Mr. Ho Xuan Ninh: One of the most specific Resolutions and Projects on marine economic development is Action Program No. 246-CTr/TU dated January 2, 2019 of the Ninh Thuan Provincial Party Committee on implementing Resolution No. 36-NQ/TW dated October 22, 2018 of the 8th Conference of the 12th Party Central Committee on the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045; Decision No. 495/QD-UBND dated August 11, 2022 of the Provincial People's Committee on approving the project on marine economic development of Ninh Thuan province to 2025, with a vision to 2030; with the set goals: "Developing Ninh Thuan into a strong marine province in the region, focusing on mobilizing all resources to make the marine economy a driving force for development; promoting the application of information technology...".
In particular, on August 27, 2023, the Provincial People's Committee issued Document No. 4225/STNMT-PB on submitting for promulgation the Plan to implement Resolution No. 48/NQ-CP dated April 3, 2023 of the Government on the Strategy for exploiting and sustainably using resources and protecting the marine and island environment by 2030, with a vision to 2050 in Ninh Thuan province. The plan aims to: Exploit and use marine resources rationally and effectively, serving socio-economic development in association with ensuring national defense and security, foreign affairs and international cooperation; protect the marine environment; protect and restore biodiversity, natural and cultural heritage values; proactively prevent natural disasters, climate change and rising sea levels...
PV: Could you please tell us about the province's viewpoint on the marine economic development strategy to orient the sustainable exploitation and use of resources to promote sustainable marine economic development?
Mr. Ho Xuan Ninh: Ninh Thuan's sea area is characterized by a lot of sun and wind, high temperature, high radiation intensity, and sunny weather all year round. Ninh Thuan is also a locality with a rich and diverse marine ecosystem; recognized by UNESCO as the Nui Chua World Biosphere Reserve in Ninh Hai district with a total area of 106,646 hectares, including forests, seas, and semi-deserts - a place with a unique dry forest ecosystem of Vietnam and Southeast Asia. Ninh Thuan's sea resources are favorable for the development of high-end resort tourism; aquaculture and seafood exploitation; large-scale industrial salt production; clean energy development: wind power, solar power; deep-water port construction; coastal industrial development.
To realize the goal of developing a sustainable blue marine economy, the province's viewpoint in the development strategy requires: Marine environmental pollution must be controlled, prevented and minimized; sources of pollution from land and sea, marine environmental incidents, and ocean plastic waste pollution must be monitored, controlled and effectively managed. By 2030, 100% of hazardous waste and domestic solid waste in coastal communes and wards will be collected and treated to meet environmental standards; 100% of coastal projects will be planned and built in a sustainable and ecological direction, with wastewater, exhaust gas and solid waste treatment systems that meet standards.
Exploitation must go hand in hand with management, conservation of marine resources and biodiversity restoration. One of the key targets for development and conservation is the Nui Chua World Biosphere Reserve and its ecosystems, especially coral reefs, seagrass beds, mangrove forests and coastal protection forests.
At the same time, it is necessary to strengthen effective response to natural disasters, climate change and rising sea levels based on sustainable use of resources and protection of the marine environment along with the capacity to forecast and warn of natural disasters, climate change and the impacts of rising sea levels to effectively develop and protect development achievements...
Ninh Thuan aims to exploit marine resources reasonably and effectively by 2030 to rapidly and sustainably develop marine economic sectors and coastal areas, especially developing marine economic sectors in the following order of priority: Developing energy, renewable energy; Developing urban areas, marine tourism and marine services; Developing coastal industries; Synchronously developing aquaculture and seafood exploitation; Maritime economy; Exploiting other marine mineral resources.

Mr. Ho Xuan Ninh: For effective development, the Provincial People's Committee has proposed a number of specific solutions and tasks. In particular, regarding energy and renewable energy development: identifying energy as a breakthrough and important field in the goal of developing the marine economy; focusing on developing towards the sea, promoting investment in offshore wind power projects, coastal wind power projects in the direction of new technology associated with protecting the ecological environment; focusing on completing investment procedures for the Ca Na LNG Power Complex project, phase 1, with a scale of 1,500 MW. Striving to 2025, the coastal energy sector will account for 35 - 36% of the marine economy.
Developing tourism into a key economic sector, making sea tourism an attractive destination for domestic and international tourists; strengthening communication, promotion, forming and effectively exploiting the tourism route of Nui Chua World Biosphere Reserve with national tourism routes, associated with promoting and preserving biodiversity, unique natural, cultural and historical heritage values, in order to promote the strengths and diverse natural landscapes with unique characteristics of Ninh Thuan. The goal by 2030 is that Ninh Thuan tourism will truly be a key economic sector and develop sustainably to become a particularly attractive tourist destination with high competitiveness compared to the region and the whole country.
