The festival brings together artisans, artists, actors, mass athletes, and ethnic minorities from 11 provinces, with 14 ethnic groups with a population of less than 10,000 people including: Brau, Ro Mam, O Du, Si La, Pu Peo, Bo Y, Cong, Co Lao, Lo Lo, Mang, Lu, Pa Then, Chut, and Ngai. In her opening speech, Ms. Trinh Thi Thuy, Deputy Minister
of Culture, Sports and Tourism, said: “The Cultural Festival of ethnic groups with a population of less than 10,000 people, held for the first time in
Lai Chau province , is a particularly meaningful cultural space. This is an opportunity for cultural subjects, artisans, actors and athletes of ethnic minorities to exchange and share experiences in preserving, maintaining and promoting traditional cultural values. The festival creates motivation to realize the aspiration to develop a prosperous and happy country in accordance with the policies and guidelines of the Party and the State.”

“Coming to the Festival, people and tourists can immerse themselves in the vibrant atmosphere, participate in experiencing many cultural and sports activities rich in identity such as: Mass art festival; performance of traditional ethnic costumes; performance of traditional handicrafts; performance and introduction of festival excerpts, traditional cultural rituals; exhibition, introduction and promotion of local traditional culture; display, processing and introduction of culinary arts; sports activities and traditional folk games such as tug of war, crossbow shooting and stick pushing…”, Comrade Trinh Thi Thuy emphasized.

Comrade Le Van Luong, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Lai Chau Provincial People's Committee said: "The traditional culture of
ethnic minorities with very small populations is a valuable heritage. This is not only the property of a particular land, people or locality, but also a priceless asset of the nation, contributing to the richness, diversity and unity of Vietnamese culture. Traditional cultural values have been and are being jointly built and consolidated by the Party, the State and ethnic minorities with very small populations. Preserving the traditional cultural identity of ethnic minorities with very small populations is a political, socio-economic task of special importance in the construction and development of the country".

Within the framework of the festival, there are also activities to show gratitude and meet outstanding artisans who have made many contributions to the preservation and transmission of traditional culture of the 14 ethnic groups mentioned above. The festival closes on November 5.
