On September 20, at the 26th Session of the National Assembly Standing Committee, giving opinions on the draft Law on the Capital (amended), the majority of members of the National Assembly Standing Committee agreed on the necessity of amending the Law on the Capital in order to promptly institutionalize the viewpoints and orientations for the development of the capital Hanoi set out in the resolutions of the Politburo, create a breakthrough mechanism, mobilize all resources, effectively exploit the potentials and strengths of the capital, and bring the capital to continue to develop rapidly and sustainably.
Basically agreeing with the Preliminary Examination Report, members of the National Assembly Standing Committee commented on many specific contents to continue perfecting the draft Law on the Capital City (amended) before submitting it to the National Assembly for comments to achieve the set quality and goals.
Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong expressed his opinion at the meeting.
Appreciating the dossier and documents of the draft Law on the Capital (amended) which have been carefully and elaborately prepared, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong noted that the time for submitting dossiers and documents must meet the requirements according to regulations.
Agreeing with the scope of adjustment, Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong said that expanding the scope of adjustment as proposed is an important legal basis for building and developing urban authorities, the center of the country and the system of neighboring satellite cities. Paying special attention to the regulations related to the construction, development, management and protection of the Capital, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong said that through the provisions of the draft Law, it is possible to visualize the development of the Capital Hanoi in the coming time and in the future. Agreeing with many contents in the Verification Report, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong noted that the draft Law dossier does not yet have a draft decision on measures and roadmap for relocation. This is a type of detailed regulation document that, according to the provisions of Article 11 of the Law on Promulgation of Legal Documents, must be prepared and submitted simultaneously with the draft Law.

Also participating in the discussion at the meeting, Chairwoman of the National Assembly's Social Committee Nguyen Thuy Anh said that many regulations in the draft Law on the Capital (amended) have been reflected in specialized law documents such as: Law on Medical Examination and Treatment; Law on Prices; Law on Health Insurance... Meanwhile, the regulations of the draft Law on the Capital (amended) only provide norms without citing specialized laws.
Expressing agreement with the view that the Capital needs to have outstanding specific policies to bring about breakthrough results, creating a premise for the rapid and sustainable development of the Capital and contributing to creating a driving force to lead other localities in the region and the whole country, however, Chairwoman of the Social Committee Nguyen Thuy Anh suggested that specific regulations should be placed in the general framework to ensure consistency in policies and principles of adjustment for each specific area of the legal system.
Regarding the integration of gender equality issues in the draft Law, Chairwoman of the Social Committee Nguyen Thuy Anh suggested that there should be regulations promoting gender equality so that women can participate more in fields and professions that are always dominated by men.
In addition, the Chairman of the Social Committee also pointed out and analyzed many regulations that need to be reviewed and improved related to regulations on health care and health development policies; health service prices, etc.
Permanent Vice Chairman of the National Assembly Tran Thanh Man emphasized that the specific policy mechanism for the capital must be comprehensively synchronized.
Giving his opinion at the meeting, Permanent Vice Chairman of the National Assembly Tran Thanh Man suggested that it is necessary to clarify how to invest in infrastructure so that Hanoi can be on par with other cities in the world; and how will Hanoi decide on specific decentralization and delegation of power?
National Assembly Standing Vice Chairman Tran Thanh Man emphasized that the specific policy mechanism must be comprehensive and synchronous, immediately overcoming the difficulties, obstacles and shortcomings that are hindering the development of the capital.
