Correcting existing shortcomings and inadequacies in sending workers to work abroad

According to the Department of Labor, War Invalids and Social Affairs of Quang Tri, the work of sending workers abroad to work in the province has achieved many positive results, but there are still many problems. Based on the inspection results, the department has issued a document requesting localities to urge the strengthening of state management of the work of sending workers abroad to work under contracts in the province.

The shortcomings and inadequacies in localities are related to the fact that some companies and enterprises operating in the field of labor export have not advertised truthfully and have not publicly disclosed legal documents on consulting and recruiting workers to work abroad under contracts at the recruitment location, and have not collected service fees from workers in accordance with regulations.

Staff doing consulting and referral work have not signed labor contracts, participated in social insurance and salary payment regimes, do not have legal documents or have incomplete documents according to regulations on consulting and recruiting employees to work abroad under contracts.

There is a situation where some enterprises and branches provide services to send workers to work abroad under contracts but have not yet decided to establish a consulting point, receive documents and have not reported activities of sending workers to work abroad under contracts to the local state management agency.

At some consulting and application receiving business locations, enterprises have not publicly posted the decision of the service enterprise assigning tasks to the branch and a copy of the service enterprise's license at the headquarters, and have not notified the Department of Labor, War Invalids and Social Affairs about the location of the business. Some units have posted signs of sending workers to work abroad under contracts but do not have a working department, have closed when the interdisciplinary team came to inspect many times, and have not reported to the state management agency in the area.

Regarding advertising content, information on billboards and signs about the company name and field of operation is still unclear and confusing with other tasks and functions under ownership; some companies operating in recruitment and consulting on studying abroad are operating in consulting and recruiting to send workers to work abroad without being licensed and assigned tasks according to the provisions of law...

In particular, in some localities, the functions, tasks, and fields of operation of enterprises have not been determined, but they have coordinated with some units and individuals who are not qualified to send workers to work abroad to propagate, advise, and introduce to workers. This issue has led to many consequences and consequences in the state management of sending workers to work abroad.

To promptly rectify the above situation, the Department of Labor, War Invalids and Social Affairs requested the People's Committees of districts, towns and cities to strengthen inspection, examination, supervision and promptly handle violations in selecting and consulting workers to work abroad under contracts, especially units showing signs of violations.

Coordinate with licensed units and enterprises to propagate, provide information and organize the sending of workers to work abroad in the area to ensure the minimum rights of workers.
