fight for independence and freedom for the Fatherland, most of you returned to "normal life", studying, working and producing. No matter what position they held, the Dien Bien soldiers of the past still maintained the nature of Uncle Ho's soldiers: "Loyal to the Party, filial to the people, completing every task, overcoming every difficulty..." , becoming leaders at all levels, especially at the grassroots level, and exemplary citizens, contributing their efforts to build their homeland and country. Now at a rare age, they are still shining examples for their children and grandchildren to follow. For them, happiness is not "having a lot of money" but "a lifetime devoted to the country, the people, the independence and freedom of the Fatherland".
Upholding the fine tradition of the nation “when drinking water, remember its source” , the Party, the State, the Army and the people have been doing and will do their utmost to remember the contributions of the heroic martyrs, wounded soldiers, sick soldiers, youth volunteers, and frontline laborers. We will do everything we can to partially compensate for the sacrifices and losses of our comrades. But no matter how hard we try, we cannot ease the great losses caused by the war. The Fatherland and the people will forever remember the heroic martyrs, and the contributions of you, our comrades. We pray that you, our comrades, will always be healthy, safe, lucky, and live your whole lives in the love of the Party and the people.

On the occasion of the 70th anniversary of the historic Dien Bien Phu Victory, the Party, the State and the Central Steering Committee for the celebration of major holidays and important historical events of the country have advocated organizing a national-scale celebration to widely propagate to all cadres, party members, union members, association members and the people the significance, stature and great historical value of the Dien Bien Phu Victory; affirming the correct and wise leadership of the Communist Party of Vietnam, President Ho Chi Minh and the spirit of great national unity as the decisive factor in the victory of the resistance war against the French colonialists.
Through commemorative activities, to arouse and promote the tradition of patriotism, revolutionary heroism, determination to fight and win of the Dien Bien Phu campaign in the cause of building and firmly defending the socialist Fatherland of Vietnam; to honor and express deep gratitude to generations of Vietnamese people who sacrificed their blood and made many contributions to the cause of national liberation and reunification; to encourage and motivate cadres, party members and people of all walks of life to strive and make efforts to overcome difficulties, successfully complete the goals and tasks set by the Resolution of the 13th National Congress of the Party, and in the immediate future, complete the goals and plans for 2024.
In that spirit, the Central Committee of the Vietnam Fatherland Front proposed, and was agreed upon by the Standing Secretariat and the Central Steering Committee for the celebration of major holidays and important historical events of the country, to assign the Vietnam Fatherland Front to preside over and coordinate with central departments, ministries, branches, agencies and provinces and cities to organize two important events nationwide:
Firstly, the launching ceremony to support the construction of solidarity houses for poor households in Dien Bien province and the Northwestern provinces with the theme "Millions of loving hearts - Thousands of happy roofs" mobilized the "kind hearts" of businesses, organizations, and individuals to support funding, materials, labor, and construction support and completed 5,000 houses for poor households in Dien Bien province, 500 houses for poor households in Lai Chau, Son La, Lao Cai, Hoa Binh, and Yen Bai provinces. This program has received the attention and regular direction of Party and State leaders and has been highly appreciated by public opinion, suitable to reality, and deeply humane.
Following that result, Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Reward Council, agreed in principle that in April 2024, the emulation movement "Eliminate temporary and dilapidated houses" will be launched nationwide; mobilizing all resources of a national, comprehensive and practical nature to achieve achievements, to celebrate the 50th anniversary of the liberation of the South, national reunification and the 14th National Congress of the Party and strive with very high political determination to eliminate all temporary and dilapidated houses of the poor nationwide before 2026, reaching the finish line ahead of our common goal.
Second, Mobilizing social resources together with saving the state budget allocated in the 2024 budget, organizing meetings to show gratitude to families with meritorious services to the country, heroic martyrs, wounded and sick soldiers, youth volunteers, and frontline workers who directly participated in the Dien Bien Phu Campaign on a national and regional scale (expected to be held at the national level in Dien Bien province on April 17, 2024) and today we will organize in the North Central region in Thanh Hoa province and other provinces where there are many people who are eligible for gratitude in this period.
At today's meeting, the Organizing Committee is honored to welcome 163 delegates from Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Hai Duong, Hung Yen, Thai Binh, Nam Dinh, Ha Nam and Ninh Binh provinces. Most of them are over 80 years old, their health has declined, their "legs are slow, their eyes are dim" but with the heroic spirit of Dien Bien in the past, they have gathered here to recall the arduous and heroic days; remember their beloved comrades and comrades, encourage each other to live happily, live healthily, set an example for their children and grandchildren to compete in studying, fighting, and continuing the tradition of their ancestors in building the country.

On this occasion, I respectfully request all levels, sectors, agencies, units and the whole society to continue to thoroughly grasp and effectively implement Resolution No. 42-NQ/TW of the 8th Conference of the 13th Party Central Committee on continuing to innovate and improve the quality of social policies to meet the requirements of national construction and defense in the new period: "Ensure that 100% of people with meritorious services and their families with meritorious services to the revolution are comprehensively cared for in both material and spiritual terms, and have a fairly good standard of living or higher, compared to the living standards of the community where they reside".

Promoting the glorious tradition of the nation and the spirit of the historic Dien Bien Phu Victory "famous in five continents, shaking the world" . After nearly 40 years of implementing the renovation process initiated and led by our Party, our country has achieved many great achievements of historical significance. As the document of the 13th National Congress of the Party affirmed: Our country has never had such a foundation, potential, position and international prestige as today . The economy has developed, the 3 strategic breakthroughs have been implemented synchronously, achieving many important achievements. The cultural and social fields have been invested in and developed in both scale and quality. National defense and security have been maintained; social security has been ensured. Foreign affairs have achieved many impressive results. The work of building and rectifying the Party, preventing corruption and negativity has been given attention and achieved comprehensive results. The people's trust in the Party and the State has been raised. Our entire Party, people and army are uniting, seizing opportunities and advantages, overcoming difficulties and challenges, mobilizing all domestic resources together with the help of international friends to build our country to develop more quickly and sustainably. We will definitely strive to achieve the goal: By 2025, we will be a developing country with modern industry, surpassing the low-middle income level; By 2030, we will be a developed country with modern industry and high-middle income; By 2045, we will become a developed country with high income. With the call of General Secretary Nguyen Phu Trong "The front calls the rear, the back supports, the first call responds to all, the top and bottom are of one mind, the whole country is smooth ", we will definitely realize the aspiration to build an increasingly rich, civilized, cultured and heroic Vietnam.

I would like to sincerely thank the army and people of Thanh Hoa province for their ardent patriotism, following the sacred call of the Fatherland. The people of Thanh Hoa province have contributed a lot of blood, human resources and resources to the historic victory of Dien Bien Phu in particular and the cause of national liberation, construction and defense of the Fatherland in general, worthy of the glorious tradition of a sacred land of talented and heroic people. The Party, government, people and armed forces of Thanh Hoa province are always proud of the praise of our beloved Uncle Ho: Now wherever the Vietnamese language goes, the Dien Bien Phu language goes there, wherever the Dien Bien Phu language goes, the people of Thanh Hoa province have a part of the honor. And we would also like to warmly congratulate the great achievements that the Party Committee, government and people of all ethnic groups in Thanh Hoa province have achieved in recent years.
In the period of 2021-2023, the economic growth rate is 9.69%, the economy is shifting in the right direction, increasing the proportion of industry and services, the budget revenue in 2023 will reach nearly 42 trillion VND, if we include import and export revenue, it will basically meet the regular spending needs; the material and spiritual life of the people will be improved, the poverty rate will be only 3.52%; political security, social order and safety will be maintained, local military and defense potential will be strengthened; Party building and rectification work will achieve positive results, with many good and creative ways of doing things; people's trust in Party committees and authorities from the province to the grassroots level will be raised. Our Thanh Hoa will definitely become a new growth pole and become a civilized and modern province as determined by the Resolution of the Provincial Party Congress.
We would like to sincerely thank the Party Executive Committee, the State Bank's leadership, the Executive Committee of the Vietnam Bank Trade Union and the cadres, civil servants, public employees and workers in the banking system nationwide for dedicating a day of salary income to support the Vietnam Fatherland Front and the coordinating agencies to organize this gratitude event nationwide.
