On the morning of November 13, the Vietnam - China Economic Corridor Cooperation Conference officially opened in Hanoi. The 10th Vietnam - China Economic Corridor Cooperation Conference in 2023, chaired by the Hanoi People's Committee, will be held on November 13 and 14, 2023, with the theme: "Expanding forms of association and cooperation between provinces and cities in the Vietnam - China economic corridor to develop the economy in the new situation".

The conference was attended by more than 250 delegates representing central ministries, departments and branches; provinces and cities: Hanoi, Lao Cai, Hai Phong, Quang Ninh, Yen Bai (of Vietnam) and Yunnan province (China); representatives of associations, enterprises, research institutes,... of Vietnam and China.

The conference aims to summarize and evaluate the results of cooperation between Vietnamese and Chinese localities along the Vietnam-China economic corridor (Hanoi, Hai Phong, Quang Ninh, Lao Cai and Yunnan (China) from the 9th Vietnam-China Economic Corridor Cooperation Conference (2019) to present.

At the same time, they discussed difficulties and challenges and proposed solutions to strengthen the promotion and implementation of policies and cooperation activities for mutual benefit between localities in the economic corridor; contributing to promoting and deepening the Vietnam-China comprehensive strategic cooperative partnership, seeking new, practical and effective cooperation opportunities.

Mr. Tran Sy Thanh - Chairman of Hanoi People's Committee delivered the opening speech at the Conference.

Speaking at the opening ceremony of the conference, Mr. Tran Sy Thanh - Chairman of Hanoi People's Committee expressed his honor that Hanoi is the host of the 10th Vietnam - China Economic Corridor Cooperation Conference of 5 provinces and cities.

“The conference aims to continue to promote the effectiveness and maintain good relations between localities, propose practical and highly feasible cooperation contents, suitable to the development requirements and potentials and advantages of the parties,” said Mr. Thanh.

Speaking at the conference, Deputy Prime Minister Tran Luu Quang emphasized: "Vietnam consistently identifies friendly cooperation between localities of the two countries as an important component of the comprehensive strategic cooperative partnership between Vietnam and China.

In particular, the Party and State leaders have paid great attention and have had many policies and strategies to create conditions for localities in the Northern region to develop rapidly and sustainably and to strengthen cooperation with localities in China, including Yunnan province.

Although the two sides still have much work to do and difficulties and challenges to overcome, the Deputy Prime Minister believes that Vietnam and China have a solid foundation and are facing great opportunities to strongly promote cooperation in the economic corridor of five Vietnamese and Chinese cities, maximizing the potential, strengths and cooperation space between the two sides.

In addition, the Deputy Prime Minister also suggested some ideas for the Conference to discuss. Firstly, localities need to be more determined, proactive and creative to contribute to the good implementation of high-level agreements and common perceptions;

Continuous efforts to consolidate and foster the comprehensive strategic cooperative partnership between Vietnam and China to develop more and more sustainably.

Second, it is necessary to pay special attention to improving the effectiveness of existing cooperation mechanisms, along with joint research and exchange to establish new cooperation frameworks and models suitable to the potential, advantages, conditions and development priorities of the two sides' localities, in order to create breakthroughs in economic, trade and investment cooperation;

Speed ​​up the connection of transport infrastructure, especially roads and railways in border areas; expand cultural and tourism cooperation; promote people-to-people exchanges between localities, especially for the young generation.

Third, strengthen cooperation to effectively manage and safely, effectively and sustainably use water resources; contribute to ensuring energy security and food security; ensure livelihoods, reduce poverty, and improve the lives of people on both sides.

Fourth, continue to closely coordinate to firmly consolidate the peaceful and friendly border; accelerate the opening and upgrading of a number of border gates in accordance with the planning and development plans for each period; create more favorable conditions for people in border areas to settle down, make a living and increase trade.

The 10th Vietnam - China Economic Corridor Cooperation Conference in 2023 is considered a major foreign affairs event of Hanoi City in the context that Vietnam and China have been actively implementing the Vietnam - China Joint Statement after the visit of General Secretary Nguyen Phu Trong and celebrating the 15th anniversary of the establishment of the comprehensive strategic cooperative partnership in 2023.

According to Deputy Minister of Planning and Investment - Tran Quoc Phuong, over the years, China has always maintained its position as Vietnam's leading economic partner.

The Chinese government has recently provided Vietnam with preferential credit loans and non-refundable aid to implement projects in areas such as infrastructure development, healthcare, culture, education, etc., which have actively contributed to Vietnam's socio-economic development, poverty reduction and human resource development.

Permanent Deputy Minister of Foreign Affairs, Nguyen Minh Vu, said that the Kunming - Lao Cai - Hanoi - Hai Phong - Quang Ninh economic corridor under the "Two Corridors, One Economic Belt" cooperation framework is a cooperation mechanism of inter-regional and transnational nature;

In order to effectively utilize and exploit the potential and advantages of localities along the economic corridor, and at the same time help spread to other localities in the Northwest, Northeast, Northern Delta of Vietnam and Southwest China, towards the common goal of mutual benefit and sustainable development .
